Amending Res. 115-99 Convention Center Fairground Fees "RESOLUTION NO. 08-03 AMENDING RESOLUTION NO. 115-99 CONVENTION CENTER/FAIRGROUNDS RENTAL FEES AND VENDOR FEES" WHEREAS, the Board of Mason County Commissioners adopted Resolution # 115-99 on October 5, 1999 to establish rental fees at the Mason County Convention Center/Fairgrounds; and, WHEREAS, it is necessary to amend the resolution to raise the fee schedule due to increased operating and utility costs and to implement additional hourly fees due to number of customer requests; AND to append new rental fee classifications due to increased maintenance & operation costs; AND to raise the amount of deposit required to guarantee cleanup and to protect against damage as recommended by the Convention Center/Fairgrounds Management; AND to amend the vendor fees schedule and admission prices recommended by Mason County Convention Center Management for the Mason County Convention Center/Fair; WHEREAS, the Board of Mason County Commissioners held a public hearing to consider amending the rental and vendor fees AND; NOW THEREFORE BE IT RESOLVED that the Board of Mason County Commissioners amends Resolution No. 115-99 and establishes the Mason County Convention Center/Fairgrounds Rental Fee Schedule and the Mason County Fair admissions fee and vendor fee schedule as outlined below effective 2/4/03 . The following flat fees in the rental fee schedule include state and local sales tax. The renter will be charged for any cleanup required to be completed by Convention Center/Fairgrounds staff at the rate of$40.00 per hour, if clean-up and maintenance is not completed as stated within the terms of the Clean-up and Maintenance Agreement. Rental of entire grounds involves a caretaker to assist with maintenance problems that may arise. ARENA GRANDSTAND/RODEO AREA RENT DEPOSIT (West end of Fairgrounds) Non-Profit/Non-revenue generating $400.00 $250.00 (Includes I announcing tower and bleachers) Commercial/Profit and/or revenue generating $800.00 $500.00 (Includes I announcing tower and bleachers) OTHER RENTAL FEES Announcing Tower(either#24 or#11) $5.00 per hour Shower only-per person(if not paying camping rate) $2.00 R.V. Dump Fee(if not paying camping rate) $8.00 Garbage Tractor Rental per day $100.00 Electrical "spider"box rental per day $50.00 Photocopies(per copy) $.15 cents CAMPING FEES Camping Fees with water&electricity $14.00 Camping Fees without water&electricity(dry camping) $12.00 Camping Fee for 3 nights of Fair ONLY, for exhibitors only(dry camping) $20.00/3 Nites Group Camping Rates: (Group leader to collect and make one payment) 25 - 50 units 7% discount off camping fees only 50+units 12%discount, applies to other rented facilities also 100+units Group should rent entire grounds plus electricity costs. DAY USE FEES FOR EVENTS STAGED AT GROUNDS: RENT DEPOSIT If no facilities, or facilities other than restrooms, are used the fee per participant per event will be: $1.50 $100.00 Stall Fee $5.00 Announcing Tower $5.00 per hour $ 75.00 TICKET &EVENT ADMISSIONS FEE All and any events with gated ticketed admissions will provide $1.00 payable to Mason County Convention Center for every ticket sold,per day,per event. VENDOR& CONCESSSIONAIRES BOOTH RENTAL CONVENTION CENTER FACILITIES RENTAL AGREEMENT ONLY In the event that ANY lessee shall sub-lease, contract, or provide pre-rented space to for profit vendor(s) and/or concessionaire (S) during their stated rental dates, events, etc. a flat fee of$30 per day or $50 per event will be assessed for any and all said vendors. All vendors and/or concessionaires will be required to provide proper documentation regarding all/any permits for insurance, health, taxation, and any other permits required for operation of said concession/vendor booth. MASON COUNTY FAIR RATES VENDOR BOOTH SPACE RENTAL FOR DURATION OF THE FAIR Inside Building#14 (8x8) $150.00 Inside Building#17 (8x10) $160.00 Outside Areas,per front foot $ 15.00 Grange and 4-H Food Booth 18% gross receipts Vendor Booth Space Rental includes two Free Vendor Passes. All other passes can be purchased at$5.00 per pass. FOOD CONCESSIONAIRES must pay 18% of gross receipts OR booth rental,whichever is greater unless otherwise agreed in vendor