probable significant adverse impact on the environment. An Environmental
Impact Statement (EIS) is not required under RCW 43 .21C.030 (2) (c) . This
decision was made after review of a completed Environmental Checklist and
other information on file with the Lead Agency. This information is
available to the public upon request.
This DNS is issued under 197-11-340 (2) , the Lead Agency will not act on
this proposal for 15 days from the date below. Comments must be
submitted by 09/12/92 .

The project has been approved by the Mason County Transpone-
tation Authority in cc��cept. Staff roect feasibility•
ering and Mason Transit has discusseded pj
Comments regarding the project were presented in writing at
the WSDOT Public Meeting in Belfair, WA on July 30 , 1992
regarding the "Gorst Project" .

12. Identify the direct relationship to the intermodal transportation system.
The project will create a public transit link for;
bicycle users , pedestrians , and those wanting options to
the private auto. The project will also explore options
for linking with- the adjacent public transit system in
Kitsap County. The overall effect of this project is to
create a focus for use of the transportation - system that
will encourage alternatives to private auto usage.
Over 14 ,000 cars a day travel through this
area .SR Current inte
AM and PM Level of Service on the SR 3
andchange is D and E. Since 1986 there have been 17 serious
accidents in this area. WSDOT is proposeing highway improve-
ments. This project will enhance those improvements.
13. Describe how this project is an enhancement project, i.e. how the activity proposed goes
beyond what is customarily provided for in a project.
The project will promote multi-modal transportation use by;
locating next to a loss income elderly housing project , install-
ing sidewalks , encouraging traffic control , installing bicycle
storage, useing transit vehicles with bicycle racks . The project
will also be located in the areas primary shopping district to
facilitate trip reduction and security.
Mason Transit has very limited funding to develop this type of
project . No assistance is currently available from other
sources such as the Federal Transit Administration due to
restrictions placed on this type of project in rural areas .

Re: Belfair Transit Transfer Facility. Handicap Parking.
Dear Mr. O'Connell:
After reviewing the SEPA checklist and site plan, I noticed that there were no handicap parking
spaces. Pursuant the Mason County Parking Ordinance No. 815, the project will need to
provide a minimum of one handicap parking stall that is to be no less than 12 1/2 feet in clear
width and not less than 20 feet in clear length. Parking shall be paved and have a slope of no
more than 1 foot for 50 feet of lineal horizontal distance. Please refer to the attached excerpt
from the Parking Ord. relating to curb cuts and signs for handicap parking.
