PRE-SUBMISSION CONFERENCE REQUEST FORM
The purpose of the pre-submission application is to identify and/or eliminate as many potential problems
as possible in order for the project to be processes without delay. Representatives from the Building Department,
Marshal's office, Environmental Hcalth,Planning and Public Works Departments may attend the meeting to discuss rules and
regulations applicable to the proposed project. Topics covered during the meeting will include the comprehensive plan,shoreline
program,zoning,availability of sewer and potable water,development concepts,building construction,fire protection,and life safety
of the proposed project. Your pre-submission conference will be informative when you provide accurate and detailed information on
the Pre-Submission Conference Application Form and the site plan.
Pre-submission conferences are held every Wednesday and last approximately one-hour.To schedule a conference

Remodel of an existing structure

A copy of the"Pre-Submission Conference Notes,"prepared as result of the pre-submission meeting
conducted on May 1,2002 is enclosed. Additional information relating to your project is also enclosed.
Based upon discussions with staff the following conclusions would apply to your project.
The previous tenant, an animal hospital, was classified as a `B" occupancy based upon the 1997
Uniform Building Code. The existing structure was altered changing a single tenant space into two
tenant spaces. Both tenant spaces are classified as`B"occupancies. One tenant space will be used for
AA meetings and the other tenant space will be used for a message therapy business. During our
discussion at the pre-submission meeting we discussed the possibility that exiting to the covered deck
may not be allowed. Based upon discussions with staff it has been determined that the covered deck
is approved as an exit discharge area provided the long side of the deck is open for at least 50% of the
length and that guardrail does not allow the accumulation of smoke or toxic gases (UBC, section
1006.3.2.4.). One exit will be required from each tenant space.
Changes to the existing structure shall comply the 1997 Uniform Building Code, which include the
following:
1) The floor plan submitted with the Pre-Submission Conference application indicates that
• the new walls cause the exiting from the small meeting room to change. Section 1004.2.2 does not
allow an exit to go through a kitchen. The meeting room has another exit that would go through another

tenant space. To use that exit provisions must be made that would keep the door open and available
as an exit even when the other business is closed.
2) Three (3) accessible parking spaces, compliant with WAC, Chapter 11 is required. I
have enclosed information for your review.
3) Fire Protection Requirements: 2A 1 OBC rated 5 #dry chemical fire extinguishers will
be required at all exits doors. Exit signs will be required at all exits.
A building permit will be required for each tenant space. Building permit application packages are
enclosed. The building plans shall include a floor plan of the proposed structure showing the use of
each room, and that the structure is accessible for persons with disabilities, including entrance to the
structure and parking. Parking detail can be shown on the site plan. Review information listed on the
Pre-Submission Conference Notes and be sure that typical code compliance information is shown on
the building plans; including occupancy classification, type of construction,occupancy calculations to
determine exiting requirements, etc.
A plan review fee will be collected when the building permit is submitted. A fee worksheet is enclosed
showing the estimated cost of the permit including the plan review fee. If you have any questions