contract. VENDORS QUALIFYING FOR SPACE AT NO CHARGE Those members of the community providing a service to the Mason County Fair at the Mason County Fair qualify for space, determined by vendor manager, at no charge(may be subject to%of gross sales). Also qualifying for vendor space at no charge are sponsors (as contracted) or negotiated trades with the Fair Manager. All other vendors are subj ect to full rates. MASON COUNTY FAIR GATE ADMISSION PRICES Adult Day Pass $ 5.00 Adult Season Pass $10.00 *Family Day Pass (2 adults w 3 children) $15.00 *Family Season Pass $25.00 Senior Citizen Day Pass(62+yrs) $ 3.00 Student Day Pass(6-16 yrs) $ 3.00 Children ages 5 and under accompanied by adult FREE 4-11&FFA Exhibitor Season Pass $ 3.00 ***Additional Vendor Season Pass $ 5.00 **Fair volunteers&Department Superintendents FREE * a"Family"consists of 1 or 2 adults accompanying three(3)children under age 16. ** a Fair Volunteer is a person who is volunteering for an active Mason County Fair department requiring a minimum of four(4)hours of volunteer service per day. *** all persons working for a vendor must purchase a pass, even if there is no charge for vendor space. CAMPING FEES-DURING MASON COUNTY FAIR Dry camping for exhibitors 3 nights of Fair $20.00 for 3 nights Camping with water and power hook-up $14.00 THIS FEE SCHEDULE MAY BE MODIFIED ACCORDING TO CLASS OF USER AS FOLLOWS: CLASS I: GOVERNMENT All Mason County and other governmental entities will pay rental rates as stated above under "Convention Center Facilities Rental Prices Per Day". Deposit requirements will be waived. Twenty-five ($25.00) dollars per hour will be charged for any clean-up not completed on day of use. "Clean-up"is defined in the facilities rental contract. CLASS II: 4-11&FFA All Mason County and other county 4-H and FFA groups, clubs and organizations will pay for reimbursement of utility costs at $7.00 per hour. PLUS, twenty-five dollars ($25.00) per hour will be charged for any clean-up not completed on day of use. "Clean-up"is defined in the facilities rental contract. CLASS III: NON-PROFIT ORGANIZATIONS THAT SPONSOR NON-REVENUE GENERATING LARGE EVENTS PROMOTING TOURISM IN MASON COUNTY AND/OR BENEFITING OTHER NON-PROFIT ORGANIZATIONS WHO ARE FILLING PUBLIC AND SOCIAL WELFARE NEEDS WITHIN MASON COUNTY. These users will pay full, flat rental rates as stated above under "Convention Center Facilities Rental Prices Per Day". Cleanup and damage deposit will be paid in advance. "Clean-up"is defined in the facilities rental contract. CLASS IV: NON-PROFIT ORGANIZATIONS THAT SPONSOR NON-REVENUE GENERATING SMALLER EVENTS WHICH ENRICH THE CULTURAL ENVIRONMENT AND WHO ARE FILLING PUBLIC AND SOCIAL WELFARE NEEDS WITHIN MASON COUNTY. For those Class IV groups with paid usage at or above seven or more times in the previous calendar year and who regularly work to maintain/improve buildings and/or grounds as a part of their Convention Center/fairgrounds usage may receive a 10% discount off the Convention Center Facilities Rental Prices Per Day" upon written approval from the Convention Center/Fairgrounds Director. Cleanup and damage deposit will be paid in advance. . "Clean-up" is defined in the facilities rental contract. CLASS V: NON-PROFIT CLUBS AND GROUPS THAT SPONSOR MEETINGS WHICH ENRICH THE CULTURAL ENVIRONMENT AND WHO ARE FILLING PUBLIC, EDUCATIONAL AND SOCIAL WELFARE NEEDS WITHIN MASON COUNTY. For those Class V groups that meet at regular monthly intervals for meetings and events not to exceed 4 hours in duration may make specific improvements and/or enhancements to the Convention Center/fairgrounds in lieu of as portion of fees. Those improvements and/or enhancements of the facilities must help to fulfill long-range objectives as developed by Convention Center/Fairgrounds management and by the Mason County Board of Commissioners and are subject to the approval of the Convention Center/Fairgrounds Director. These users may also be exempt from paying fees in advance in recognition of the cash flow problems attendant to festival management. . Cleanup and damage deposit will be paid in advance. "Clean-up" is defined in the facilities rental contract. CLASS VI: OTHER USERS WILL BE SUBJECT TO THE COMPLETE RENTAL FEE SCHEDULE.
