Box 5080 Lacey, WA 98503 (206) 491-3399 r , GENERAL SITE DESCRIPTION The subject property is generally located east of State Route (SR) #3, approximately 500 feet south of the SR #3 and Old Belfair Highway intersection, in Mason County (See attached Vicinity Map). The site is situated within Section 29, Township 23N., Range 1 W. , and is comprised of 0.87 Acres. A bank and associated parking area is proposed as part of the subject improvements. The property is currently undeveloped, with the exception of a dirt roadway located along the southern property line. The terrain presently slopes to the west with slopes ranging between 4% and 33%, and ground cover consisting of a mixture of brush, grass-land, and young second growth forest land. No existing wells or fuel tanks are known to exist in the vicinity of the site. EXISTING DRAINAGE Due to the undeveloped nature of the site, runoff presently consists of overland sheet- flow to the west, where flow is intercepted by the roadside ditch system along SR #3. Approximately 10.1 Acres of off-site drainage area is tributary to the property (See attached Basin Map). Runoff from this area enters the site overland, over the eastern property line. A relatively high amount of groundwater exists, which directly contributes to the wet nature of the on-site soils (See attached soils report). PROPOSED DRAINAGE The proposed drainage system has been designed following the requirements of the Washington State Department of Ecology's (WSDOE) Stormwater Management Manual for the Puget Sound Basin. The proposed conveyance systems have been sized for a 100 year/24 hour design storm, using the Santa Barbara Urban Hydrograph (SBUH) methodology. Tributary off-site surface drainage will be intercepted via a collection system located behind a proposed rock wall, located along the eastern property line. This drainage will be routed around the proposed on-site stormwater control facility, in a grass-lined Swale system. This flow will be conveyed to the northwest, prior to eventually being discharged into the roadside ditch system along SR #3. Groundwater will be collected in a French Drain system, extracting waters which contribute to the wet nature of the on-site soils. The bottom of this collection system has been designed at an elevation below the finished floor elevation of the proposed bank. The purpose of this system is to eliminate the presence of waters which may be of detriment to the proposed improvements. These flows will also be routed around the proposed on-site stormwater control facility. A grass-lined swale system will convey this flow to the northwest, prior to eventually being discharged into the roadside ditch system along SR #3. SKILLINGS-CONNOLLY,INC. Water quality enhancement will be accomplished via providing dead storage. This permanent storage equals the volume of the tributary 6 month/24 hour design storm. Detention will be provided above this permanent storage. This system has been designed via the SBUH method to model 1/2 the predeveloped 2 year/24 hour design storm, while maintaining the existing condition peak runoff rate for the 10 and 100 year design storms (See WSDOE's Stormwater Management Manual for the Puget Sound Basin, Streambank Erosion Control). The corresponding treatment and detention volumes obtained equate to 4,137 cubic feet and 6,624 cubic feet, respectively (See attached Hydrology Calculations). Discharge from this system will be to the west, prior to entering the existing underground drainage system of SR #3. DOWNSTREAM ANALYSIS Discharge from the site is conveyed easterly under SR #3 in an existing 18 inch diameter culvert. At this point, flow is conveyed easterly for approximately 1600 feet before entering tributary upstream waters of Hood Canal. SKILLINGS-CONNOLLY,INC.
