I have been involved with the permitting for the heat-pump and waterline replacement. As the Flood Plain Administrator, I am responsible for reviewing permits for current and future work on the structure under the rules for Substantial Improvement. Substantial improvement means any combination of repairs, reconstruction, rehabilitation, addition, or other improvement of a structure, taking place during a ten-year period for which the cost equals or exceeds 50 percent of the market value of the structure before the "start of construction"of the improvement. This term includes structures which have incurred "substantial damage", regardless of the actual repair work performed. On July 31st, 2024, our inspector was called out for an inspection of the plumbing work and noted additional improvements have been completed. The inspector noted a new roof, new insulation in the crawlspace and potential remodel work. Based on these noted items, I am reaching out to discuss this additional work. The following are items that are regulated as part of the Substantial Improvement Determination: materials and labor, including the estimated value of donated or discounted materials and owner or volunteer labor- Site preparation related to the improvement or repair, such as foundation excavation or filling in basements - Demolition and construction debris removal - Labor and other costs associated with demolishing, moving, or altering structure components to accommodate improvements, additions, and making repairs • Costs associated with complying with other requirements and codes that may be triggered by the work - Construction management and supervision - Contractor's overhead and profit - Sales taxes on materials - Structural elements and exterior finishes, including: "Foundations "Monolithic and other types of concrete slabs "Bearing walls, tie beams, trusses "Joists, beams, subflooring, framing, ceilings "Interior non- bearing walls "Exterior finishes "Windows and exterior doors "Roofing, gutters, and downspouts "Hardware "Attached decks and porches - Interior finish elements, including: "Floor finishes "Bathroom tiling and fixtures "Wall finishes "Built-in cabinets "Interior doors "Interior finish carpentry "Built-in bookcases and furniture "Hardware "Insulation " - Utility and service equipment, including: "Heating, ventilation, and air conditioning (HVAC) equipment"Plumbing fixtures and piping "Electrical wiring, outlets, and switches "Solar panels and equipment"Light fixtures and ceiling fans "Security and fire, smoke, and CO2 warning systems"Built-in appliances "Central vacuum systems "Water filtration, conditioning, and recirculation systems. Based on the additional work being performed we need to reevaluate for the Flood Development. You will need to supply the full scope of the remodel work in accordance with the information provided above. A new Flood Permit will be required, a copy of all invoices or contractor bids for all work under the list provided. The permit has a fee of$300.00. After receipt of these documents, I will provide a determination of Substantial Improvement. If the amount of work value exceeds 50% of the value of the structure only, the structure will be required to be elevated and flood openings installed. Please provide the following: 1. Application for Flood Development Permit 2. Fee of 300.00 3. Full scope of work in detail 4. Invoices for all work.
