The engineered grading plan, and Stormwater Site Plan(SSP)prepared for the proposed
expansion of the J Bar D Mini-Storage facility in Belfair have been received and reviewed by
Public Works.
The LMP Application indicates that approximately 9000 cubic yards of soil is proposed to be
graded in preparing the site to accommodate the expansion of the existing storage facilities.
Inspection of the plan sheets and contours generally supports the declared grading quantity.
A major element of the proposed property development is the construction of temporary and
permanent water quality protection features. The proposed stormwater management features
plans conform with Ecology and Mason County's stormwater management requirements.
An Operation and Maintenance(O&M)Covenant is still needed to cover the existing and
proposed stormwater management features. The applicant delivered a copy of an acceptable
O&M Covenant,but it had not been recorded, so was returned to the applicant for recording.
Once the covenant has been recorded with the County Auditor's office, a copy of the recorded
covenant needs to be delivered to Public Works for monitoring and administration.
Public Works requests to be notified when the project is near completion, so that conformity of
the work with the proposed plans can be verified.

Re: Operation and Maintenance(O&M)Covenant
Dear Jesse,
Enclosed please find the O&M Covenant you dropped off at the County last
week. The covenant is in proper form,and appears to contain appropriate
information.Unfortunately,Public Works requires these covenants to be recorded
before their delivery to Public Works.
The County Auditor's office will charge a recording fee in the neighborhood of
$9.00 for the recording.The Public Works Director has required unrecorded
covenants to be delivered back to the applicant for recording. I've copied the
following comments from the Pre-Application meeting we held,and I've made
every effort to make this requirement clear;
Access is under State control,and does not appear to raise any new issues(existing).A"storm
drainage report"prepared for the property when developed as"J Bar D"has been reviewed,and
raises the following issues:(1)the original plans provide for infiltration of roof runoff with
infiltration trenches-the designs appear applicable to the current proposal.(2)Erosion and
Sediment Control measures need to be implemented during construction.(3)An Operation and
Maintenance(O&M)Covenant was requested to be created for the property in 1998,but no record
of the covenant can be found.An O&M Covenant will be required to be created,recorded with
the County Auditor's office,and a copy delivered to Public Works.O&M
Covenant forms can be provided by Public Works on request. Contact Alan Tahja at County
extension 461 (email: alant@co.mason.wa.us)regarding access and stormwater management
issues.
Please record the covenant,and deliver a copy of the recorded document to
Public Works to complete this requirement.I'm sorry for the inconvenience,and
appreciate your cooperation.
