INTRODUCTION
This Habitat Management Plan has been prepared to address the placement of a small
manufactured home on a lot located within Mason County. The new home will be
situated within the buffer from a nearby Type 1 stream. The existing site is already well
developed with a compacted gravel pad, a large garage/work shed, and all utilities (water,
power, septic). The proposed placement of the manufactured home will present minimal
change in the use of the property than currently occurs. However, concerns about
stormwater runoff'potentially impacting stream flows should be mitigated with some type
of detention system.
METHODS
Site Iaspeetion
Site review was performed on 5 February 2003. The entire property was reviewed for
stream and wetland conditions.
Stream Definition
Streams were typed pursuant to WAC 222-16-030 within the Washington Forest
Practices Act prepared by the Department of Natural Resources.

EXISTING CONDITIONS
Developed Lots
This property is a small lot within an older development community of similar properties_
The lot adjacent to the north is fully developed with an existing home site. The lot
adjacent to the south is currently undeveloped, and retains a mostly forested condition. Z_- T C--"-

Existing Site Improvements
The lot already contains a full compliment of site improvements. A compacted gravel
pad has been graded into the landscape creating a well-defined footprint of"useable"
area. Water and power are established, and a working septic system is already in place.
A large, 2-bay garage/work shop has also been constructed.
Retained Forested Habitat
Area outside of the compacted gravel pad is nearly all retained native conifer forest J
habitat. Original ground contours are generally intact, and ground, shrub and tree
canopies are fully established.
Cranberry Creek
Cranberry Creek, a Type 1 stre occurs along the western boundary of the lot. A small
dirt path leads down to the creek from e eve ope area to a small shore me clearing.
Shorelines within.this portion of the creek contain a good border of mature forested
habitat, with a partially closed tree canopy over the water. Developed portions of lots in
this vicinity do not extend to the stream edge.
PROPOSED USE
Construct Small Cabin
The property owners are proposing to place a small manufactured home within a leveled
portion of the existing gravel pad. _

IMPACT ASSESSMENT
Existing Building Pad
Proposed placement of the manufactured home will be completely confined to the
existing limits of the compacted gravel pad that occurs. No vegetation of any kind will
be disturbed to place the new home.
Cranberry Creek High Flow Sensitivity
The development of home sites bordering Cranberry Creek within this general vicinity
have likely caused an increase in the speed with which stormwater runoff enters the
stream. Most sites are positioned well above the channel with developed areas that slope
towards it. This site, in particular, already has the existing garage runoff directed to
downspouts that appear to daylight on the stream slope just west of the developed gravel
pad. Although native forest left along the sides of the creek provide good habitat for
protection, especially shading, buffering against stormwater runoff from developed areas
is minimal. Excessive stormwater runoff may cause excessive peak flows within the
system that could be detrimental to anadromous fish.
RECOMMENDATIONS
Site New Home Where Proposed
The proposed new homesite is the best place to site this structure. Placement anywhere
else would require additional clearing and grading.
Create Stormwater Detention
Stormwater runoff off from the existing garage and the proposed new home should be
directed into small detention ponds excavated within the gravel pad. These ponds would
not have to be engineered, but could just be built to the maximum size possible that fits
into existing site conditions. The ponds should be highly permeable, given the gravel
conditions, and should infiltrate quickly. In addition,no piping or channelization of any
stormwater runoff should occur that directs flows to the edge of the developed gravel pad.
No Vegetation Removal
No vegetation of any kind should be removed or cut between the developed gravel pad
and the Cranberry Creek channel. This restriction should especially prohibit the removal
of any woody debris from the strearn channel, including trees that may topple over in the
course of channel migration, or pile up during flood flows.
No Stream Bank"Stabilization"
No efforts to "stabilize" the existing stream bank should be allowed. Any erosion that
may occur should be regarded as natural stream channel migration.
No Yard Waste Disposal
Dumping of yard waste or any other organic debris on the slope west of the developed
area that drops to the stream channel should not be allowed.

requires buffers and building setbacks from areas such as streams, lakes and ponds that
support fish and/or wildlife habitat. The applicant is proposing to locate a small
manufactured home within the buffer from a nearby Type I stream, Cranberry Creek.
Currently, on the site is a large gravel/work shed, compacted gravel pad and utilities.
The edge of the streambank of Cranberry Creek is approximately 50' from the proposed
placement of the home.
Please review the enclosed HMP and let me know if you have comments, question, or
concerns about this plan. I can adopt your comments as conditions into any approval the
