Having considered the evidence presented by the parties in this appeal, the Board hereby:

This decision is based on our finding that:
The hearing was held on Tuesday, September 17, 2024.
David Skidmore, Appellant, was present at the hearing. IdaMae Jensen, Assessor's Representative, and
Assessor Patti McLean were present.
The Appellant stated on his petition that the useable building site is less than 25% of the total land. The
upper portion of land is not useable due to a turn around for a fire truck. Comparable properties have close
to 90% of useable developed acres. He states the house is a two-bedroom home with the only improvement
in 2011 when they added aloft.
During testimony the Appellant stated that the building setbacks have increased from 30 feet to 300 feet and
they have to use a sprinkler system, due to the lack of access by emergency personnel.
The Assessor stated that having to use a sprinkler system is not unusual throughout the county. The
Assessor does not have authority over road construction and there is no county road maintenance on a
private road.
The Assessor provided three comparable sales, one of which was disregarded by the Board due to the high
square footage. The two remaining comparable sales' values, as adjusted, were $544,231 and$546,714.
The value of the subject parcel falls below this range.
The Board found no clear, cogent, or convincing evidence that the Assessor was in error.
Therefore, the Board sustains the value for the land at $138,470 and improvements at $390,100 for a total of
$528,570 for the subject parcel.
