SUBJ: Stormwater Report Review NAME: Wilson Oil
ADA Engineering, L.L.C. Has submitted three sets of plans and supporting calculations for a
proposed fuel card-lock facility adjacent to Sandy's Deli Mart in Belfair, Washington.
The plan provides for the capture and treatment of the fueling area runoff and approaches.
Stormwater delivered from off-site is conveyed around the site, and all runoff is ultimately
delivered to its present destination(s).
The plans do not indicate that the fueling island is to be covered with a canopy. I consider this
an oversight, but do recommend that one be required as a Stormwater Best Management Practice
(BMP).
The oil-water separator selected by the engineer appears to be adequately sized for this location
for events up to a 100 year 24 hour event. The engineer has made argument that the change in
runoff resulting from paving the gravel areas is minor and that detention is not warranted. I
concur, in that the total runoff from the developed site is well under a half cubic foot of water per
second.
One last feature remains to be addressed,that being the creation and implementation of an
Operation and Maintenance Covenant. Part of Ecology's plan for the Puget Sound Basin calls
for ongoing maintenance programs within the basin jurisdictions. Mason County employs an
Operation and Maintenance Covenant(O&M),that places the burden of ongoing maintenance on
the facility owner. Attached please find a copy of the O&M Covenant form Ecology has
approved for use by Mason County. The stormwater facility owner should be directed to
complete the form, have their signature notarized, record the signed notarized document with the
Mason County Auditor's office, and deliver a copy of the recorded instrument to Public Works
for monitoring and administration.
The project will be considered complete when the facilities are completed, inspected and

Re: WILSON OIL STORMWATER PLAN
Dear Mr. Kettle,
Your revised plan for the proposed Wilson Oil Card Lock Fuel Facility in Belfair has been
received by Public Works.
As I stated in a phone conversation we had last week, it is my perception that the proposed card
lock facility is an expansion of the existing fuel facilities appurtenant to Sandy's Deli Mart, and.
that integral to the stormwater control plan is the need for a Spill Prevention Containment and
Countermeasure (SPCC) Plan conforming to EPA 40 CFR 112 standards.
Public Works review of stormwater control plans is,normally done at the request of either the
County!s Department of Community Development, or the County's Building Department, with
recommendations made to those departments whether stormwater control requirements have
been met, and that permits should be issued. No application(s) for permits have been received by
Mason County pertaining to your proposal,.so it would-be inappropriate to endorse or approve of
this stormwater control plan, until such'application is made.
