Wednesday, September 29, 1999 POB 548 Belfair, WA 98528 Attention: Rick Krueger Subject: Canal Heights Dr. Stream Construction Revisions Dear Rick: Thank you for meeting with me this morning at the stream reconstruction site to review your work to date. At Mason County's request, I was asked to look things over and provide comment on the intent and final stream channel alignment and features. Overall, it appears you have done a good job of reconstructing the stream and integrating some added stream habitat features. I put together the following sketches from the site visit this morning. They illustrate the general nature and location of the changes I recommend to promote proper function and better stability of the future stream. The rock outcrops you installed need to be pulled back out of the main channel. These pose too great a channel restriction and will cause scour of cause the stream to overflow. Typically, where a rock outcrop is placed on the bank, a secondary rock outcrop will be needed on the opposite bank and downstream of the main rock feature. This prevents side bank scour and is illustrated in the sketched attached. The pool upstream of the culvert under the access is too steeply sloped and it is my opinion that gravel scour will occur into the culvert. I suggest deepening the pool and adding a 2 foot diameter rock check dam about three to four feet upstream of the culvert to break gravel movement. Deepen p the Pool by excavating on the south side and add larger rock as needed to stabilize slopes to avoid increasing the overall stream slope in this location: The outlet pool at SR 3 needs to be altered to promote future fish passage and use. The stream slope in the downstream segment is very flat and the outlet pool sits approximately 3-4 feet above the culvert under Canal Heights Dr. The outlet pool needs to blend better with the culvert. Deepening the pool, altering the rock alignment and increasing stream slope to the last rock outcrop should allow better integration with the culvert.
