Tahja, P/W- Co. Hydr. Engr. Work Order# PLG-02 SUBJ: Geo-Tech Assessment Review NAME: Huson Class IV FPA @ Larson Lake FPA2002-00002 / SEP99-00042 Michael, A geotechnical assessment prepared for the proposed Michael Huson Class IV Forest Practice Act Timber Harvest, has been received and reviewed by Public Works. The report's description of the property and soils dispels stability concerns, and the recommendations made pertaining to Erosion and Sediment Control should be made conditions for permit approval. The geologist's recommendations for water bars in the road should be implemented, and water dispersed from the road wherever convenient. Though the Jesfield ditch appears convenient to deliver road runoff to, this should be avoided. If the Huson road collects runoff from the road and upslope Huson property, natural flow to the lake will not be preserved and Jesfield will be the recipient of an unnatural concentration of runoff. It appears that the development of lot one has the potential of producing an increased runoff amount to the Jesfield ditch. A cross culvert should be included in the road improvements to pass water from the uphill side of the road to the lake through the Huson lots. As a logging road, the road is considered temporary. Conversion of a logging road to a permanent road could be considered the creation of a new road. The geotechnical assessment appears adequate in terms of stability issues, but additional information should be requested of the applicant or their geologist/engineer addressing permanent stormwater runoff issues. If they can develop a plan to address the above concerns, this proposal could be accepted, otherwise there appears to be justification for requesting development of more formal stormwater control features. Please feel free to contact me at County extension 461 if you have any questions regarding these comments, or if you feel any features need further discussion or attention. Sic ely, am .7t. Al A. Work Order# PLG-02 SUBJ: Geo-Tech Assessment Review NAME: Huson Class IV FPA @ Larson Lake FPA2002-00002 / SEP99-00042 Michael, I have been in contact with Mike Huson regarding drainage issues associated with his proposed FPA near Larson Lake. Mike has prepared a plan showing the location of proposed water bars and a narrative describing other stormwater management features, which if incorporated into the.site's development adequately address the concerns I expressed in my IDC dated May Bch With this additional information, I feel the geotechnical reporting requirement for the proposed activities is satisfied. Please feel free to contact me at County extension 461 if you have any questions regarding these comments, or if you feel any features need further discussion or attention. Sincerely, y A an A. Tahj a Attached: Stormwater control narrative&water bar placement plan File: H:\WP\GEO\ASESMNTS\Huson-2.doc 13 , a z Michael McS=s After my conversation with Alan Taja I have-altered my road plan to include 4 water bars instead of using the Jesfield ditch. The water bars will direct the flow of any water runoff in the direction of Larson Lake. The 4 inch gravel covering will be crowned of sloped slightly in the direction of Larson Lake. Where possible vegetation will be left where the water bars flow or reseeded with grass. The road is about 400 feet long and about 20 feet wide. It follows the easement for it oa t 1.
