Representatives from the Building Department, Fire Marshal's office, Environmental Health, Planning, and Public Works departments may attend the meeting to discuss rules and regulations applicable to the proposed project. Topics covered during the meeting will include the comprehensive plan, shoreline program, zoning,availability of sewer and potable water,development concepts, building construction, fire protection and life safety of the proposed project. By providing the most accurate and detailed information on the application and site plan your pre-submission conference will be more informative. Pre-Submission conferences are held every Wednesday and last approximately one hour. At the pre-submission conference, representatives of all relevant departments will be in attendance and will be able to inform you of.the.regulations..and.standards with which your proposal must comply. This is a general informational meeting for the applicant and does not constitute approval of the proposal. Pre-submission conferences are only held on Wednesdays and are approximately 60 minutes in length. SEVEN COPIES OF A DETAILED SITE PLAN SHALL BE SUBMITTED,ONE WEEK PRIOR TO THE CONFERENCE. The site plan must contain all setbacks between proposed and existing structures and the property lines. If applicable, please show all critical areas (shorelines, wetlands, landslide hazard areas.) At that time we were have problems with the County Resource Offices about our continuing use of them as an income producing property for the Theler Trust. To refresh you, the dispute had to do with the interpretation of whether the buildings were temporary or permanent. -Our interpretation was, and still is, that the building would remain until we have a sewer system or other adequate sewage disposal system in Belfair and after that we would build an adequate permanent rental building on the site. The County's interpretation was for us to be able to use the buildings for the temporary home of the Timberland Regional Library and that tenant only. I do not think it takes a great deal of gray matter to determine that that makes no sense what so ever, to spend in excess of$65,000 on a temporary site that would only produce$36,000 in total income including over$10,000 to install the holding tank system. As Y explained to you, the purpose of the temporary buildings was to be provide additional income for the operation and maintenance of the Hood Canal Watershed Project Center. I am also fairly sure you know that HCWPC is now the single largest draw of visitors to Mason County other than the State Parks and that to date Mason County has participated financially in,any way nor am I asking for that at this time. What we are asking for is that the County assist us in trying to keep this program afloat with cooperation from your various departments. As it is now,every time we have a new tenant we have to go through a process which is more like new construction than simply changes revenue sources. The case in point is our request to change our past tenant, which was a retail sign painter to a new tenant which happens to be a retail antique dealer. We submitted our change of use permit as we should, thinking it was merely a professional courtesy to let you know of this change, As it turns out it is a little more complicated than that even though the use is retail in both circumstances. First we were required to attend a new "change of use" review meeting. So far, that seemed somewhat unnecessary but we went ahead and did so at an additional cost for permitting and for each departments time for attendance and evaluation.. The meeting was held with Jodie Folcroft, Kelly Mayo,Dave Salzer, Allan Borden and Alan Tahja and Janice McNeal from the Theler Center attending who represented me and the HCWPC. What followed is still bewildering to me. They asked for the same paper work, building plans, site plans, set backs, agreements and provisions that were provided not 1 year ago. The most troubling part of all this is the continued problems from the Department of Health and our sewage disposal system. We had to put in holding tAnks in because the county would not let us either tie into the existing drain field from the old post office building or put in a new septic system. Jodie still feels that this project is a violation of county ordinances and should not be allowed to continue. At this meeting she even suggested that we tie into the drain field from the post office building which they would not think'of when it was first suggested years ago. What a novel thought after the expense to put the existing system in that we now have. It seems somewhat ironic that we have a system that is monitored and pumped at regular intervals from a reputable septic pumping service, AAA, and that this system is totally none polluting at this site and that we have complied with all regulations providing that this will continue, and yet get no help from the county to understand the value of this property and it's intended use. No one in Mason County,including the department of Health, is more concerned about pollution in Lower Hood Canal than we at the HCWPC, however with this project it appears that the county has no faith in our ability to.deal with this issue. John, it seems extremely unreasonable.to have to produce four sets of building plans, site.plans and agreements with every change of tenant at this location and have to go through such an inquisition. Does a change in tenants automatically mean the building must be brought up to today's standards and that any other new addition to county codes also have to brought bear, I don't think so! If necessary we will canvass every business in Mason County and see how many have had to comply to such requests and verify whether or not the county,follows the same guidelines for all construction work including filling and building on wetlands. Ask me about this and I will provide you with some details if you like. John,I would appreciate it if you would look into this and see if you can provide some insight on exactly what the problem is.
