You are proposing to open a gun shop in an existing retail building currently used as a second hand store on tax parcel 12329-43-00220 (site address 23710 NE State Route 3, Belfair). According to the Mason Count Comprehensive Plan this parcel is located in a portion of the count Y P P p Y that has been designated as an Urban Growth area. According to the Mason County Development Regulations retail is a permitted land use in the Urban Growth Area. Because you are bringing in a new business into an existing location you will need to complete a Tenant Review Application. This permit is done to ensure that everything meets code each time a business changes hands or closes and a new business is opened. I have included the application form for your convenience. If you will be remodeling the structures on site to accommodate the new business (or constructing new buildings), your first step towards applying for a commercial building permit is to have a Pre-Submission Conference.
