PRE-INSPECTION TO EVALUATE POTENTIAL BUILDING SITE Dear Applicant: Pursuant to your application, a site pre-inspection (SPI) was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, & 41� Allan Borden Land Use Planner Mason County Planning Department 11/29/2010 Page 1 of 4 SP12010-00075 Site Inspection 11/29/2010 Case No. SP12010-00075 Comments: Pre-inspection for David Area & Teena Cook on Sept. 30, 2010: The property [12332-50-00082 (12.27 ac.)] is located along Alder Creek Rd. the Belfair Urban Growth Area on the east side of State Route 3 and next to the railroad easement. The entire parcel is within the Urban Growth Area, but the eastern 1.75 ac. area east of the railroad is zoned R5 (medium density residential) and the reminder 9.50 ac. portion is zoned R4 (low density residential). The proposed access point is at the southwest corner of the property, and the drive alignment will need to cross the stream channels and the downslope and upslope to the stream to access the building site(s) in the middle third of the property. The applicant may build a residence and outbuildings and is seeking whether geologic studies and other setbacks are needed for proposed development on the property. These findings state regulations in effect at the time of inspection, unless noted otherwise. Development Regulations standards: _Y_ The site is in the Residential 5 and Residential 4 zones of the Belfair Urban Growth Area. Standard building setbacks are 15-foot or 10-foot front yard setback, and 10-foot side property line and rear yard setbacks. These setbacks are measured from structures above grade such as roof overhangs, stairs, balconies, decks, heat pumps, storage buildings, and fuel tanks. Resource Ordinance Standards: _N_ Wetland critical area: Planning staff confirmed that the parcel does not contain certain wetlands, which are not regulated under Mason County's Wetlands chapter 17.01.070 of the Mason County Resource Ordinance. The low areas in the western third of the property convey seasonal runoff and saturated areas, and for water quality purposes and animal habitat value, the owner is encouraged to maintain surrounding vegetation to this low area. _N_ Shoreline setbacks: The shoreline designation for the area is Urban Environment per the Mason County Shoreline Master Program and setbacks would be determined by the Mason County Resource Ordinance. The proposed development is greater than 300 feet from the shoreline management area covered by either critical area standards. _Y_ Slope or Landslide hazards: Slopes over 15 percent adjacent to or within 300 feet of a proposed project were 11/29/2010 Page 2 of 4 SP12010-00075 Site Inspection 11/29/2010 Case No.. The applicant shall have a qualified geologist or engineering geologist visit the subject parcel and prepare a site analysis to determine whether a geologic special report is needed during development review. _Y_ Slope or Landslide hazards: If the geologist confirms the need for a special report when slopes are over 40 percent, a Geotechnical Report would be needed to address slope stability, site conditions, and the other requirements of the enclosed landslide hazard chapter 17.01.100 section E. 5. as required by the Mason County Resource Ordinance. The report must include all Resource Ordinance requirements and a submittal checklist noting where these requirements are found in the study document. _Y_ Slope or Landslide hazards: The prepared special report shall be specific to proposed site development on the subject parcel by addressing clearing, grading, driveway and building location, retaining walls, and stormwater control. This special report would be submitted and evaluated at the time of building permit submittal. The study shall address the presence of the septic system on site stability conditions. Y Stream setbacks: The setbacks from Alder Creek would be determined by the Mason County Resource Ordinance. The stream setback for a type Np stream is composed of a 100-foot vegetation buffer plus a 15-foot building setback closest to the roof projection of a proposed structure. Any portion of the new structure, including decks, balconies, and rooflines, must be behind this setback line. The 15 feet toward the stream is an area that may be used for lawns, patios or landscaping (development at grade level). From that point toward the stream is considered to be a required vegetated buffer and is regulated by the Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Areas Chapter. Within this chapter are those activities listed that can be done both with and without a Mason Environmental Permit. Much of the parcel has intact stream channel and associated vegetation buffer. The presence of the steep slopes to the west and east create some constraint to site development. Working with the locations of the proposed drive alignment and the recommendations of the geologic study, you should be able to propose the placement of buildings, septic, and well mostly in the north and central areas of the subject parcel, and meet the structure setbacks from the property lines. 11/29/2010 Page 3 of 4 SP12010-00075 Site Inspection 11/29/2010 Case No. SP12010-00075 Aj project to locate the access drive will need a Mason p Environmental Permit for the slope areas (associated with the geologic study) and the same permit to place soil fill, culverts, and drainage improvements (associated with a habitat management plan addressing impacts within the stream channel and vegetation buffer areas). You need to confer with the permit planner prior to submitting permit applications in order to refine your project proposal concerning what is proposed and what actions and/or plantings are to be implemented to maintain critical area values. Development of the property that is east of the railroad will be dependent on access to this 1.75 acres of land that has the medium density residential zone designation. You would need to confirm with the Health Department what their septic system standards are to make sure about the adequacy of supplying a sewer connection(s) that are adequate for the development proposed. General process: Future site development must include a site plan, showing all setbacks from property lines, slopes, and existing and proposed improvements; this site plan will be needed for building permit application submittal and permit review.
