6. Proposed timing or schedule (including phasing, if applicable): This project will be
developed in two phases. (See accompanying graphics and description of the proposed
project.) Phase One of the redevelopment project will include the construction of
the most southern apartments (buildings 1 and 2) along with 49 parking spaces
and the associated infrastructure. Phase Two of the redevelopment project will
include construction of the most northern apartment buildings (buildings 3 and 4)
along with 42 parking spaces and the associated infrastructure. See Figure 3. The
current schedule is for Phase One to be constructed in 2016 and Phase Two to be
constructed in 2017.
7. Do you have any plans for future additions, expansion, or further activity related to or
connected with this proposal? If yes, explain. No.

be prepared, directly related to this proposal. A habitat management plan, drainage

SR 3/Belfair Area Widening Safety Improvement Project - MP 25.36 to MP 26.86
DNS. (1.72 miles) This document relates to the WSDOT easement and storm
drainage that crosses the property.
The project applicant will be applying for an HPA from the Department of Fish
and Wildlife. A JARPA will be prepared to obtain the required permits to restore
Mindy Creek.

Description of the Project:
The project will include the redevelopment of 5 parcels of land owned by MJ Scott
Enterprises LLC. The total land area is 7.17 acres of which 2.73 acres is going to be
redeveloped and 4.44 acres will remain in open space. See Figure 1. WSDOT recently
purchased 1.3 acres of the property for a SR 3 storm water detention and treatment
ponds. The WSDOT property is not included in the property area calculations and in not
a part of this project.

The site currently includes four businesses: Aqua Viva Church (200 members),
Evergreen Electric, Cannabis Care Foundation, and a metal building sales group.
Mindy Creek bisects the property. Approximately 914 feet of Mindy Creek flows across
the property. One hundred and four feet of the stream flows through a 36" culvert. See
Figure 2. Figure 2 also illustrates the existing conditions on the site and the proposed
demolition plan. Structures 2, 5, and 6 shown on the aerial image were temporary
structures and have been removed since the aerial photo was taken.

temporary structures, removing 37,000 square feet of asphaltic surfaces and 24,000
square feet of gravel driveways, and moving 213 feet of existing Mindy Creek into to 314
feet of new "fish friendly" stream channel.

b. What is the steepest slope on the site (approximate percent slope)? There are slopes up to
8% on the site at various locations in the conservation area.
c. What general types of soils are found on the site (for example, clay, sand, gravel, peat,
muck)? If you know the classification of agricultural soils, specify them and note any
agricultural land of long-term commercial significance and whether the proposal results in
removing any of these soils.
The site has been filled with sandy, gravelly soil to a depth of between 18 inches and 4 feet over
the years to accommodate development. The underlying souls are a light brown, silty sand. See
FIGURE 6 and the soils report in the Appendix. Ground water in March of 2015 was found at
approximately four feet depth.
Several soil borings were made on the site. A soft layer of soil was found to exist between 6
feet and 12 feet below the surface. It is proposed to use the structural fill hauled to the site to
preconsolidate the areas where the apartment buildings will be constructed. Approximately
2,800 cubic yards of imported fill will be used to preconsolidate the building sites.

2,200 CY. The source of the fill wills the Zephyrs pit on North Shore Road.

f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.
Erosion could occur and the soils could migrate to the wetland buffer and Mindy Creek. Best
Management Practices will be employed to prevent soils from leaving the construction areas.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)?
Of the 2.73 acres buildings will cover 15,000 square feet and sidewalks will cover 5,147
square feet. The percentage of site coverage by impervious surfaces will be 17%. Note
that the parking lots will be surfaced with porous concrete surfaces. See the drainage
report that has been prepared for this project.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any:
BMP's will be implemented per the Washington State Department of Ecology's Storm
Water Management Manual for Western Washington (latest edition) to control erosion.
A National Pollution Discharge Elimination System (NPDES) Permit application will be
prepared and will include a pollution control plan for the site.
2. Air
a. What types of emissions to the air would result from the proposal during construction,
operation, and maintenance when the project is completed? If any, generally describe
and give approximate quantities if known.

