Reports shall be submitted to the Mason County Building Department within 2 weeks following each structural observation. A final observation
report shall be submitted prior to the final inspection of the structure. Written statements shall indicate the permit number, type of inspection, and
identify any reported deficiencies.

Thank you very much for your help in keeping this Project moving forward.
The selected supplier of the new tank is "Tank Connection". They will manufacture and
erect the tank. Attached are two sets of the Engineered and Stamped calculations for
the foundation and the tank itself. Two copies of the Tank Connection Drawings and
Details are also attached.
We are finalizing the Contract for the General Site Work with Manke Excavating, LLC
and hope to start construction of the Tank Foundation by September 15, 2010.

Please let me know if there is anything else you need to finalize the Permit for
completing the installation of the new Water Storage Tank.

Thank you very much for meeting with me today to review your May 20, 2010 Letter,
listing the Items that you want addressed in order to approve our Submitted Plans and
Specifications.
It was a pleasure finally meeting you, after all these years of interfacing activity. Your
explanations certainly helped me understand how to provide a complete response to
the six areas of concern expressed within your letter.
The following information is a compilation outlined during today's meeting together:

1. Tank Manufacturer's Details:
As discussed, our Plans and Specifications define the Replacement Tank
Requirements, including:
a. Elevation View, Section A-A showing the Tank Diameter and Height (our
Drawing C — 4). Paragraph one on Page 12 lists the anticipated tank
diameter at 21.54' with an eave height of 24.55' (note these are corrected
on the new sets of documents attached with this letter).
b. Foundation Details showing concrete and reinforcement details for both
the tank and booster station (our Drawing C — 4);

among the Specifications that the Manufacturer must meet;
d. Tank Foundation Fastening Calculations will be furnished by the selected
Bidder for Contract B, as stated in Paragraph four on Page 12. This will be
a DEFERRED SUBMITTAL:
(1) Submittal to County the first week in August
(11) Manufacturer's Tank Details will accompany this calculations
Submittal.
2. Booster Station Manufacturer's Details:
As discussed, our Plans and Specifications define the Replacement Booster
Station Requirements, including:
a. Section B-B, on our Drawing C-4, shows the Replacement Package
Booster Station;
b. The general size of the Booster Station is shown in the bottom Photo on
Attachment #1 to this Letter. It is less than six feet high and roughly six
feet square;
c. Only a flat slab concrete pad is necessary to place this unit on as shown
within the Photo and upon our Drawing C —4. Four 5/8" stainless steel
Wedge-It Bolts will secure it in place along with the connecting piping;
d. No Field Welding will occur;
e. The specified heater is to prevent moisture condensation from occurring
within the housing. This use is exempt from Energy Code requirements.
3. 8-Foot High Gated Perimeter Fence Details.-
As discussed, our Plans and Specifications define the Fence Construction
Requirements, including:
a. The Elevation View of the fence is shown on our Drawing C — 4, in both
Section A-A and Section B-B;
b. Technical Specification 8, on Pages 14 & 15, present the required details
for the Fence and Gate;
c. The final Paragraph of this Section 8 states the Engineer must approve
the Design of the fence, prior to it being constructed. This will be a
DEFERRED SUBMITTAL:
(1) Calculation Submittal to County the first week in August;
(II) Fence Details will accompany this calculations Submittal.

4. Low Pressure Hydrant Location:
The New Low-Pressure Fire Hydrant is to be located where the existing Pumper
Standpipe is presently sited, on the westerly side of Dana Drive (at the
southwesterly corner of Lot 40). It is not located at the Utility Lot, where the
replacement tank and booster station will be placed.
Attachment #2, to this letter, is a copy of a June 18, 2010 letter that shows the
location where the New Hydrant will replace the old Pumper Standpipe.
This location meets all requirements of the Mason County Fire District 5, as
confirmed by an email from Dave Salzer received by Martig Engineering on
7/8/09.
5. Small Stormwater Retention Pond Inspection:
Both Martig Engineering and Michael Staten will inspect the Pond, immediately
upon its completion.
Completion is expected by October 151h 2010.
6. Engineer's Estimate of Cost:
Attachment #3, to this letter, presents the Engineer's Estimate of Cost for the
work outlined within the Plans and Specifications submitted to the County for
Approval.
This completes the information requested by your 5/20/10 letter, in accordance with our
discussions in today's meeting. Again, thank you very much for your help.

