Dear Allan Borden: r&U071-00J16 Q
This letter is to confirm my need to cancel building permit# BLD2002-00827. This permit includes a
septic permit. For reasons beyond my control, I am not going to be able to use this property. I am
currently looking for a suitable piece of property to move my manufactured home to in the same
general area. The reasons this property is inadequate are as follows.-
The Mason County Health Dept. sent me a letter stating that they would not approve a bldg.
permit on this site because an inadequate septic design was filed with the application. Mr. Tony
DeMeiro is the septic designer who created the design that was submitted with the application, and
states that it is adequate in his estimation.
2. The Mason County Planning Dept. has issued a stop work order on the property because it
requires an enviro-tech (sp)survey. The owner of the property states this was already done,so there is
a question as to who would fund such a survey.
3. 1 have not finalized my loan to purchase this land, the loan application at Washington Mutual
Bank is pending an appraisal. The appraisal failed (because of reason #2 above), hence I am unable
to obtain financing for this property.
I hope that the above reasons show clearly these problems are beyond my control and I would like to
have a refund of the application fees so that I can apply them to another application when I find an
adequate piece of land.
Thank you,
Anna M. Gibeau

NOTIFICATION OF INCOMPLETE APPLICATION
7/3/2002 Case No.: BLD2002-00827
Comments: A field inspection of the subject property was conducted on 7/2/02
pursuant to a building permit application. This parcel was previously
inspected at the request of a potential buyer in October of 2001. The
letter prepared as a summary of the earlier inspection noted that the
parcel is a sloping tract that fronts on Larson Road. It stated that the
northern edge of the property contained and was adjacent to slopes
that are between 8.5 and 21.8 degrees. These areas were identified
as potentially meeting the criteria for a Landslide Hazard Area per the
provisions of the Mason County Resource Ordinance No. 77-93. The
report stated that applications for development within 200 feet of a
potential Landslide Hazard Area require a geologic assessment to
assess slope stability and address specific efforts to remediate the
hazard.
The report noted that the southern portion of the parcel contained a
relatively flat area that is below the landslide threshold for slope. It
was located adjacent to and downslope from the most gradually
sloping portion of the northern section. The report stated that Mason
County Planning staff would not require any landslide hazard
assessment, geotech or assessment, prior to development in this area.
However, based upon the most recent site inspection, extensive
excavation of the steepest slopes on the property has occurred.
Oversteepened, nearly vertical slopes have been created due to the
excavation. This work is not permitted without an accompanying, more
detailed geotechnical report. For further review of the proposal to
occur, a geotechnical report supporting this level of excavation must
be submitted. If you have questions or require clarification of these
issues, please contact me.
