will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments:
Pre-inspection for 3 C's Property Mgmt. on Aug. 19, 2005:
The purpose of the pre-inspection was to evaluate issues related
to the construction of a new single family residence and other
structures on a 4 acre parcel along Spencer Lake Rd.; the access
to the property is from the south. The parcel is well vegetated
with evergreen and deciduous trees as well as shrub cover; and
there is a natural 2 to 8 percent slope through the middle of the
lot.
Geotech Report / Landslide hazards: Generally on the subject
property, there are no steep slopes (greater than 15 percent) or
saturated conditions that would lead to sliding, and thus no
special geologic study is needed for development review of a
proposed home.
Zone Designation for the site: Rural Residential 5. The standard
building setbacks for this zone are a 25 foot front yard setback
(Agate Rd. on the south), and 20 foot side yard and rear yard
setbacks along lot lines. Attention should be made that the new
structures meet these setbacks. There is adequate area to locate
a residence and garage and still maintain a safe distance from
road easements. These setbacks are measured from structures
above grade such as roof overhangs (roof gutters), and other
structures, including balconies, decks, heat pumps etc.
Shoreline / stream setbacks: No shorelines or streams were
observed on the property during site inspection.
Staff noted the applicant should make sure that the proposed
residence is adequately setback from the proposed septic
drainfield and well locations as specified by Mason County
Environmental Health.
General process: Future site development must include a site
plan, showing all setbacks of all structures from the property lines,
access points and other improvements; this plan will be needed
for building permit application submittal.

10.1 Public hearing to review proposed revisions to development standards contained in the Mason County
Development Regulations,Resource Ordinance,and Title 16 Plats and Subdivisions.Topics include:
Resource Ordinance standards in fish and wildlife habitat conservation areas:development such as piers
and docks,boat ramp,boat house, or stair towers;combining areas of existing development;and
maintenance use in existing landscaped areas.Resource Ordinance standards in wetland areas:definition
of Category 4 wetlands.Development Regulations standards on accessory dwelling units: change size to
80 percent of habitable area of primary residence appurtenant structures.Title 16 Plats and Subdivisions:
changes to include review procedures consistent with Development Code,and the vesting of large lot and
short subdivisions.
Allan Borden,Planner,presented three additional comment letters from the Advocates for Responsible
Development. The public hearing is to review several sets of revisions. Some contained in the Mason
County Resource Ordinance,the Mason County Development Regulations and Mason County Title 16,
Plats&Subdivisions.
The Mason County Planning Advisory Commission held public hearings and recommended that the
Board approve the proposed changes:
Resource Ordinance/Fish&Wildlife Habitat Conservation Areas—change the standards under the
existing provision that permits remodel or a request for an existing structure residence located in the
buffer that already provides for a 10%increase in the footprint.
The proposed change allows the consolidation of footprints of several existing structures within the
buffer into one footprint and limits the remodeled or replaced residence to have 120%of the total square
foot area of the combined structure. The provision encourages that the consolidated structure be the
farthest away from the critical area.
There is a new provision that describes the uses and activities allowed in the buffer area without needing
an environmental permit. Such activities as: landscape walls, small landfill and maintenance of
vegetation would be allowed without need of an environmental permit.
The third set of provision is a new set directed at appurtenant structures like decks and stairs in the
buffer. Or accessory uses such as piers,docks,ramps,bulkheads and boathouses which need to meet the
proper setback or secure a variance to the standards and review with the habitat management plan. There
is also a provision that freshwater docks and boat ramps would not need to get a habitat management
plan for their proposal.
