SUBJ: Belfair Express Lube Stormwater Plan & Review

Mr. Mel Holgerson, P.E. , has submitted a permanent stormwater control plan for
the proposed Belfair Xpress Lube.
The stormwater plan proposes infiltration of runoff generated up to a 100 yr
24 hr event, with water quality treatment provided for events up to the DOE
water quality storm. This design is acceptable to Public Works.
Under the County Parking Ordinance, a 2,000 square foot building would require
2 parking spaces per 1 ,000 sf of retail gross floor area, or 4+ spaces. The
proposal shows 5 parking spaces. The County Parking Ordinance requires at
least 1 handicap parking stall measuring at least 121, feet wide by 20 feet
long. The handicap stall should be identified on the plan and signed with an
international symbol of access sign centered 4 to 5 feet above grade at the
head of the space.
I have been in contact with Mr. Holgerson on this date and informed him the
County requires an Operation & Maintenance (0&M) Covenant to cover privately
owned and maintained stormwater facilities approved by the County. I will mail
him a copy of the Covenant the County has been accepting to fulfill this
requirement. The covenant should be completed by the owner, notarized, filed
with the County Auditor's office, and a copy of the recorded covenant
delivered to Public Works for entry into the County's stormwater maintenance
files.
