A drainage report prepared for John Byerly's proposed BELFAIR DEVELOPMENT has been
received and reviewed by Public Works, raising the following issues;
1) The plan provides for the treatment of impervious area runoff with the employment of a
bioswale. I consider this an acceptable treatment approach,but Ecology's manual also
requires Spill Control (SC) oil-water separators preceding other treatment BMPs when
runoff is destined for a wetland disposal. Discharges to wetlands are allowed if the treated
runoff meets State Water Quality Standards, and the hydroperiod and flows of existing site
conditions are maintained. The engineer should be requested to provide information
verifying that the proposed discharges to the wetland meets these requirements.
2) The proposed drainage plan provides for no flow attenuation. Attenuation may not be
necessary if the receiving wetland can receive the subject property's runoff without
impacting the wetland hydroperiod and quality. Runoff attenuation is required unless the
engineer can show that the property's development and runoff discharge will not damage,
erode, or deplete the downstream conveyances.
3) Mason County requires the creation of an Operation and Maintenance (O&M) Covenant to
cover the ongoing operation and maintenance of privately owned stormwater facilities.
Public Works has developed a covenant form that has been accepted by Ecology to fulfill
their O&M requirements. Copies of the blank O&M Covenant form are available from
Public Works on request. Attached please find a copy of the covenant form. A copy of the
covenant form will also be forwarded to the engineer. The two page form is required to be
filled out, notarized by the proponent, recorded by the applicant with the County Auditor's
office, and a copy of the recorded covenant delivered to Public Works for monitoring and
administration.
4) Approval of the access off of SR3 should be requested from the Washington State
Department of Transportation, either as a new access, or as a change of use from what
appears to have been a residential driveway.

Skillings-Connolly Inc. has submitted a drainage report addendum to their report dated Marc
24, 2000 which addresses concerns in an IDC dated April 25`h, 2000 from this department.
In addition to the addendum prepared by Skillings-Connolly, Mr. John Byerly has delivered a
copy of the recorded Operation and Maintenance Covenant prepared for the completed
stormwater control facilities.
Please find copies of both of these documents for your records.
With these submittals, Public Works concerns are all satisfactorily addressed.
