Dear Jason:
After meeting with you in February, I contacted Gloria Mitchell at the State
Department of Wildlife concerning the grading near the stream on the Theler
Trust property. She is still trying to make her determination about any
potential impact on the stream but she should know within a short •time if an
impact is significant.
In the meantime, we received a bid from a local excavation contractor to
fill/grade as per the attached plan. We are confident that fewer than 50
yards of material would be needed to complete our work. We would like to
have your comments on the plan prior to our beginning but understand that it
is not required. We respectfully request a review which would allow you to
comment on our plan and ask that you do so by April 1, 1993.

Dear Ms. Mitchell:
After meeting with Jason Menassoe of the Mason County Development Office to
discuss a property in Belfair, he suggested U.S. Bank contact you for an
opinion of our proposal.
I; U.S. Bank is the Trustee of the Sam Theler Trust which owns property in
Belfair. The purpose of the trust is to provide property and operating
capital to build community facilities. One of the projects that has
resulted from this trust is the Community Center near the elementary school.
We also provide thousands of dollars annually for the local Boy Scouts and
Girls Scouts of America.
Owned as an asset of the trust is the Belfair Post Office which is the major
income-producing property in the trust. Just south of the Post Office is a
gravel parking lot which has been used defacto by the public for a
park-and-ride lot. The trust has never charged for parking on this lot, but
realizes the tremendous liability this poses. We feel it is prudent to
control access to the property as well as improve the maintenance and
condition of the surface.
Enclosed is a drawing which shows what we propose to do on the lot. At
i present, the parking lot covers approximately 18,500 square feet. The
surface is gravel. U.S. Bank would like to fence the perimeter of the lot,
grade it to remove the potholes, lay a roadmix bed and begin charging people
who park on the lot. This will allow us to properly maintain the lot and
increase our liability coverage.
To accomplish this, we would like to f' a small area which will square up
the perimeter of the lot. Landscape Xuffers will be maintained as shown on
the drawing. The square footage of the finished lot would be very similar
to what we now have. The impact would be negligible since the buffers
around the stream would remain as they are. Fill would only be required at
the southwest corner to level a slight depression. Few trees would be
affected.
This plan would have no effect, in our opinion, upon the stream which runs
through a buried culvert under the existing lot. Work would not go any
closer than the edge of the existing lot and an effort will be made to
enhance the growth of native vegetation around the perimeter of the lot and
in landscape buffers.

someone be injured due to present lot conditions.
