The program requires that substantial development (any development of which the total cost or fair market value exceeds $7,047.00 or materially interferes with the normal public use of the water or shorelines of the State be reviewed with the goals, polices, and performance standards established in the Master Program. There will also be an 864 square feet attached garage. Existing Use(identify current use of property with exist improvements): We renovated our current 1150 square feet home from a workshop that existed when we bought the property. Reason for requesting development: My parents are in their 90's, my mother is legally blind and my father was diagnosed with dementia last year and is getting worse by the month. My husband's parents are in their 80's and are also not in good health. Eventually, when my parents are gone, my husband's parents will likely come to live with us. Right now, we don't have room for them. We hope that you will take all of this into consideration when making vour decision. SITE PLAN -drawn to scale and including: i. The boundary of the parcel(s)of land upon which the development is proposed,- ii. The ordinary high water mark (OHWM). Where appropriate, the proposed land contours using five-foot intervals in water area and ten-foot intervals on areas landward of OHWM, if development involves grading,cutting,filling, or other alteration of land contours; iv. The dimensions and location of existing structures which will be maintained; v. The dimensions and locations of proposed structures; parking and landscaping; vi. The location of proposed utilities, such as sewer, septic tanks and drain fields, water, gas and electricity; vii.The location, source, composition, and volume of fill material; viii. The location, composition and volume of any extracted materials, and proposed disposal area; b. CROSS SECTION, drawn to scale including: i. The existing ground elevations; ii. The proposed ground elevations; iii. The location and height of existing structures; iv. The location and height of proposed structures; V. The OHWM. c. VICINITY MAP, including: i. The location of subject parcel using natural points of reference (roads, state highways, prominent landmarks, etc.). ii. If the development involves the removal of any soils by dredging or otherwise, identify the proposed disposal site on the map. On the map,or separately, give a brief narrative description of the vicinity of the proposed project including identification of the adjacent uses, structures and improvements, intensity of development and physical characteristics. d. Variance permits should be granted in circumstances where denial of the permit would result in a thwarting of the policy enumerated in RCW 90.58.020. In all instances the applicant must demonstrate that extraordinary circumstances shall be shown and the public interest shall suffer no substantial detrimental effect. Variance Permits for development that will be located landward of the ordinary high water mark (OHWM),except those areas designated as wetlands, may be authorized provided the applicant can demonstrate all of the following: 1. That the strict application of the bulk,dimensional or performance standards set forth in the Master Program precludes or significantly interferes with a reasonable use of the property not otherwise prohibited by the Master Program; There is no other option except in the direction of the creek. There is a hill directly behind the existing structure, a Well to the left of the structure and the Drain field is to the right of the existing structure. 2. That the hardship which serves as a basis for the granting of the variance is specifically related to the property of the applicant,and is the result of unique conditions such as irregular lot shape,size,or natural features and the application of the Master Program,and not,for example from deed restrictions or the applicant's own actions; The existing structure was built as far back as possible from the creek. We are asking for permission to add on to the existing structure. The lot is irregular and we don't have a choice but to ao in the direction as marked on the plans. 3. That the design of the project will be compatible with other permitted activities in the area and will not cause adverse effects to adjacent properties or the shoreline environment; Rev.March 1,2018 Our existing home/structure is zoned residential, and we are not changing that. We are in an area where we do not see other neighbors. Where we are adding on, it is nowhere near the creek as stated in the CMZ and the Geoloaical report. 4. That the variance authorized does not constitute a grant of special privilege not enjoyed by the other properties in the area,and will be the minimum necessary to afford relief; The addition to our structure will be further from the creek than many other homes on Mission Creek. Our property is not close to other properties. There are no easements through our property, and no one has anv rights to ao through our DroDertv. 5. That the variance requested is the minimum necessary to afford relief; We have about eleven hundred square feet, and we are asking to add on another bedroom, bathroom, living room and garage. The total of the new and existing home will be well below the three thousand square feet as stated in the countv rule. 6. That the public interest will suffer no substantial detrimental effect; We feel that it will make State Route 300 a safer and more beautiful area of the road for those neighbors who walk to Belfair State Park. We are planning on putting lights up by the road with the new addition which will make the road safer. Variance Permits for development that will be located either waterward of the ordinary high water mark,or within wetlands,may be authorized provided the applicant can demonstrate,in addition to Items 1-6 above,that: Al�� 1. For example, if variances were granted to other developments in the area where similar circumstances exist the total of the variances should also remain consistent with the policies of RCW 90.58.020 and should not produce substantial adverse effects to the shoreline environment. WASHINGTON 98528 We are asking for the variance because we are preparing for our parents to come and live with us in the next couple of years. My parents are in their 90's, my mother is legally blind and my father was diagnosed with dementia last year and is getting worse by the month. My husband's parents are in their 80's and are also not in good health. We know that it is just a matter of time before my parents come live with us. Eventually, when my parents are gone, my husband's parents will likely come to live with us. We are the kind of people who believe that taking care of your parents is the right thing to do. As of right now, we don't have room for them. We hope that you will take all of this into consideration when making your decision. As part of the application process, we were asked to demonstrate all of the following 6 items. 1. Because of the changes of the number of feet that a property must be set back from the creek from 50 feet to 150 feet, there is no where else that we can add on to our home except in the direction of the creek.