This project is a high density residential redevelopment. The apartments will not include
wood fire places. No unusual air quality emissions will emanate from the project.
b. Are there any off-site sources of emissions or odor that may affect your proposal? If so,
generally describe. No.
c. Proposed measures to reduce or control emissions or other impacts to air, if any: None
3. Water
a. Surface Water:
1) Is there any surface water body on or in the immediate vicinity of the site (including
year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe
type and provide names. If appropriate, state what stream or river it flows into.
Mindy Creek has the potential to provide 2,800 feet of salmon spawning the rearing
habitat if is restored. Mindy Creek is spring fed stream that flows between 1 and 3
cubic feet per second year around. Currently Mindy Creek is blocked by a culvert
downstream on the Pacific Northwest Salmon property. There are plans in the works
to remove downstream fish passage barriers that should open up the entire stream
for salmon habitat. If the stream through the property is restored Mindy Creek will
provide excellent salmon spawning and rearing habitat up to the Mitchell Lumber site
which is 300 feet upstream (north) of the project site.
104 feet of the stream on the site flows through two 36" diameter CMP culvert pipes
that are not fish passable. An asphalt parking lot covers 80 feet of the 36" culvert.
This project proposes to move the stream to a fish friendly habitat channel and
remove the culverts located on the property. It also proposes to establish and restore
buffers along the stream by planting them to maintain shade. See Figure 9, 10, AND
11.

Indicate the source of fill material. We will excavate 927 cubic yards to build 315 feet
of the new Mindy Creek channel. Most of the excavation will result from the
creation of the flood plain next to Mindy Creek.

description, purpose, and approximate quantities if known. No. The project is on public
water and sewer.
2) Describe waste material that will be discharged into the ground from septic tanks or
other sources, if any (for example: Domestic sewage-, industrial, containing the
following chemicals. . . -, agricultural-, etc.). Describe the general size of the system, the
number of such systems, the number of houses to be served (if applicable), or the
number of animals or humans the system(s) are expected to serve. None.
c. Water runoff(including stormwater):
1) Describe the source of runoff (including storm water) and method of collection
and disposal, if any (include quantities, if known). Where will this water flow?
Will this water flow into other waters? If so. describe.
This is a redevelopment project. The existing development includes 37,000 square
feet of asphalt surfaces, 24,000 square feet of 90% impervious compacted gravel
surfacing, and 14,000 square feet of impervious roof area. There is no existing on
site drainage system so of these surfaces drain directly to Mindy Creek and the
surrounding wetlands.
A drainage report for the project has been prepared that uses the most recent
version of the Storm Water Management Manual for Western Washington for
guidance. The storm water manual strongly encourages the use of pervious
surfaces for parking lots where the underlying soils can infiltrate the runoff. For
this redevelopment project there is 40,000 square feet of parking lot, 15,000

square feet of building, 5,200 square feet of concrete sidewalks, and 16,200
square feet of landscaped areas.
This project will result in a considerable net reduction of storm water runoff from
the site. We have proposed using porous concrete for the new parking lots.
Runoff from the landscape area, if any, will be directed to areas where it can soak
into the ground and the "clean" roof runoff from the buildings will flow directly
into the proposed restored stream buffers where it will provide moisture to the
plants.
There is a Mason County/WSDOT 24" storm drain line that crosses the property.
(There is no recorded easement) Only 12 acres of the watershed the eventually
drain to this system after SR 3 is widened in 2015. All of the SR 3 roadway storm
water runoff will be detained and treated by WSDOT. See Figure 10. We have no
plans to detain or treat the remaining off site drainage from this watershed. That is
Mason County's responsibility. We will reconstruct the lower section of the
existing 24 inch storm drain line to circumvent the proposed apartment building
No. 3. See Figure 12.

vegetation on the site, if any: We propose 15,200 square feet of landscaping with native
plants. We will be planting the 30,000 square feet of the restored buffer area and 6,000
square feet of the restored stream corridor with native shrubbery and trees.

over the old septic drainfields. They will be removed.

