This letter is being drafted to help you to understand the necessary minimum requirements that will need to be
addressed in order for your structure to be in compliance with the 1991 Washington State Energy Code for Other
Than Group R Occupancies, and some Uniform Building Code requirements.
Information gathered at your structure has been assimilated and the following is a list of retrofit measures for the
structure:
1)Remove the existing vapor retarder covering the roof insulation,and add insulation to achieve a minimum R-30
level. A vapor retarder will be required to be installed on the interior side (warm side in winter) of this newly
installed insulation.This insulation and vapor retarder must be covered to meet minimum smoke density and flame
spread requirements.
2) Create a complete separation between the heated and nonheated areas of your building by insulating the 2x4 wall
to an R-11 level (again a vapor retarder will be necessary, installed on the warm side in winter). You will need to
sheetrock to cover this insulation to meet smoke density and flame spread, and occupancy separation requirements.
A one hour wall will be necessary, this means installing 5/8" sheetrock from the floor up to the underside of the
metal roofing on both sides of this wall.This insulated 2x4 separation wall will also need to have an exterior grade,
1 hour fire rated, self closing door installed, complete with weatherstripping and a threshold to prevent air
infiltration.
3) To satisfy the 1991 Washington State Ventilation&Indoor Air Quality Code you must provide fresh air to the
heated space by either a passive of mechanical means. If you have an office separate from the retail floor/showroom
area, fresh air must be introduced to each of these areas.
The windows,doors, and wall insulation presently in this area that will be heated do meet minimums,so no upgrade
will be necessary there, however, you will need to cover these walls to meet the smoke density and flame spread
requirements-the peg board you mentioned would not meet this requirement without sheetrock installed behind it.
I have enclosed a Lighting Power Budget worksheet for you to complete and return to this department. Basically
what I need is a listing of the lighting fixtures(with wattages)demonstrating that you are under the allotted amount
of total wattage as calculated on the worksheet.

Dear Mr. Ladow:
Mason County requires commercial development to meet the following minimum standards
for the management of storm water:
4.2 Runoff Quantity
All proposed projects must provide runoff quantity controls to achieve the following three
purposes unless exempted because of direct discharge to a regional facility or a major body of
water or because of negligible increase in runoff ( see 4.2.1, below)
1. Infiltrate at least the excess runoff volume generated by the proposed development for
the 2-year , 24-hour design storm, provided that site conditions are appropriate and
ground water quality will not be impaired. Release any residual runoff from the 2-year,
24-hour design storm at no greater than 100% of the peak runoff rate for that storm for
existing site conditions.
2. If infiltration is precluded'because of site conditions then detain and release runoff from
the 2-year, 24-hour design storm at no greater than 50% of the peak runoff rate for pre-
exis4ing site condidwis.
3. Detain and release runoff from the 10 and 100-year, 24-hour design storm at no greater
than 100% of the peak rate for existing site conditions.
Your submitted drainage report should include at a minimum, a site plan showing topographic
lines, facility design and supporting calculations. All site preparation should be done in
accordance with Best Management Practices as outlined in the Stormwater Management Manual
for the Puget Sound Basin.
Your development must also comply with the Mason County Parking Standards. In short the
proposal will need to provide a minimum of eight (8) parking spaces and one handicap space
which meets the specifications set forth in the Mason County Parking Standards. Enclosed you
will find information regarding stall design criteria. Please show parking on your submitted site
plan.

SECTION 10.03 ACCESS AND FGRESS
The location of points of access and egress to the parking or
loadinv area shall be subject to the approval of the Mason County
Engineer or his designate and State Department of Highways when
abutting State Highways. Access and egress points shall be evaluated
for safety and turning movements to and from the parking area, site
distance clearance, and engineering design features, including surface
paving of access drives and aisleways from the public road to the
parking area.

SECTION 11.05 SIGNS
Handicap parking spaces shall be identified by a sign centered 4
feet - 5 feet from above grade at the head of the parking space
utilizing the International Symbol of Access. The sign shall also
indicate that the space is reserved for disabled people authorized to
display the Washington State disabled overtime parking permit on or in
their vehicles.

This letter is being drafted to help you to understand the necessary minimum requirements that will need to be
addressed in order for our str
ucture ructure to be in compliance with the 1991 Washington State Energy Code for Other
Tha
n Group R Occupancies,
and some Uniform Building Code requirements.
Information gathered at your structure has been assimilated and th
e following is a list of retrofit measures for the
structure:
1)Remove the existing vapor retarder covering the roof insulation,and add insulation to achieve a minimum R-30
level. A vapor retarder will be required to be installed on the interior side (warm side in winter) of this newly
installed insulation. This insulation and vapor retarder must be covered to meet minimum smoke density and flame
spread requirements.
2) Create a complete separation between the heated and nonheated areas of your building by insulating the 2x4 wall
to an R-I I level (again a vapor retarder will be necessary, installed on the warm side in winter). You will need to
sheetrock to cover this insulation to meet smoke density and flame spread, and occupancy separation requirements.
A one hour wall will be necessary, this means installing 5/8" sheetrock from the floor up to the underside of the
metal roofing on both sides of this wall. This insulated 2x4 separation wall will also need to have an exterior grade,
1 hour fire rated, self closing door installed, complete with weatherstripping and a threshold to prevent air
infiltration.
3) To satisfy the 1991 Washington State Ventilation&Indoor Air Quality Code you must provide fresh air to the
heated space by either a passive of mechanical means. If you have an office separate from the retail floor/showroom
area, fresh air must be introduced to each of these areas.
The windows,doors, and wall insulation presently in this area that will be heated do meet minimums, so no upgrade
will be necessary there, however, you will need to cover these walls to meet the smoke density and flame spread
requirements - the peg board you mentioned would not meet this requirement without sheetrock installed behind it.
I have enclosed a Lighting Power Budget worksheet for you to complete and return to this department. Basically
what I need is a listing of the lighting fixtures(with wattages)demonstrating that you are under the allotted amount
of total wattage as calculated on the worksheet.

1/101.3.2.1 Additions to Existing Buildings: Additions to existing
buildings or structures may be made to such buildings or
structures without making the entire building or structure
comply, provided that the new additions shall conform to the
provisions of this Code.
Exception: New additions which do not fully comply with the
requirements of this Code and which have a floor area which
is less than seven hundred fifty srn�arP�p�_shall be
approve provl� that improvements are made to the existing
occupancy to compensate for any deficiencies in the new
addition. Compliance shall be demonstrated by either
systems analysis or component performance calculations. The
nonconforming addition and upgraded, existing occupancy
shall have an energy budget or heat loss which is less than
or equal to the unimproved existing building, with the
addition designed to comply with this Code.
101.3.2.2 Historic Buildings: The building official may modify
the specific requirements of this Code for historic buildings and
require in lieu thereof alternate requirements which will result
in a reasonable degree of energy efficiency. This modification
may be allowed for those buildings which have been specifically
designated as historically significant by the state or local
governing body, or listed in The National Register of Historic
Places or which have been determined to be eligible for listing.
