Dear Mr. Borden:
Thank you for the opportunity to comment on the mitigated determination of nonsignificance to realign and
reconstruct Sand Hill Road from mile post 0.23 to mile post 2.00 and mile post 2.05 to mile post 2.40
including the placement of approximately 87,000 cubic yards of fill and resurfacing adjacent to the existing
roadway and grading and surfacing of new alignments in the right-of-way(File No. SEP96-0296). We
reviewed the environmental checklist and have the following comments:
Water Ouality:
Stormwater, including highway runoff, should be collected and treated accordingly to an acceptable
standard before stormwater is discharged to ground and/or surface waters. For those jurisdictions that
have not adopted Ecology's technical manual(Stormwater Management Manual for the Puget Sound
Basin)or a manual approved by Ecology,the Ecology manual is considered an acceptable standard for the
design and maintenance of water quality Best Management Practices (BMP's).
Wetlands:
Mitigation measures to avoid,minimize and replace(in preferential order)impacts to wetlands are not
addressed. It is unclear if efforts to avoid and minimize wetland impacts through the use of steeper
sideslopes,guardrails and other design alternatives have been considered. If direct wetland impacts will
occur,we recommend that their functions,values and acreage be adequately replaced. Ecology would be
happy to assist the County in the review of mitigation alternatives.

1) 1 ) The applicant shall be responsible for the implementation of
the approved erosion and sediment control plan for all phases of
this road project, including the compliance by contractors
involved in site preparation and road construction.

plan developed by a wetland consultant.
