FINDINGS FOR
MASON ENVIRONMENTAL PERAUT
DATE: October 18, 1999
PERMIT NO.: RLC99-0125
PROPOSED ACTION: Judy Woodford (Belfair Cafe).
Parcel Numbers 12329-43-00100 and -00120
(in the SW of the SE of Section 29 in R1W, T23N)
Repair of existing flooding situation with the cleanout of channel area just
downstream of State Route 3 catch basin, installation of new 24-inch culverts
and catch basin that conveys runoff to typed stream.
Proposed project: Replace existing 12-inch culvert with the burying of two sections of 24-inch
culverts (104 ft. and 60 ft. long) and two type-1 catch basins along an unnamed type 5 stream;
these culverts will connect with culvert beneath State Route 3 and outlet to a type 3 stream to
the west; old culvert will be abandoned in-place; the alignment will have silt fencing on the
perimeter and exposed soils will be reseeded/replanted at project completion.
DEPARTMENT OF COMMUNITY DEVELOPMENT:
The proposal is located within the Belfair Urban Growth Area and the Belfair Cafe and
associated parking lot has been in business for many years. The unnamed stream has been
confined by State Route 3 ditches and culverts, and the open channel area just upstream of the
parking lot has been clogged with debris and other materials and cleared repeatedly over the
years. The culvert beneath the parking lot has deteriorated over the years and collapsed
completely during the 1999 winter season. The proposed new culverts and catch basins
roughly follow the old culvert alignment and are positioned to keep flows downhill.
One section of the Mason County Resource Ordinance applies to this proposal: Fish and
Wildlife Habitat Conservation Areas (Sec. 17.01.110). This permit will allow the placement
of the two culvert sections and catch basins in the proposed alignment just west of the old
buried culvert. The use of erosion control silt fencing on the perimeter and revegetation by
reseeding measures in the project area will address the temporary impacts of the proposed
culvert construction.

DEPARTMENT OF PUBLIC WORKS:
Public Works has reviewed the plans and application of the applicant and finds the proposal
satisfactory to controlling the flows on the property and addressing potential erosion and
sediment problems in coordination with the Resource Ordinance standards.
DEPARTMENT OF HEALTH (ENVIRONMENTAL HEALTH):
No review by Department of Health was needed for this proposal.
FIRE MARSHAL:
No review by the Fire Marshal was needed for this proposal.
COUNTY BUILDING OFFICIAL:
As the proposal to locate culverts and catch basins is exempt from county building codes, no
building permit was required for this proposal.
OTHER COMMENTS:
As part of the SEPA environmental review of the proposal, Department of Community
Development and the Washington Department of Fish and Wildlife met and discussed ways
that erosion and sedimentation would be minimized by installing the new culverts and catch
basins prior to opening them to water flows, providing energy dissipating rock at the outlet end
of the culvert alignment, and using silt fencing to control potential sedimentation in the area.
A Hydraulic Project Approval by Washington Department of Fish and Wildlife will be issued
using these recommendations as part of the construction specifications.
CONCLUSIONS:
Based upon the above review, this Department finds that the applicant (Judy Woodford) has
presented a proposal to repair the existing drainage culverts and improve area surface drainage
from the State Highway. The implementation of erosion control measures (silt fencing and
reseeding) will allow the project to address the temporary impacts of culvert placement.
On this date Mason Environmental Permit RLC99-0125 is approved with the attached
conditions.

CONDITIONS OF APPROVAL
1) The applicant shall follow the plans and specifications of the proposed culvert and catch
basin replacement, which will convey area runoff and type 5 stream flows to the type 3 stream
to the west of the subject property.
2) The applicant shall secure a Hydraulic Project Approval from the Washington Department
of Fish and Wildlife and follow the specifications and construction standards of that permit.
3) The applicant shall implement erosion control measures (silt fencing and matting) and
revegetation measures (reseeding and replanting) following the regrading to backfill around the
culverts and catch basins.

unnamed creek culvert placement in R1W, T23N, Sec. 29 SW 1/4 OF SE 1/4
Dear Mr. Byrnes:
I have recently discussed with you this proposal by Judy Wodford to replace a 12-inch culvert
pipe with a 24-inch culvert beneath the Belfair Cafe parking lot through which the natural and
stormwater of properties east of State Route 3 flow. The proposed repair (damage noted in the
winter 1999 rains) will improve the conveyance of water using a similar but larger capacity
culvert. The use of catchbasins will aid in the maintenance of capacity and function of the
culvert alignment.
Since this is a repair of an existing culvert, the proposed catchbasin and culvert work is
exempt from State Environmental Policy Act review and, with the minimal anticipated impact
of the catchbasin and culvert placement, no SEPA checklist is needed for the removal and
placement as proposed.
