The Department of Ecology(Ecology)reviewed the environmental checklist and has the following comment(s): WATER QUALTIY:Betsy Dickes(360)407-6294 Erosion control measures must be in place prior to any clearing,grading,or construction. These control measures must be effective to prevent soil from being carried into surface water by stormwater runoff. Sand,silt,clay particles,and soil will damage aquatic habitat and are considered pollutants when discharged to waters of the state. Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48,Water Pollution Control,and WAC 173-201A,Water Quality Standards for Surface Waters of the State of Washington,and is subject to enforcement action. During construction,all releases of oils,hydraulic fluids,fuels,other petroleum products,paints, solvents,and other deleterious materials must be contained and removed in a manner that will prevent their discharge to waters and soils of the state. The cleanup of spills should take precedence overall other work on the site. Proper disposal of construction debris must be on land in such a manner that debris cannot enter Case Inlet or cause water quality degradation of state waters. All trenches,depressions,or holes created in the intertidal area shall be backfilled prior to inundation by tidal waters. All stormwater discharges must be constructed in a manner that will not cause scouring on the beach. Ecology's comments are based upon the information provided with the SEPA checklist. As such,they do not constitute an exhaustive list of the various authorizations that must be obtained or legal requirements that must be fulfilled in order to carry out the proposed action. A Mason County Building Permit and a Mason Environmental Permit will be required for this project A JARPA form may be required as well. it I 11. Give a brief,complete description of your proposal, including the proposed uses and the size of the project and site.There are several questions later in this checklist that ask you to describe certain aspects of your proposal.You do not need to repeat those answers on this page. (Lead agencies may modify this form to include additional specific information on project description.) The majority of the proposed rock wall will be located just landward of the existing Ordinary High Water Mark(OHWM)and parallel the shoreline with the exception of two voids. One will be left open to maintain foot access while the other will be left to maintain existing boat launch access. The wall will be 4-feet high at the northern most point and taper gradually to just less than two feet at the southern point. No filling or grading is proposed. Avoidance mitigation includes positioning a portion of the wall landward approximately 15 feet from the(OHWM)to preserve a gradual upland/tideland transition area. Compensatory mitigation includes the removal of a remnant man- made rockery located within the intertidal area of the southern portion of the property. Removing such a feature is intended to restore shoreline function. 12.What is the location of the proposal?Give sufficient information for a person to understand the precise location of your proposed project including a street address, if any, and section,township,and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan,vicinity map, and topographic map, if reasonably available.While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The site is mapped in Section 28 of Township 22 North,Range 1 West. The site address is 4710 State Route 302E,Belfair,WA 98528 B. ENVIRONMENTAL ELEMENTS: 1. EARTH: a. General description of the site(circle one): Flat, rolling, hilly, steep slopes, mountainous, other Rolling b.What is the steepest slope on the site(approximate percent slope)? 6% c.What general types of soils are found on the site(for example, clay, sand, gravel, peat, muck)?If you know the classification of agricultural soils,specify them and note any prime farmland. Everett Gravelly sandy loam is the mapped soil type(USDA 1960). 2 ------------- d.Are there surface indications or history of unstable soils in the immediate vicinity: If so, describe. Non-disturbed shoreline areas in proximity to the project site are characterized by common sediment movement and upland erosion associated with wave activity during extreme high tides and storm events. The project site consists of an eroding bluff adjacent to the shoreline. e. Describe the purpose, type,and approximate quantities of any filling or grading proposed. Indicate source of fill. No filling is proposed. f. Could erosion occur as a result of clearing, construction, or use: If so, generally describe. Erodible soils will be temporarily exposed during construction of the rock wall. Such conditions are representative of the current natural circumstance. Additional erosion is not expected to result from construction activities. g.About what percent of the site will be covered with impervious surfaces after project constructions(for example, asphalt or buildings)?The rock wall will be constructed along approximately 85%of the eroding bank. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: • Perform work during dry weather. • Install silt fencing waterward of the work area to prevent human induced erosion and siltation of waters. • Conduct shoreline work at low tide. • Minimize amount of erodible soils at any given time to the maximum extent feasible. 2.AIR: a. What types of emissions to the air would result from the proposal(i.e.dust, automobile, odors, industrial wood smoke)during construction and when the project is completed? If any, generally describe and give approximate quantities, if known. Shoreline work includes the removal of an existing rock structure as mitigation. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected.
