RE: Special Inspection Report for the Harstine Island Estates Association Emergency
Replacement of Water Storage Tanks, Mason County, Washington
Dear Mr. Martig,
Envirotech Engineering (Envirotech) has been authorized by Mason County to perform
special inspection duties for the referenced project. Inspection services included
observing and/or testing of the high strength bolting installation, anchor bolt operations,
and construction of the water storage tank's reinforced concrete foundation.
Special inspections were completed by Michael Staten, P.E. with Envirotech on several
occasions from September 30, 2010 to December 11, 2010. Concrete cylinders were
tested by Krazan & Associates upon 7 days and 28 days after placement of the concrete.
Water storage tank information was provided by Martig Engineering which included
plans and specifications from both Martig Engineering and Tank Connection, the tank
manufacturer.
Foundations were observed to bear on very dense glacial till, suitable for this type of
structure. Reinforcement steel for the foundation was observed to conform to plans and
specifications.
Poured concrete was tested and observed to be acceptable for the placement of the ring
foundation. Concrete testing revealed a slump of approximately 3 inches, and
temperature of 64 degrees. Test results for the 28-day concrete breaks exceeded the
required 4000 psi design strength. See attached.
Tank bolting was observed to meet or exceed specification requirements. Panel bolts
supplied by the tank manufacturer were torqued to an average of 90 ft-lb, which exceeded
tank requirements. Anchor bolts, 7/8" in diameter embedded 8 inches deep, were epoxied
(Hilte RE 500) into pre-drilled holes within the foundation. Anchor bolt installation
appeared to meet or exceed specifications.
