The Geological Assessment prepared for the proposed single family residence at 251 NE Jolly
Roger Lane near Belfair was received by Public Works.
The assessment was written October 12, 2005. We need a more recent report preferably done
within the last six months. A new report is not necessary if conditions have not changed. The
applicants engineering firm can send an addendum letter stating that the current report is still
adequate. A licensed geologist or a professional engineer must stamp the letter.
The Geological Assessment Review is on hold and no further action will be taken by Public Works
until we receive what is requested above.
Please feel free to contact me at 724 if you have any questions regarding these comments, or if
you feel any features need further discussion or attention.

Chuck:
The Geotechnical Report and slope stability analysis addendum prepared for the proposed
relocation of an easement road and building of a residence located at 290 Cheyenne Drive near
Belfair has been received and reviewed by Public Works.
The report was initially submitted as a limited geologic assessment. The October 16, 2006
geotechnical report lacked parts of the slope stability analysis required by the County. On
November 27, 2006 an addition or addendum to the existing report was received. The addendum
addressed slope stability for the proposed development. The development consists of a single-
family residence and associated infrastructure and relocation of an existing driveway.
Slope stability was modeled for static and dynamic loading. Safety Factors were 1.88 static and
1 .57 seismic. The report indicates that based on the results of the slope stability analysis, the
proposed construction has an adequate factor of safety against slope movement for slip surfaces
that might intersect the gravel road or proposed residence. The proposed construction will not
decrease the stability of the steep slope. This addendum supports the qualitative analysis
presented on the October 16, 2006 geotechnical report.
The author notes in the October 16, 2006 geotechnical report that no future impacts on-site or off
site are anticipated as long as temporary erosion methods are followed and vegetation is
maintained following construction.
The combined two reports with addendum appear to meet County requirements for geotechnical
reporting. Recommendations contained in the report should be incorporated into the site
development plans and made conditions for permit issuance
Adequate erosion and sediment control features need to be Implemented during land disturbing
activities to protect neighboring properties and State waters from adverse stormwater runoff
impacts. The migration or release of silty water or mud from the applicant's property will be
considered a violation of County and State water quality protection regulations.

The Geological Assessment and update letter prepared for the proposed single-family residence at
251 NE Jolly Roger Lane near Belfair was received and reviewed by Public Works.
The update letter dated November 28, 2006 was requested by Public Works since the initial report
was written October 12, 2005. The update letter indicates the site and geologic conditions
described in the Geological Assessment Letter, dated October 12, 2005, are unchanged and the
Conclusions and Recommendations presented in that letter remain the same.
A review of the geological assessment notes that the lot has slopes around 30% south of Jolly
Roger Lane. Around 25 to 30 feet from Jolly Lane the slopes increase at a cut but only have 8-9
feet of vertical relief. South of the cut slopes are approximately 20%. Slopes within 250 feet of the
site are similar or gentler. No slope instability was observed. The Coastal Zone Atlas maps the site
as stable or intermediate.
The author notes that in their opinion, the proposed development will not create unstable slope
conditions onsite or nearby offsite.
The geological assessment appears to satisfactorily address County requirements for a geological
assessment reporting. A geotechnical report will not be required based on the author' s comments
and recommendations. Recommendations contained in the report should be incorporated into the
site development plans and made conditions for permit issuance.
Adequate erosion and sediment control features need to be implemented during land disturbing
activities to protect neighboring properties and State waters from adverse stormwater runoff
impacts. The migration or release of silty water or mud from the applicant's property will be
considered a violation of County and State water quality protection regulations.
