CONDITIONS FOR
BLD2006-01569
1) The international code requires a fire apparatus access road for every facility, building, or portion of a building that is more than 150'from an approved
access road. Roads are required to meet the minimum Mason County Fire Marshal standards for Fire Apparatus Access Roads up to the point where
such roads Qon c_�with a county maintained public road or to another fire apparatus access road which connects to a county maintained public road.

2) All other necessary permits from Mason County, Washington State and/or Federal Agencies that are req ire opo ,ed development and
construction must be obtained PRIOR TO SAME DEVELOPMENT AND CONSTRUCTION. X
3) All approved plans are required to be on-site for inspection purposes. If an inspection is called for and plans are not available on site, then approval will
not be granted. In addition, a re-inspection fee (refer to current fee schedule, minimum 1 hour)will be charged and must be collected by the Building
Department o r further inspections being performed or approvals granted.

4) In accordance with international codes and Title 14, Mason County Building Code, "Standards for Fire Apparatus Access Roads," all new structures that
require an address shall have approved numbers or addresses located at the beginning of long driveways when the address is not clearly visible from the
access road. The numbers shall also be plainly visible and legible from the street or road fronting the property and shall contrast with their background.
Mason County Building Department requires that this be completed prior to calling for any site inspections. A re-inspection fee based on rates as adopted
by the jurisdiction and the international codes will be assessed if the owner and/or contractor fail to post the address on site prior to requesting
inspection .

6) Any changes in proposed construction shall be reviewed by the engineer or architect of record and submitted in writing to the Mason County Building
Department prior to construction. All engineering and/or architectural documents are a part of the approved set of plans and shall remain attached
thereto. If documents are removed, approval will not be granted. In addition, a re-inspection fee (refer to current fee schedule, minimum 1 hour) will be
charged d.s ;be ted by the Building Department prior to any further inspections being performed or approvals granted.

9) CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENT AND THE ADOPTED
BUILDING CODE.
The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance
with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Mason County Building
Inspector shal rior to requesting additional inspections.

10) All property lines shall be clearly identified at the time of foundation inspection. X
11) All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure
to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being non-compliant with
Mason Cou y� building regulations.

12) All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for
action for a period t.exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the permit
holder hav pre t o m being taken. No more than one extension may be granted.

13) Contractor registration laws are governed under RCW 18.27 and enforced by the WA State Dept of Labor and Industries, Contractor Compliance Division.
There are potential risks and monetary liabilities to the homeowner for using an unregistered contractor. Further information can be obtained at
1-800- 41- on signing this condition is either the homeowner, agent for the owner or a registered contractor according to WA state law.

This permit becomes null and void if work orconstruction authorized is not commenced within 180 days,or if construction or work is suspended for a period of 180 days at any time after work is
commenced. Evidence of continuation of work is a progress inspection within the 180 day period. Final inspection must be approved before building can be occupied. Proof of continuation of

Introduction
Envirotech Engineering(EE) completed a review and analysis of two existing retaining
wall structures located in the front yard of 71 NE Larson Blvd., Belfair, Washington,
98528. This work was authorized by Mr. Don Clark, property owner of the project site.
This retaining wall was installed prior to an engineering analysis, and construction was a
deviation from the masonry block manufacturers' recommendations.
Site Conditions
The existing retaining structures are both composed of masonry block material of various
heights not exceeding 4 feet. (See attached sketch). Continuous reinforced concrete
footings are founded on dense, native, Silty Sand (SM) soils. Retaining wall backfill
material extends up to 18 inches from the back face of the wall, and consists of a loose
Silty Sandy Gravel (GP-GM). Undisturbed native soils make-up the active soils beyond
the backfill material. The retaining wall analysis and sketch depicts a section of the existing
retaining wall that is expected to consist of the greatest earth pressures.
Conclusions & Recommendations
Foundations
Wall loads are approximately 800 pounds per lineal feet. The allowable maximum bearing
pressure for the undisturbed native soils at and near the ground surface is 1500 pounds per
square feet. The existing 8-inch and 12-inch wide retaining wall footings established
on undisturbed, native Silty Sand (SM) soils is an acceptable design for the
allowable maximum bearing pressure of 1500 pounds per square feet.Foundations
are expected to have a total settlement of less than 1-inch and a differential settlement of
less than '/z inch.
Lateral Earth Pressures
Based on the project information provided by Mr. Don Clark and a site visit performed by
EE, a conservative active earth pressure of 290 pounds per square foot can be expected
for the existing retaining structure at the section of retaining wall expected to consist of
the greatest earth pressures. This lateral earth pressure does not include loads due to
seismic events or a surcharge from traffic parked within 16 feet from the top of the
retaining wall. Therefore, it is recommended that traffic does not park within a
horizontal distance of 16 feet from the top of the retaining wall during periods of
wet weather.

Retaining Wall
The existing retaining wall is an acceptable design for resisting the expected lateral
earth pressures of 290 pounds per square foot. The existing structural design can resist
an ultimate earth pressure of 1030 pounds per square foot, and an allowable pressure of
340 pounds per square foot. These values include the weight of the masonry block wall,
friction between each masonry block, tensile strength of the"lip" located on the backside
and bottom of each block, and a safety factor of 3.
