Dear Mr. Benedicto:
Enclosed is the Environmental Checklist which was submitted with the
Belfair Motel Building Permit Application. For the most part, the checklist
looks very good . However, some additional information needs to be added
prior to Mason County making a determination on this proposal . In Mason
County we are required to publish legal notice of any determinations for
commercial projects and will review this proposal with the Board prior to
making a determination. If you wish to expedite this matter please return
the checklist and plans by 1:00 p.m., on Monday, February 1st, at the
latest. My deadline for publication in the Belfair Herald legal section is
Monday afternoon.
The following sections need further information:
Page 2, No. A.11 - Will there be 32 or 28 units? The blueprints show
32 units but the septic system is designed for 28 single units.

manager' s residence? How many units will be available for short term
housing? Will there be any rental by the month? What income level is
the motel aimed at?

local demand on fire, police and medical services at least
marginally. This should at least be acknowledged . In the next

Purpose of Checklist
The State Environmental Policy Act (SEPA) , Chapter 43.21C RCM, requires
all governmental agencies to consider the environmental impacts of a
proposal before making decisions. An Environmental Impact Statement (EIS)
must be prepared for all proposals with probable significant adverse
impacts on the quality of the environment. The purpose of this checklist
is to provide information to help you and the agency identify impacts from
your proposal (and to reduce or avoid Impacts from the proposal , if it can
be done) and to help the agency decide whether an EIS is required.
Instructions for Applicants
This Environmental Checklist asks you to describe some basic information
about your proposal . Governmental agencies use this checklist to
determine whether environmental Impacts of your proposal are significant,
requiring preparation of an EIS. Answer the questions briefly , with the
most precise Information known, or give the best description you can.
You must answer each question accurately and carefully , to the best of
your knowledge. In most cases, you should be able to answer the questions
from your own observations or project plans without the need to hire
experts. if you really do not know the answer, or if a question does not
apply to your proposal , write "do not know" or "does not apply". Complete
answers to the questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning,
shoreline, and landmark designations. Answer these questions if you can.
If you have problems, the governmental agencies can assist you.
The checklist questions apply to all parts of your proposal , even If you
plan to do them over a period of time or on different parcels of land.
Attach any additional Information that will describe your proposal or Its
environmental effects. The agency to which you submit this checklist may

reasonably related to determining If there may be significant adverse

grade. All fill (if required) will originate from site grading.

Yes. Some erosion could occur during initial clearing and foundation
excavation, after which the disturbed areas would be stablized, and no
further erosion is anticipated.

Faving and building impervious area will cover approximately 22,000 S.F. or 21%.

DETERMINATION OF NONSIGNIFICANCE (DNS)
BELFAIR MOTEL
Notice is given that on February 4, 1988, Mason County Department of General
Services issued a Determination of Nonsignificance on the proposed
construction of the Belfair Motel which would consist of 28 rentable units,
manager' s apartment, laundry service area, office/lobby area and 35-car
parking lot. The proposed motel would be located behind the China Palace;
Tract 5 of Sam B. Theler' s Home and Garden Tracts; Section 32, Township 23
North, Range 1 WWM.
Copies of the DNS and Environmental Checklist are available at the Mason
County Planning Department, Annex I building, Fourth and Cedar, Shelton,
Washington. Comments will be accepted on the proposal until February 21,
1988.
