Dear Applicant:
Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you
will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments: Pre-inspection for James Martin to determine the feasibility of
building a single-family residence on this lot in relation to
Cranberry Creek, a Type 1 water body regulated by the Mason
County Shoreline Master Program and Resource Ordinance.
Zoning: The zoning designation for the site is Rural Residential 5
(RR5). Standard setbacks for this zoning are a 25-foot front yard
setback and a 20-foot setback for side and back yards. The front
yard refers to the lot line adjacent to the property access,
including access easements. The setbacks are measured from
structures above grade such as roof overhangs (roof gutters), and
other structures/appurtenances, including heat pumps etc. When
the lot width is less than 100 feet, setbacks would equal 10% of
the lot width.
An administrative variance can be applied for to get a reduction in
the required setbacks (minimum of 5 feet for sides, minimum of
10 feet for front and rear) if the lot meets certain criteria. Other
setbacks can apply when critical areas are present, see below.
Height limit per Mason County Development Regulations
1.04.224.0 is 35 feet.
Geological/landslide hazards: Any slope higher than 10 feet, over
15% (8.5 degrees) grade and within 300 feet of proposed
development will require a Geotechnical Assessment to evaluate
slope stability on and near the site. The assessment must meet
the requirements of the Mason County Resource Ordinance
(MCRO) section 17.01.100 EA. The assessment must also state
that the hazards of the landslide area can be overcome in such a
manner as to prevent harm to property and public health and
safety, and must also assure the project will cause no significant
environmental impact. See MCRO 17.01.100, E7. A Geotechnical
Report may be needed if through a Geotechnical Assessment it is
determined necessary, or if slopes are in excess of 40% (21.8
degrees) See MCRO 17.01,100 E.
This lot has slopes in excess of 40% (approximately 47% as
measured in the field) and would therefore require a Geotechnical
Report submitted with any future building application.
Streams: Cranberry Creek runs southerly through and near the
rear property line to the east. Cranberry Creek is a Type I stream
and requires a 150' buffer plus a 15' building setback for a total of
165' per Mason County Resource Ordinance 17.01.110 Table 3.
The steep slopes and heavy vegetation made it difficult to
measure accurately in the field. However, using aerial photos and

measuring from the stream to a point 165' toward the front
property line, it appears as though there may be another 50' of
property to the edge of the road easement. It is possible that a
residence can be placed in this location without the necessitation
of a Resource Ordinance Variance. Please note that this does not
take into account the location of septic/drainfield.
A Mason Environmental Permit will be required to place any septic
components within the 150' creek buffer.
General process: Proposals for future site development must
include a site plan showing all building setbacks from property
lines, easements and any critical areas (slopes greater than 15%,
streams, wetlands, shorelines & floodplains) for building permit
application submittal.
Specific development standards contained in County Codes may
be found at the County web address http://www.co.mason.wa.us.

I have received your new plot plans. It does not meet planning requirements or the Onsite 100 ft setback.I have spoken with Grace Miller and she is requiring a Planning Pre-inspection for this lot due to the
septic system components in relation to cranberry creek. This inspection should also help the applicant with any future building permit. If primary or reserve is to be located within the 100 ft setback a
waiver will be required.
