The site is found in the NE '/4 of Section 29, Township 23 North, Range 01 West (See Figure 1, Site Vicinity Map). This Restoration Plan addresses the width-expansion of an existing road grade within a portion of a Category I Wetland and associated buffer. The portion of the road grade within the wetland boundary was expanded by bringing in additional fill material and placing it over and adjacent to the previous road grade, expanding each side of the road grade approximately 5-feet in width, on average. It is our assumption that the northern side of the previous road grade represented the southernmost extent of the wetland boundary. This is indicated by wetland hydric soil indicators in test pits adjacent to the fill in addition to topography patterns surrounding the area, that are consistent with the wetland boundary. Based on our observations, the total area of wetland that has been currently displaced by the completed work occupies 850 square feet. This plan provides measures necessary to restore the wetland area. The portion of the previous road grade that is within the wetland buffer was expanded by clearing vegetation north and south of the road grade, an average of 11-feet per side of the previous road grade, assuming the previous road grade was 12-foot wide. The linear distance of the road grade is 710 feet within the buffer, coupled with the expanded road grade south of the altered portion of the wetland, the total area of wetland buffer that has been displaced by the completed work occupies approximately 16,470 square feet. The purpose of this restoration plan is to restore the cleared portion of the wetland buffer and the filled portion of the wetland to its natural state and function prior to alteration, and to allow the access road to be maintained and utilized while avoiding impact to or displacement of the critical area. The goals of this restoration plan are divided into two categories: 1) Restore the disturbed portion of the wetland by removing the added fill that covers the wetland outside of the original road grade, allow native wetland plants to revegetate the disturbed area while eliminating any invasive species, and monitor the area for success. The following restoration plan is being provided to be used by Mason County staff, the client, and/or a landscaping professional for implementation purposes. The client will ultimately be responsible for the implementation and the overall success of this plan in conjunction with any additional comments or suggestions received from Mason County staff. 2.0 PROPERTY DESCRIPTION The entire parcel is 10.84 acres in size, and contains a single-family residence within the westernmost portion of the parcel. The recently expanded road grade enters the parcel from Old Belfair Highway, paralleling the southern property boundary to the eastern side of the parcel. The eastern portion of the parcel contains a relatively undisturbed, open upland area with some forested components. The Category I wetland system occupies nearly 5 acres within the majority of the western and central portion of the parcel, and extends northeast off the property for several acres. The property is surrounded by moderate-density residential land use. The vegetation theme within the undisturbed upland portions of the parcel contain red alder, cascara, Himalayan blackberry, swordfern, tall buttercup, stinging nettle, grasses, and bleeding heart. The wetland contains several different vegetative communities ranging from an herbaceous community comprised of soft rush, slough sedge and spreading rush, to a shrub- dominated community comprised of spirea, willows, salmonberry, ladyfern and skunk cabbage. The entire wetland contains a scattered overstory of red alder, Oregon ash and cascara. Topography throughout the property is comprised of a low-gradient slope from both the east and west sides of the property down toward the depressional wetland area. 3.0 APPLICABLE SETBACKS The project site is within the jurisdiction of Mason County. Ordinance 17.01.110 identifies Wetlands adopted by Mason County. Assuming Moderate Impact Land Use, the applicable setback for this project is as follows: Habitat Type Buffer Building Setback from Buffer Category I Wetland 110, 15' 4.0 ANALYSIS OF EFFECTS The following section provides an analysis of work completed independent of county review or permitting. It should be noted, however, that in conjunction with this work the landowner also removed numerous old cars and other junk from the wetland buffer that was left by the previous landowner. Such work is encouraged by local and state agencies as a benefit to environmental conditions associated with critical areas. Project scale in the protected area is as follows: Development Type Habitat Type Project scale Fill placement around road grade Category I Wetland 