Dear Mr. And Mrs. Bright,
In response to a complaint received by our office, a site investigation was done at
181 E. Jolly Rogers Lane, Belfair on March 12, 2001. As a result of the inspection, the
manufactured/mobile home unit was posted for non-occupancy.
There are a number of issues that need to be resolved with the unit and were
discussed with you on March 13, 2001. The following items will need to be corrected
and completed prior to occupancy being allowed:
♦ An alteration permit obtained from the Department of Labor and Industries, Factory
Assembled Structures Division. The phone number to contact that office in
Bremerton, WA is (360)415-4000. The alteration permit and inspection by that
agency should cover the floor repair, roof repair, plumbing replacement or repair
inside the unit, and replacement or repair of belly wrap and floor insulation where
saturation has occurred due to the plumbing leaks.
♦ The items requiring correction for the Mason County Building Department include
providing adequate ingress and egress stairs and landings at exterior door entries,
plumbing repair/replacement under the unit and the blocking of the unit is to meet
specifications per WAC 296-150M.
♦ The complainant indicated that the septic tank was overflowing and backing up into
the unit. Due to the sewage leaks under the unit, the Environmental Health Specialist,
Pam Denton, was unable to verify failure at the tank location. Please contact Pam
Denton at (360) 427-9670 Ext. 554 to discuss an evaluation of the septic system.
Once the above items have been completed and documentation of inspection
approval by Department of Labor and Industries provided, please contact me at (360)
427-9670 Ext. 356, to schedule an inspection to release the unit for re-occupancy. Until
this office has released the unit for occupancy, any continued use will be deemed a
violation of the Mason County Code.If you should have any questions regarding this

I SPOKE TO THE OWNER OF THE UNIT,ROGER BRIGHT,HE JUST WANTED TO KNOW WHAT NEEDS TO BE FIXED BEFORE THE UNIT CAN BE RE-OCCUPIED.I WENT OVER THE

THE TENANTS WERE ON SITE DURING THE INSPECTION,I WAS SHOWN UNDER THE UNIT.THE UNIT IS UNSTABLE,SOME OF THE BLOCKING IS LEANING OR TWISTED TO A
PIONT THERE IS A CHANCE OF FAILER NOTE THERE ARE NO TIE DOWNS INSTALLED TO HELP HOLD THE UNIT IN PLACE.
ALSO THERE ARE PLUMBING LEAKS UNDER THE UNIT,THESE LEAKS ARE CAUSING DAMAGE TO THE FLOOR SYSTEM.THE TENANTS ASKED ME TO LOOK INSIDE,THERE
WERE CLEAR SIGNS THAT THE ROOF WAS LEAKING BY THE WATER STAINS ON THE CEILING AND WALLS.THERE WERE AT LEAST 3 HOLES IN THE FLOOR THAT ALLOWED
ME TO SEE UNDER THE UNIT.AND THERE WERE NUMEROUS OTHER LOCATIONS WHERE THE FLOOR WAS SOFT ENOUGH THAT SOME ONE COULD STEP THROUGH THE FLOOR.
ACCESS TO THE INTERIOR IS IMPROPER,THERE IS JUST A SET OF STEPS ON THE SIDE DOOR WITH NO LANDING AND THE STEPS DO NOT MEET THE MINIMUM REQUIREMENTS
SET BY THE UBC FOR ACCESS.THE UNIT WAS POSTED BASED ON THE PROBLEMS LOCATED UNDER THE UNIT AND THE IMPROPER ACCESS ONLY THE INTERIOR DAMAGE
NEEDS TO BE ADDRESSED BY THE STATE DEPT.OF LABOR AND INDUSTRIES MOBILE HOME DEV.BEFORE THE UNIT CAN BE RE-OCCUPIED IT NEEDS TO BE RESET BY A
WASH.STATE CERTIFIED INSTALLER.ALL PLUMBING LEAKS ARE FIXED ALL FLOOR INSULATION THAT IS WEr TO BE REMOVED AND REPLACED WITH DRY.THE BELLY
WRAP REPAIRED WITH APPROVED MATERIAL.AND A L&I PERMIT OBTAINED FOR ALL REPAIRS DONE ON THE INTERIOR.AND INSPECTIONS DONE AND APPROVED BY L&I.
