SUBJECT: Mitigated Determination of Non-Significance for Road
Widening of Sand Hill Road; Proponent - Mason County
Public Works, SE of Section 30 , Township 23 North,
Range 2 West, Tributary to Union River, WRIA 15 . 0503 ,
SEP96-0294 .
Dear Mr. Yando;
We have reviewed the above-referenced Mitigated Determination of
Non-Significance and offer the following comments :
1 . An Hydraulic Project Approval (HPA) is required for this
project as indicated in the Mitigated Determination of
Nonsignificance .
3 . Any fish located in the job site will need to be moved to
free flowing section of the stream.
4 . The wetlands in this area support fish and the area is
tributary to the Union River an important spawning and
rearing habitat for coho salmon and trout species . Coho
populations in the Mason County streams have declined over
the past decade . Over wintering habitat such as wetlands
accessible to coho are extremely valuable and provide for
the continued survival of this species .
5 . A plan is needed in order to mitigate for placing 1500
cubic yards of fill in these wetlands . A wetland
delineation may be necessary before the project can proceed.
6 . The mitigation plan should include monitoring and replanting
as necessary to achieve the goal of no net loss of functions
and values of the riparian vegetation.

7 . In Section 4 .d. Proposed landscaping: " . .An existing earth
swale running parallel to the East side of Sand Hill Road
separates some wetland from the roadside . This swale will
be reconstructed to maintain the existing separation. " The
purpose of this swale is to maintain separation between the
roadside and the wetland in order to maintain the water
quality within the wetland. The new swale will need to be
have a revegetation plan.
