March 7, 2011 Ms. Barbara Adkins Department Manager Mason County Planning PO Box 279 Shelton, Washington 09584 Dear Ms. Adkins: Re: ENF2011-00004 In response to your letter of February 10, 2011, I have several concerns relating to your accusations and investigation regarding the practices and uses of the property belonging to the Pacific Northwest Salmon Center ("PNWSC"). There are three main issues I wish to elaborate on: 1. Farm use vs. Educational Learning Services; 2. Hours of Operation; and 3. Traffic. The language in the Agricultural Land now allows an Educational Learning Center on agricultural land but, it does not say that all other farm related activities are no longer applicable. It means that we may have such a Center on agricultural land, and that use may be very small or very large depending on its impact on those agricultural lands. When the PNWSC determined that is was no longer looking toward storm water retention on the farm, due to particular individuals concerns, we refocused on making this a working demonstration farm, in partnership with WSU Extension Office and the Mason Conservation District. We have worked extremely hard to make that a reality, and even though our property is now approximately 32 acres instead 90, our agricultural output is nearly the same as it was. Our intention is to make it one of, if not the most productive farm in North Mason County. Is that an impact on the traditional farm use? Absolutely! It just so happens that we also are able to operate an Educational Learning Center on this land at the same time without negatively impacting the traditional farm use. Now, as a landowner within Mason County,we should enjoy the same rights as any other Farm within the County's jurisdiction. That means we can and may enjoy all rights any other land owner enjoys on his or her land. Just look up the farm map provided by the Mason Conservation District, or the Events Schedule of the WSU Extension office to see some of these. We are not in any way saying these activities should not take place on agricultural land, but that one rule should be appreciated by all agricultural land owners and other functions originating from Educational Learning Center activities are well within the guidelines of the governing statutes for agricultural land use as well as the hearing examiners findings. As restated by you and is included in our original documents our hours of operation for the PNWSC is from 8 to 5 Monday through Friday. Nothing has changed for the Educational Learning Center but we do have multiple activities attributed to the facility, "The Farm at Water's Edge" which operates the farm and includes farm activities and functions seven days a week and it is under that operation and function that we should enjoy all activities any other farm in Mason County may enjoy. Your investigation is prompted by your assumption that we are in some way incurring heavier than approved traffic volume. You quote the statement in the conclusions of the traffic analysis that "only four extra car trips per day are expected to the site than during previous use." That is not correct. First of all, the report states that the estimate is for PM PEAK FLOW which is from noon to 5PM and that the increase could be an additional 4 trips PER HOUR during PM Peak flow. That is from 44 trips per day to 75 trips per day, from noon to 5PM. In your traffic analysis counts, you tallied only 65 trips per day on the average. This is for traffic during the week and not for traffic during the weekends. Once again I will state that we are operating a working farm which requires traffic in and out during the weekend. We also have a variety of activities from time to time that also occur on the week- ends. These activities are those of the farm and not necessarily for the Educational Learning Center. As property owners in Mason County, we believe we have the same rights of any other farm owner in the County and should be able to enjoy those same rights. If not, I would like a list of prohibited activities that all farm owners in Mason County are subject too. Again, what is right for one must be right for all.