traffic, equipment, operation, other)? The property is slightly downhill of SR 3 that has
up to 18,000 cars a day traffic. The apartment units will be sound proofed to reduce
disturbance from outside noise.
2) What types and levels of noise would be created by or associated with the project on a
short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate
what hours noise would come from the site. There will be the typical noise from
construction. This is a commercial neighborhood zoned for multiuse.
3) Proposed measures to reduce or control noise impacts, if any: Noise reduction features
in the apartment units.
8. Land and shoreline use
a. What is the current use of the site and adjacent properties? Will the proposal affect current
land uses on nearby or adjacent properties? If so, describe. The current use of the
properties is primarily commercial. There are two small residential rental units.
c. Has the project site been used as working farmlands or working forest lands? If so, describe.
How much agricultural or forest land of long-term commercial significance will be converted
to other uses as a result of the proposal, if any? If resource lands have not been designated,
how many acres in farmland or forest land tax status will be converted to nonfarm or
nonforest use? No.
d. Will the proposal affect or be affected by surrounding working farm or forest land normal
business operations, such as oversize equipment access, the application of pesticides,
tilling, and harvesting? If so, how: No.
c. Describe any structures on the site. See Figure 1 and Figure 2. There is a church on the
property that used to be the Belfair Cafe (7,200 square feet). There are four residential
type buildings, two of which are currently used for business. Two are rentals. There
are several temporary sheds and two garage structures.
d. Will any structures be demolished? If so, what? Yes, see Figure 2. All existing structures
will be demolished.
e. What is the current zoning classification of the site? Mixed Use

target low to moderate income families and provide much needed housing in the town of
Belfair.

9. Housing

low-income housing. The redevelopment of the property will provide 48 - 1, 2, and 3
bedroom apartment units. See Figure 4. The monthly rents requested will target low to
moderate income families. The near location of the apartments to shopping, medical
and other urban services is ideal for low to moderate income families.
b. Approximately how many units. if any, would be eliminated? Indicate whether high,
middle, or low-income housing. Two low income dwelling units will demolished.
c. Proposed measures to reduce or control housing impacts, if any: The primary goal of the
project is to improve the housing choices and inventory for low to middle income
families in the Belfair area.
10. Aesthetics
a. What is the tallest height of any proposed structure(s), not including antennas; what is
the principal exterior building material(s) proposed? The apartments will be three stories
with a building height of approximately 35 feet. The highest building will be 31 feet
above SR 3 roadway level.
b. What views in the immediate vicinity would be altered or obstructed? The view of the
wetland and the forest to the west SR 3 will be obstructed.
c. Proposed measures to reduce or control aesthetic impacts, if any: The apartment complex
will be of high quality construction, fully landscaped, and include concrete parking lots
and sidewalks. The facility will be gated and have low level site lighting for safety.
11. Light and glare
a. What type of light or glare will the proposal produce? What time of day would it mainly
occur? None— Low level, down directed, non-glare site lighting will be installed around
the parking lots and sidewalks.

13. Historic and cultural preservation

b. Are there any landmarks, features, or other evidence of Indian or historic use or occupation?
This may include human burials or old cemeteries. Are there any material evidence, artifacts,
or areas of cultural importance on or near the site? Please list any professional studies
conducted at the site to identify such resources. None. The site is an existing developed
commercial property that has been used for residential and business purposes for
over 50 years.
c. Describe the methods used to assess the potential impacts to cultural and historic resources
on or near the project site. Examples include consultation with tribes and the department of
archeology and historic preservation, archaeological surveys, historic maps, GIS data, etc.
None. This is a redevelopment project. The proposed grading of the site specifies
filling most of the site. There is less than 1 foot excavation into the native soils on the
site in the some of the new building footing areas. Two feet of fill will be removed from
the stream restoration area. The stream channel will penetrate approximately 2 feet
into the native soil below the existing fill.
d. Proposed measures to avoid, minimize, or compensate for loss, changes to, and disturbance
to resources. Please include plans for the above and any permits that may be required.
None.
14. Transportation
a. Identify public streets and highways serving the site or affected geographic area and
describe proposed access to the existing street system. Show on site plans, if any. The