Dear Ms Grimm and Mr. Asselstine:
This letter is follow-up to the presentation that I made to Regina Grimm on May
18, 2010 where I presented the Plans and Specifications for the emergency
replacement of the failing Redwood Storage Tanks and their accompanying
Booster Station.
Ms. Grimm expressed concern that we proposed using the 3" PVC Main Pipe for
use in draining the new Tank, if/when necessary.
Attached to this letter is Map #1, a 1" = 500' Scale Map of the Existing
Distribution System. Also attached is a Hydrant Location and Isolation Sketch
showing how the 3' Main Pipe would be used.
If/When the 3" Main is used to Drain the Tank, it can be totally isolated from the
rest of the distribution system piping using Valves #1 & #3. With these two
valves closed, the Tank water can drain thru the New Fire Hydrant into the Dana
Drive Roadside Ditch, hence under Dana Road thru an existing culvert into a
natural drainage ravine.
The new hydrant is plumbed as shown so that it can receive water
simultaneously from both the Tank and the supply Well. This configuration

maximizes the flow capacity of the hydrant.. This configuration was approved by
Dave Salzer of Mason County FD5 on 7/8/09.
1 would also like to emphasize that the submitted Plans and Specifications are in
a "Performance Specification Format". The purpose for this is to allow
competitive Bidding for the three separate portions of the project (Tank, Booster
Station, & General Site Work). This will give us the best possible price.
The Plans and Specifications being reviewed require that all State and County
rules and regulations be met by the Bidders and that all AWWA Standards be
met. Bidders qualified to submit bids on this Project do business in Washington
and have supplied similar components that have met Washington DOH
requirements.
Time is of the essence. Please call me if you have remaining concerns so we can
move forward. We are now hard pressed to complete this Project by October 15,
2010 as planned.

Dear Water System Manager,
Thank you for submitting the building permit application referenced above. The building plans submitted
for review do not contain all information necessary to evaluate compliance to the 2006 International Building Code.
In order to complete the building department review additional information will be needed which is listed below.
PLAN REVIEW REQUIREMENT COMMENTS:
1. Please provide manufacturer specifications for the proposed water tank,an elevation plan showing height
and width dimensions,construction details relating to the water tank,and a foundation plan showing
location and connection details. Include design calculations for the foundation system and manufacturer
ems, > specifications for the water tank demonstrating that installation specifications are relevant for projects
located in seismic design category D and local wind design category.
2. Please provide manufacturer specifications for the proposed booster station,elevation plan showing height
and width dimensions,construction details relating to the booster station,and a foundation plan showing
EC location and connection details. Include design calculations for the foundation system and manufacturer
-4% specifications for the booster station demonstrating that installation specifications are relevant for projects
located in seismic design category D and local wind design category. Engineer specifications indicate that
the structure will be heated and may require welding. Please verify. Include plan details showing the
location(s)where welding might be necessary. If site welding will be necessary special inspection by a
certified welding inspector will be required. Please identify the special inspector. If the structure is heated
compliance to the Washington State Energy Code shall be required. In addition compliance to other
elements of the energy code will be required including lighting,envelope and mechanical. Please provide
compliance information. Non-Residential Energy Code information and forms can be obtained at the
following website: http://www.neec.net/energy-codes.
3. A permit is required for fences more than 6-ft in height. Please provide a cross-section construction detail

4. A low-pressure hydrant is required by the Fire Marshal. I did not locate the hydrant location on the site
plan. Please verify location of the required hydrant on the site plan. In addition please verify that access to

the site meets or exceeds the fire apparatus access standards, including road width of 20-ft or better and
turn-arounds when required.
5. A small stormwater retention pond is specified in the design information. An inspection of the pond shall
be required by Mason County in order to verify that construction of the pond was performed in accordance
to the design specifications and intent of the engineer of record. Please verify who will perform inspections
and proposed schedule.
6. Please provide in writing,a contractor's bid or engineer estimate of cost for the entire project addressing
the site preparation,and installation and construction of the required hydrant,booster station,and water
tank.
The required design calculations and manufactured specifications will need to reference design criteria. The design
criteria for your site is:
Snow load: 25 psf
Wind load: 85 mph,exp`B,"unless determined otherwise by the design professional
Seismic zone: DI
When you have compiled the requested information please submit it to the Mason County Building Department,
attention D.Coker. Please respond to comments, in writing,in the order listed. Revisions,required as a result of
