Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, r Allan Borden Land Use Planner Mason County Planning Department 10/11/2004 1 of 3 SP12004-00245 I Site Inspection 10/11/2004 Case No.: SP12004-00245 Comments: Pre-inspection for Cathy Palmer on Sept. 9, 2004: The purpose of the pre-inspection was to look at issues relating to developing the property for commercial uses and evaluating for critical areas (possible wetlands or stream). The property is located within the Belfair Urban Growth Area. Currently new development must be located so that a buffer must be provided when a new building is proposed; the depth of the provided buffer depends on the intensity of land uses on adjacent properties. The minimum building setbacks that apply are 5-foot side and rear-yard setbacks, and a 10-foot front-yard setback from the street, as measured from any structure or appurtenance, including roof overhangs, gutters, heat pumps, sheds, decks etc. except where other setbacks from critical areas (streams, wetlands, steep slopes) apply. Mason County is considering the proposed system of zoning of the properties within the Belfair Urban Growth Area. The anticipated zone of the subject property is Mixed Use (MU) and a set of development standards is connected to the zone designation (see attached). Once the Belfair Urban Growth Area Plan is adopted by the County Commissioners (possibly in December 2004), this zoning system and standards goes into effect and applied to new development. Slopes / Landslide hazards: Slopes on and near the site do not exceed 5 - 7%. No landslide hazards were identified. Stream / wetlands: No streams were identified on or near the site, however jurisdictional wetland were identified, generally on and near the North and East sides of the property. The property is adjacent to functional wetlands that contain some fill (materials from ditching have been deposited). It is difficult to determine when these wetlands were filled based only on site observations. Prior to any site development, a wetland delineation and categorization will need to be done (see enclosed list of wetland professionals for your information). During this process, determination is made of the wetland edge and category and what portions of the property are located on filled wetlands. This will help determine what buffer / setbacks are required, and where those buffers are located. There are four wetland categories with different buffer widths. The buffer and wetland edge will need to be mapped as well as flagged on-site. Where and how the property may be developed will be partially determined by the wetland category, required buffers, and the impact of the fill that 10/11/2004 2 of 3 SP12004-00245 Site Inspection 10/11/2004 Case No.: SP12004-00245 was placed on the site. It appears that wetland vegetation is attempting to grow in areas of fill, and it is difficult to determine the extent of past filling, which can be evaluated in conjunction with a wetland delineation / categorization provided by the owner. Staff did measure certain distances of the existing house, garage, fence, parking area, access, and septic system in relation to the highway and wetland. Much of the area considered the vegetation buffer to the wetland has been maintained as lawn area; the house is about 36 feet from the wetland boundary and the garage is less than 20 feet from this boundary.