850 square feet Road width expansion Category I Wetland buffer 16470 square feet 4.1 Buffer and Wetland Disturbance Vegetation disturbance within the wetland and associated buffer entails the placement of non- native fill on top of native vegetation occupying an area of 850 square feet within the wetland and clearing vegetation within 16,470 square feet of the associated wetland buffer. Based on surrounding vegetation, the species removed from within the wetland during the road expansion consist of primarily herbaceous species with lesser amounts of tree saplings and shrubs. These species include spreading rush, Baltic rush, slough sedge, stinging nettle, water horsetail, and cascara saplings. With recommended planting of native vegetation described in Section 5.0, vegetation abundance and diversity will be restored within the project area. Based on surrounding vegetation, the species removed from within the wetland buffer during the road expansion consist of orchardgrass, himilayan blackberry, field horsetail, and Canadian thistle. With recommended planting of native vegetation described in Section 5.0, vegetation abundance and diversity will be restored within the project area. Therefore, none of the completed actions were likely to destroy or adversely modify designated critical habitat. 5.0 RESTORATION MEASURES 5.1 Wetland Restoration Phase]. Removal of Fill In order to attain the original surface area of the wetland prior to the alteration, it is recommended that the portion of fill and/or sluff material occupying the areas outside of the 12-foot road grade be removed from the portion of the road grade that is within the wetland boundary. Best Management Practices addressed in Section 5.3 should be diligently applied during fill removal. Immediately following the removal of fill, it is recommended that the exposed soil be hydroseeded to minimize erosion and begin soil stabilization as quickly as possible. - -t t k r Photo 2. Overstory Plantings It is recommended that following fill removal and hydroseeding, the restoration area within the wetland be planted with native trees that are capable of tolerating saturated soils and/or inundation for long periods of time during the growing season. Based on projects of similar nature, volunteer herbaceous and shrub species are likely to revegetate the area relatively quickly, but wetland trees typically take longer to naturally seed. It is recommended that potted western red cedar trees are planted within the wetland restoration area, to achieve a density of 10-feet on center. Within the 850-square foot wetland restoration zone, 9 trees will be planted. 5.2 Wetland Buffer Restoration Recommendations Phase 1. Removal of Debris Pile The large debris pile within a portion of the cleared area should be removed from within the wetland buffer. The debris consists of a large pile of leftover wood from recent clearing activities. Debris piles such as this tend to become constant refuge for invasive plants such as Himalayan blackberry and English Ivy. The pile also displaces an area that would otherwise be restored with native plants. Any large wood within the pile with a mean diameter greater than 6-inches and length greater than 10-feet should be randomly distributed throughout the wetland buffer area. Pile of debris to be removed Phase Z Vegetative Plantings PO Box 2854, Belfair,WA 98528 cell:360-620-0618, Office: 360-372-2421 e-mail: boad40@peoplepc.com Davies Restoration Plan May,2007 Page 6 To adequately restore the function of the wetland buffer within the property, it is recommended that all areas cleared of vegetation for the expansion of the road grade be replanted with native vegetation, for the entire length of the displaced wetland buffer (approximately 710 linear feet) on both sides of the road grade. Native trees, shrubs and ferns are recommended for planting to provide a structurally diverse vegetative community. The area to be enhanced within the wetland buffer will be identified as the Enhancement Zone, and will occupy an area 16,470 square feet within the wetland buffer. The Enhancement Zone will occupy all cleared areas surrounding the road grade, with the exception of the original 12-foot wide road grade. Native Plantings It is recommended that potted plants be used as opposed to bare root seedlings. The following plant species and potted sizes are recommended: Trees: western red cedar(Thuja plicata)-2 gallon Douglas fir(Pseudotsuga menziesii)- 2 gallon Shrubs: Oregon grape (Mahonia nervosa)- 1 gallon salal (Gaultheria shallon)— 1 gallon evergreen huckleberry(Vaccinium ovatum) - gallon salmonberry(Rubus spectabilis)— 1 gallon Ferns: sword fern (Polystichum munitum)— 1 gallon Native Planting Guidelines PO Box 2854, Belfair,WA 98528 cell:360-620-0618, Office: 360-372-2421 e-mail: boad40@peoplepc.com