Dear Applicant Pursuant to your application,a site pre-inspection(SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases,setbacks for development from shorelines,steep slopes,streams,and wetlands must be included in your specific proposal;these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 6/2/2006 1 of 3 SP12006-00045 Site Inspection 6/2/2006 Case No.: SP12006-00045 Comments: Pre-inspection for James Yates made on March 14,2006: The purpose of the pre-inspection was to evaluate issues related to the replacement of a single family residence on the subject parcel along Case Inlet.The parcel is now vegetated with a few evergreen and deciduous trees, and has a developed area for the residence, septic and associated parking;the shoreline has 3 foot tall vegetated bank adjacent to beach. The existing cabin to be removed is roughly 35 feet deep and 50 feet wide and has steps down to area along the inlet. Geotech Report/Landslide hazards: Due to the presence of 10 percent or less slopes on the subject parcel, a geologic study is not needed for any proposed construction. The zone designation for the site is Rural Residential 5. Standard building setbacks for this zone are a 25 foot front yard setback, and 20 foot side and rear yard setback(lot line setbacks). These setbacks are measured from structures above grade such as roof overhangs(roof gutters),stairs, balconies, decks, heat pumps etc. Shoreline/stream setbacks: The shoreline designation for the area is Urban Environment per the Mason County Shoreline Master Program and setbacks would be determined by the Mason County Resource Ordinance. The shoreline setback is determined by drawing a line between the adjacent neighbor's rooflines across the applicant's property as indicated on the submitted site plan. Any portion of the new structure, including decks, balconies, and rooflines, must be behind this common line. Landward of this line for 15'toward the inlet is an area that may be used for lawns or patios or landscaping, etc. development at grade level. From that point toward the inlet is considered to be a required vegetated buffer and is regulated by the Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Areas Chapter. Within this chapter are those activities listed that can be done both with and without a Mason Environmental Permit. Staff measured the common line setback from the OHWM of the inlet shoreline to a proposed building site, using the shore setback of the house to the north and the shore setback of the house to the south. The shore setback of the north residence is 37 ft.from the bulkhead. The shore setback of the south residence is 25 feet from the bulkhead. Although the average is 31 feet,the minimum shore setback is 35 feet, composed of 20 foot vegetation buffer and 15 foot building setback. At the site visit,wood stakes were placed at the 36 foot distance, as noted by the owner. This 6/2/2006 2 of 3 SP12006-00045 Site Inspection 6/2/2006 Case No.: SP12006-00045 common line setback permits the replacement of the existing house behind the established setback line to the north and south on the lot and providing for the 20 ft.side yard setback; the layout of the new residence but must meet this commonline setback from the inlet. All of these facts will be considered in the review of the site plan during building permit review. General process: Future site development must include a site plan, showing all setbacks from property lines, slopes and shoreline will be needed for building permit application submittal. Protection of the shoreline bank will need Planning Department review to meet certain permit requirements form Mason County and State agencies. Replanting of the buffer area during site development and bank protection is encouraged using native groundcover species,shrubs, and trees.