property exits on State Route 3. SR 3 is in the midst of major widening improvement.
Construction of a center turn lane and sidewalks from McDonalds to Sweet Water
Creek will occur during 2015 and 2016.
b. Is the site or affected geographic area currently served by public transit? If so, generally
describe. If not, what is the approximate distance to the nearest transit stop? Yes. Transit
Stop is just down the SR 3 at the Romance Hill intersection (at Urgent Care)
c. How many additional parking spaces would the completed project or non-project proposal
have? How many would the project or proposal eliminate? There are currently between a
104 and 110 parking spaces on the site — mostly unstripped. The proposed
redevelopment will include 90 parking spaces. There will be a reduction of between 14
to 20 parking spaces. The property redevelopment will eliminate 11 parking spaces
that front directly on to SR 3 that are currently a safety hazard.
d. Will the proposal require any new or improvements to existing roads, streets, pedestrian,
bicycle or state transportation facilities, not including driveways? If so, generally describe
(indicate whether public or private). The SR 3 widening project is a WSDOT sponsored
project and is under construction. The proposed redevelopment of the properties will
reduce the access points to SR 3 from 4 to 2. The access openings onto SR 3 will be
reduced from 127 feet to 44 feet. The new property access openings will be directly
across from existing openings on the east side of SR 3 which will reduce turning
conflicts and driver confusion.
e. Will the project or proposal use (or occur in the immediate vicinity of) water, rail, or air
transportation? If so; generally describe. We expect the residents to use the Mason
County transit system.
f. How many vehicular trips per day would be generated by the completed project or proposal?
If known, indicate when peak volumes would occur and what percentage of the volume would
be trucks (such as commercial and nonpassenger vehicles). What data or transportation
models were used to make these estimates? We estimate that the average daily traffic
generated by the redeveloped property will be 98 units x 5.5 trips per unit daily = 539
trips. Peak hour will be approximately 10% of those trips or 54 trips. The existing daily
trip generation on the site is estimated to be: Church 150 trips (Wed, Sat, and Sun.),
commercial - 7000 SF x 50 trips per 1000 SF = 385 trips. Total 535 trips. Peak Hour
Trips for the redeveloped site will be approximately the same as the existing.
WSDOT has provided traffic information for SR 3 collected in 2013 and 2015. This data shows
that the average daily traffic volumes at the property are around 18,000 cars a day on Friday.
PM peak hour traffic on Friday is around 1,800 cars per hour (north and south bound). At those
volumes the Level of Service on SR 3 is LOS D.
Plans are in the works to design and construct the Belfair Bypass. The environmental studies
have been completed and the legislature has included the funding for the project in the latest
gas tax increase proposal. The Belfair Bypass studies have estimated that traffic on SR 3 will
be reduced by 7,000 cars a day when the new roadway is in full operation.

g. Will the proposal interfere with, affect or be affected by the movement of agricultural and
forest products on roads or streets in the area? If so, generally describe. No. The proposal
will improve traffic on SR 3 by reducing the number of access points to the highway.
h. Proposed measures to reduce or control transportation impacts, if any: Remove the 11 parking
spaces in front of the church and reduce the access points to SR 3 from 4 to 2. If the property
were to be redeveloped as a Burger King site or for some other high traffic commercial site, the
traffic impacts to SR 3 could be substantial.
15. Public services
a. Would the project result in an increased need for public services (for example: fire protection,
police protection, public transit, health care, schools, other)? If so, generally describe. Fire
Protection: Sprinklers will be installed in the buildings for fire protection and we will
provide a fire hydrant within 400 feet of all the buildings. Additional police protection
will be required. (The site will be gated) The sheriff's office is '/4 mile south of the site.
Belfair Elementary will be within walking distance— on the new sidewalks — a mile
south of the site. Urgent Care medical is within 500 feet of the site on the other side of
SR 3. This is a very convenient site for providing the limited public services that exist
in Belfair urban area.
e. Proposed measures to reduce or control direct impacts on public services, if any. None.
16. Utilities
a. Circle utilities currently available at the site: electricity, natural gas, water, refuse service,
telephone, sanitary sewer, septic system:
The Belfair Water District will provide water service and Mason County Wastewater Utilities will
provide sewer service. Both of these providers need additional customers to help finance
recent capital improvements. Power will be provided by PUD No. 3 who recently upgraded their
service line through Belfair.
b. Describe the utilities that are proposed for the project, the utility providing the service,
and the general construction activities on the site or in the immediate vicinity which might
be needed. See Figure 13.
