Dear Mr.Borden:
Please find the enclosed copy of the survey of Mr. Shearer's property in Belfair,WA,where
Nextel is proposing to locate a telecommunications facility. You'll note the location of the tower
in respect to the appropriate setback lines,with the exception of the northernmost property line,
which I am drafting a setback easement for.
The purpose of sending this survey is to ask for your assistance in determining an appropriate
reduction in the landscaping that will be required for this facility, as there currently exists a great
deal of natural screening in the immediate vicinity of our proposed site. Directly adjacent to the
North and West of our lease area are 31 firtrees whose average height is roughly 70'. Though not
noted in the survey,our site is actually surrounded by fir trees equal to,or greater in height then
these trees. Accordingly,Nextel is asking for a reduction in the required buffer yard`D' standard
for this type of development.
Pursuant to section 1.03.036`Buffer and Landscape Requirements' of Mason County Code,we
would like to take advantage of the`existing,healthy plant material' on this parcel to help satisfy
these requirements. Could you please help us determine the type and amount of landscaping your
department would require given the existing conditions?

Dear Mr. Borden:
Per our meeting on April 19`h, 1999,Nextel has created a landscape plan addressing the three
view corridors affected by our proposed monopole; please find it within our attached project
plans. As we discussed,Nextel proposes to bolster the `existing healthy plant material' in lieu of
the buffer yard requirements as discussed in section of 1.03.036 of Mason County Code. This
proposed landscaping will more effectively screen the base and lower section of the monopole
than any size buffer yard at the base of the pole.
._� Pursuant to section 4.b.1. `Specific Permitted Uses' of Ordinance No. 5-98,Nextel is proposing
to locate the monopole less than equal to the height of the tower from the northern adjoining
property line. Because our landlord owns the northern adjoining property, he has agreed to a sign
setback easement. Attached is a copy of the setback easement that will be signed and completed
R,T before time of approval.
