The replacement of the existing remediation device with an approved ATU (nuwater) does bring the tanks into complicance. However, the drainfield is non-conforming with Mound RSnGs. This was previously approved as a non-conforming repair. You will need to show the drainfield is 1. properly sized for the 3 bedroom home and 2. is designed/constructed per Mound RSnGs. Unfortunately,the waiver could not be approved based on the mitigation provided. I am attaching a copy of the application forms and submittals,as well as email correspondence from Washington State Department of Health. Class C waiver requests require not just county approval,but state approval and overall it was felt the waiver request was not adequately mitigated. I also entailed you today about the timeline of this review and permit process. Waiver was denied on January 30a',2019,but your right to appeal would start today 3/5/3019(date of official notification). Appeal processes are per Mason County policies and MCC 6.76.140 I understand this may be unfortunate news for you,and as I have notified both of your designers,we are willing to work with you on your request to expand your OSS approval from 2 to 3 bedrooms and bring the system into compliance with current code. It does not appear to be consistent as submitted. The waiver sought is to waive WAC 246-0234(3)(c)which essentially requires that a bed in types 1,2,3,or fine sands be no greater than 10 feet. The proposal is to use a 30 ft wide drip bed in a mound. The 30x40 mound was permitted and approved as a failure repair for a 2 bedroom home in 2010. How is this width variance to be mitigated? My concerns are: 1. There are 19 inches of usable soil before reaching into a mottled soil. Mottled soil indicates that water may accumulate in that area. Mottled soil is considered restrictive unless a wet season monitoring is conducted showing that the water table rise is at a different level or no longer active. 2. The width of the bed in the mound per the Mound RS&G is limited to 7.5 with>18 inches of usable soil. The purpose of the long and narrow bed is to prevent ground water mounding. 3. The Subsurface Drip Systems RS&G does not require a 30 foot wide bed as stated in the justification letter. A bed that is 7.5 feet wide can be accommodated by drip construction. If the Mound RS&G is not followed,there is no guarantee that the treatment level that will be achieved. (Mound RS&G 1.1)2018. The mound was constructed in 2010.The Mound RS&G,2009 1.1 says the same thing. Therefore there is no guarantee that the required treatment level is being met. Firstly,this plan will include a new septic tank featuring advanced technologies. Known as the NuWater septic waste water treatment system,that produces a very high-quality effluent to be delivered to the drain field.Since the Health Department is very familiar with it and It meets treatment level B. they will like that. The following is why am requesting a waiver for this site,from the approved standards.As it does not meet the state guide lines as to how a mound should be built.When it was built it was OK to use when a repair was needed.And this design is my own personal creation.And fits this site perfectly. This mound system has been in use for 8 years now.The OB Ports have always been dry.And I have not seen any seepage around the perimeter of the basil area. Use tells me that deer like to lay on top, I suppose that this area may be a little warmer.Also, Lisa planted grass on it and it really grew very well.As with any mound some top soil should be added around the outer edges from time to time.As animals and people accessing the mound kind of mess it up. This mound has GeoFlow drip lines installed for more precise effluent distribution.And the total length is less than GeoFlow's maximum allowance. And these lines lay(not plowed into the soil like they would normally be installed) directly on top a 6"layer of washed gravel that stops any ponding under the emitters and also reduces the chance of the lines picking up any stay sand from entering the drip lines.Then covered with filter fabric and then dirty sandy gravel.
