Heating equipment shall be sized in accordance to ICC/WSEC,Section R403.7. Heating and design load calculations for the purpose of sizing HVAC systems are required and shall be calculated in accordance with accepted practice, including infiltration and ventilation. Design calculations shall be available for inspection during inspection. Referencing IRC M1601.4, all ducts,air handlers,filter boxes, and building cavities shall be sealed. All joints of duct systems and seams shall be made substantially air tight by means of tapes, mastics, liquid sealants, gasketing or other approved closure systems. Closure systems used with rigid fibrous glass ducts shall comply with UL181A and shall be marked 181A-P for pressure-sensitive tape, 181A-M for mastic or 181 A-H for heat-sensitive tape. Closure systems used with flexible air ducts and flexible air connectors shall comply with UL181 B and shall be marked 181 B-FX for pressure- sensitive tape or 181 B-M for mastic. Duct connections to flanges of air distribution system equipment or sheet metal fittings shall be mechanically fastened. Mechanical fasteners for use with flexible nonmetallic air ducts shall comply with UL 181 B and shall be marked 181 B-C. Crimp joints for round metal ducts shall have a contact lap of at least 1-1/2 inches (38 mm) and shall be mechanically fastened by means of at least three sheet-metal screws or rivets equally spaced around the joint. The parcel of discussion comprises an area of. approximately.1.24 acres and is accessed via the southern side bf E Snowcrest Lane. Presently, the site is undeveloped with.plans to..construct.a new single-family residence-with attached garage. The topography.of the site'and surrounding region is gently west sloping. Previous grading activities on-site.have resulted in the creation-of a flat development pad area along the eastern half of the parcel with small, slope sections positioned along the eastern and western margins of the flat pad. The flattened pad is the.area of proposed construction; downslope to the west is the proposed septic drain field. The small section of slope between the proposed home location and septic area spans an elevation change of roughly 4-5 feet at:a slope of approximately 1.5H:1V. This western slope section features established vegetation and 'did not display indications of slope movement or erosion. It is our understanding that the.grading activities on- site occurred between 12-15 years.ago. Since the grading activities, no-significant changes to the slope cuts have occurred. The primary focus for our site visit on October 24, 2023 was to assess the condition of the hillside , on the upslope,eastern side of the proposed development pad.The slope.of discussion is situated approximately 20 feet from the proposed home footprint. The slope ranges in height, generally increasing in height moving southward. Along the northeastern corner of the property,:the slope catches the .grade of E Snowcrest Lane. Moving southward, the slope height increases to a maximum of roughly:10-12 feet.Within the taller slope sections, vegetation in the form of various native shrubbery,.Scotchbroom, and: sporadic trees exist. During our site investigation, the primary focus is a section of slope off the northeastern corner of the home where invasive vegetation species were removed approximately -one year ago. Following removal of -the Scotchbrbom vegetation, shallow erosion has been noted within this section of slope.:The slope area of concern measures approximately 8 feet in height at a slope of approximately.60%. The exposed soils within the slope cut were noted to consist of moist, gray-brown, silty sand with gravel (SM). The relative density was investigated using a 48-inch soil probe and found to be unyielding.We interpret the on-site sediment to consist of hardpan glacial till deposits, consistent with the mapped geology and soils for the site and surrounding region. No indications of groundwater seepage or rill and sheet erosion were observed within the slope section. The area above the slope was investigated and found to be unyielding with no ground cracking or sloughing noted. Trees growing within and above the slope of discussion were noted to be straight-trunked and vertical; no indications of progressive downslope movement or rotation of the trees were observed. Based on our assessment of the slope of concern, it is our opinion that the slope is composed of very dense, undisturbed glacial material and is of low risk of slope failure. The primary concern regarding the slope in its present state is shallow erosion and raveling of gravel clasts exposed at the surface of the slope face. In our opinion, the slope is situated a sufficient distance from the proposed home footprint and should not serve to impact the structure. A thin layer of colluvium (-2-4")was observed at the base of the slope cut and did not extend more than 12-24 inches from the slope face. In our opinion, improvements should be made to mitigate the shallow erosion observed at present. We recommend the following improvements: Jute, coir, or turf reinforcement mat should be placed on the surface of all exposed ground surfaces, pinned using 9-inch landscaping staples at a 16-inch spacing. The erosion condition adjacent to the structures should be monitored periodically for any signs of surface erosion, degradation, and shallow failures. If significant erosion or failures are observed,then those should be mitigated as soon as possible. Vegetation should be maintained where it currently exists on existing slopes where disturbance is not necessary as part of construction. Existing bare and disturbed soil areas should be planted immediately with grass and deep-rooted plants and native conifers to help reduce erosion potential. Where felling of trees is necessary, stumps should be left intact except for areas where they encroach on the footprint of structures. All exposed soil should be hydroseeded or planted with a mixture of native plants as soon as possible-after-grading-is-complete.-If-the-construction-is-not-completed-until-the-later-part-of-the summer or fall and winter months, then the areas should be left covered until the springtime growing season. Additional Information While on-site, several open test pits of 4-foot depth were encountered near the proposed drainfield. The soils within these test pits generally displayed soil types consistent with those observed in the slope cuts, indicating consistency of competent sediment across the entirety of the property. The sediment types on-site have been mapped by the WA DNR as Pleistocene continental glacial till across the entirety of the property and surrounding areas. The mapped geology is generally consistent with the sediment types observed on-site. No groundwater seepage or standing water were noted within the open pits or elsewhere on-site. No indications of poor drainage or shallow groundwater were observed while on-site. Furthermore, no indications of upland waterbodies or wetlands were observed while on-site nor during our review of available mapping resources.
