Tami,
I've received and reviewed the grading application submitted for the Steve Johnson grading
proposed at the end of the Romance Hill Road in Belfair. Very few details accompany the
application form, but I understand this is the site we visited earlier this year.
Our visit to the site Nas to investigate problems associated with prior grading activities on the
site. A berm had been constructed from fill material, creating a dam. At some time in the recent
past,the water impounded behind the dam was released, either as a result of nature (weather,
saturated soils), or vandalism. Amongst possible actions discussed at that time was leveling the
berm so runoff would not be collected, and allowing stormwater runoff to sheet down the hillside
in a natural fashion. Most of the site drains away from the hillside, and natural drainage patterns
should be preserved. It seems leveling the berm can be accomplished without importing any new
offsite materials.
Public Works' recommendation is to permit the activity, but limit grading to materials available
on the site. If additional material is needed from off site, more detail should be requested to help
determine proposed quantities.
During construction, adjacent properties should be protected from adverse stormwater runoff
impacts. The site should be permanently stabilized upon completion of the earthwork(within 2
days during the wet season(Oct thru April), and within 7 days during the dry season(May thru
Sept).
