Re: Hood Canal Family Clinic
for Dr. Roy Schindelheim
Dear Mr. Connolly:
In response to your suggestion made during our meeting in your office last
Wednesday, this letter will state the intent of my client, Roy Schindelheim,
M.D. in regard to the subject development. As indicated in our April 30th
meeting, Dr. Schindelheim has engaged this firm to plan development of his
15+ acre site and including a medical clinic as the first building for his
earliest occupancy. We are presently in the design development phase of
our work for the clinic and expect to have construction documents completed
by the end of next month. The doctor also has arranged for the Janaszak
Company of Port Orchard to perform as general contractor for the development.
It is expected that some six months will be required for construction of the
clinic which would result in occupancy next March or April. As you know from
review of our preliminary drawings, the projected facility will be approximately
5,000 square feet in a substantial story and a half fram building. It is
our intent to construct a building which will be an asset to the community and
in doing so, remove several sub-standard buildings from the site.
Dr. Schindelheim is anxious to commence practice in Belfair and to provide family
medical care which is sorely needed during the period requred to build the new
clinic. He proposes to do so by cleaning up two existing buildings and adding
minor modifications with lighting and carpeting, etc. to serve as a temporary
clinic while the new building is being constructed. It is his intent to have
these buildings removed from the site immediately following his transfer into the
new building. Reference to the site plan submitted with permit application for
this work also indicates removal of three derelict buildings to provide space
for temporary parking.

In order to provide medical services as soon as possible and to minimize
expenditures for the temporary facility, the doctor requests waiver of code
compliance for the buildings involved during the construction period required
for the new clinic. He, Mr. Janaszak and myself will work diligently with all
departments of Mason County and related state regulatory authorities to provide
a practical, sanitary and safe, temporary clinic with your cooperation.

Re: The Doctors Clinic, Belfair
Dear Jim:
Please find enclosed, our schematic plans for the addition to the Doctors
Clinic. As you will note, we show an addition of 1057 square feet to the
building and an additional amount of asphalt at the parking lot.
We are most interested in the following:
1 . Whether or not you will require the existing building to be brought up
to code. As we talked by phone the other day, we both felt that the
179 code does not require it. Also,since then,the owner has instructed
us to minimize any remodel to the existing because of limiting budget
conditions.
2. Your approval of parking.
3. Your approval of the existing septic system to handle the new addition.
The system has been updated per the info we picked up at the Health
Department last week (Doctors Clinic - c/o Dr. Frese).
Our calculations based on 10 persons with a 25 gal/day/person indicate
a need of 375 gal./day according to the manual of septic tank practice.
We have a 500 gallon tank plus a dry well for the X-Ray Lab.
Also, since the site has good perc. (gravel), our calculations indicate a
need for 100 feet of drain field: we have 150 feet.
This morning I talked with Margi Dorthdale and her response was favor-
able.
4. Since the work will be negotiated versus bid, we do not expect to provide
comprehensive documentation. Our general work will include the normal
site plan, foundation, structure, floor plan, section and elevations, etc.
But the mechanical and electrical will be more performance oriented with
requirements that each mechanical and electrical subcontractor make their
own submittals. Please indicate whether or not this will be acceptable.

application for Building Permit).

review and respond to us.

the proposed Hood Canal Family Medical Clinic.

and the debri that was left after destruction of the older green building
on the east corner of the property.

unauthorized people, especially juveniles. Boarding of windows and
other means of ingress and a securely bolted door would be acceptable.
You indicate that you would begin this project soon and also
clearing and hauling away the debri from the other building.

Dear Dr. Schindelheim:
The Mason County Planning Commission, at its meeting on August 20, '1979,
granted a variance to you to not pave the parking area for your proposed clinic
in Belfair.
It is understood that the parking lot area is temporary since you will be
constructing a new clinic on the site. At the time of the new construction,
asphalting will be required, and in any event, the variance will be reviewed in
18 months by the Planning Commission.
This variance is for the•.parking lot area only and relief from building codes
is not included.
It is also noted that access permits will be necessary from -the State Depart-
ment of Transportation for the proposed remodel and -new clinic. For information

Variance Request
The sponsor requests a variance from asphalting of parking areas since a new
clinic will be constructed on the site.
Staff Comment
Staff feels that if a new clinic will be constructed on the site, that a variance
should be granted with time limits imposed. In addition, access permits will be
necessary from the Department of Transportation for the project regardless of whether
or not temporary access approaches are to be installed.
It is also noted that with the new clinic (to be constructed) that plans and
profiles will need to be submitted for review and approval.