Davies Restoration Plan May, 2007 Page 7 It is recommended that plantings be installed within the identified restoration zone to achieve the following densities. trees- 10' on center shrubs- 5' on center ferns- 4'on center These densities will restore the moderately dense, structurally diverse plant community that exists in undisturbed portions of the parcel. To fulfill the above mentioned planting density recommendation, the mitigation zone will be planted with 164 trees, 494 shrubs and 371 ferns. It is recommended that installation be done as single trees and or clusters of three shrubs, on approximate 10-foot centers. Finally, sword fern will be randomly installed throughout the planting row on average four-foot centers. Typically, planting should occur during winter dormancy. The optimum time for planting is during February and March, however, the need to complete the project in a timely manner may call for planting to occur outside optimum time periods. No machinery earthwork will be necessary to implement this restoration plan; planting holes for specified vegetation installation will be hand dug. No additional clearing or grading should be necessary for site restoration. All installed vegetation shall be marked with colored flagging to facilitate monitoring inspections. The monitoring program is recommended to insure project effectiveness. Invasive species such as Himalayan blackberry, reed canary grass, Japanese knotweed, and English Ivy may invade the restoration zones. These species are stubborn competitors for light and nutrients and limit success of native plants. Invasive species should be removed from the restoration zone should they invade. Herbicides should not be used to achieve this due to the proximity to the wetland. Persistent cutting during the growing season is sufficient to offset the rhizomes of invasive species if they become a problem. 5.3 Best Management Practices Recommended Best Management Practices for this project are as follows: • Perform fill removal work during dry weather. • Install silt fencing between the work area and the stream and wetland to prevent erosion and siltation of waters (See diagram below). • Minimize amount of erodible soils at any given time to the maximum extent feasible. • Check all equipment daily for leaks. Refueling and lubrication of equipment should occur off site. Do not store any fuel, lubricants, chemicals, or hazardous substances outside overnight within the project area. • Do not apply any chemicals when there is a possibility of rain. • Comply with all permits and requirements of governing authority. The information gathered will provide the following: 1) condition of reintroduced plant species; 2) the use of the site by wildlife species; 3) any unforeseen disturbances and its effect on the protected zone and associated aquatic habitat; 4) any occurrence of exotic species within the restoration zones; 5) condition of restored wetland area (soil, hydrology, vegetation); 6) any corrective measures that may be deemed necessary to provide desired conditions. If potted plants are used, this monitoring will be in effect for the duration of three years. If bare root seedlings are used, the monitoring should be in effect for the duration of five years, due to anticipated mortality and the need for supplemental planting. The performance standard for the restoration will be 80% plant survival and less than 10% cover of invasive species within the restoration zones after completion of the monitoring. The information gathered will be provided in an annual report and submitted to the Director of Mason County Department of Community Development. 7.0 SUMMARY PO Box 2854, Belfair,WA 98528 cell:360-620-0618, Office: 360-372-2421 e-mail: boad40@peoplepc.com Davies Restoration Plan May, 2007 Page 9 This report addresses restoration for the disturbance caused by fill deposition within an area of approximately 850 square feet within a Category I Wetland, and vegetation removal within an area of approximately 16,470 square feet of the associated wetland buffer. Restoration recommendations for the disturbance within the wetland entail a phased approach of fill removal, hydroseeding, and replanting the filled portion of the wetland with native vegetation, excluding a 12-foot wide road grade. Restoration recommendations for the disturbance within the wetland buffer entail the removal of a large pile of woody debris piled adjacent to the road, and replanting of all cleared areas within the buffer, excluding the original 12-foot wide road grade. Best Management Practices are recommended to avoid negative impacts to the wetland and associated buffer during project implementation. A monitoring program is recommended to insure restoration effectiveness. We trust this information is sufficient for your needs at this time.
