Clearly identify all structures, includingfences fuel tanks and similar items. Include setback dimensions on site the Ian. P • DISTANCES TO OTHER STRUCTURES: Site plan, drawn to scale shall clearly identify distances, where required include fire-resistive details, including continuity, &tested assembly details. • FIRE RESISTANCE FOR EXTERIOR WALLS: When applicable include fire-resistive details, including continuity, &tested assembly details. • IDENTIFY TYPE OF CONSTRUCTION & PROVIDE ALLOWABLE AREA CALCULATIONS WHERE NEEDED. See Chapter 5, IBC. Type VB construction includes structures constructed with combustible construction such as wood framed structures. Type II construction includes steel structures constructed ENTIRELY by non-combustible construction. • FIRE-RESISTIVE RATED CONSTRUCTION &TYPE OF CONSTRUCTION : Where required demonstrate compliance. Include design calculations, demonstrating how occupant loads were calculated, on building plans. Include unfinished areas when calculating occupant load. As shown the unfinished area appears that it could be used as an assembly area, standing room only, with an occupant load factor of 5net. • EXIT PLAN: Clearly identify the exit path and exit signage on construction plans. • ENGINEERING REQUIRED: YES, include lateral and gravity design along code analysis demonstrating compliance for required exiting system, plumbing fixtures, accessibility, etc. Referencing Washington State RCW 18.08.410- Structures 4000 sq. ft or more shall have all plan pages reviewed and stamped by a Washington State licensed design professional. The review shall include a code evaluation addressing life-safety, plumbing & mechanical evaluation, and structural analysis. ALL PLAN PAGES SHALL BE STAMPED AND SIGNED BY THE DESIGN PROFESSIONAL, including plumbing and mechanical pages. • ACCESSIBILITY REQUIRED: YES, include compliance information including design calculations demonstrating compliance to Chapter 11 and details demonstrating compliance to ANSI 117.1 in effect at the time of submittal. Include information demonstrating compliance for restrooms, employee work areas, parking spaces, accessibility to structure, drinking fountain, signage, etc. When required verify that building plans contain compliance information. • PLUMBING SYSTEMS (Chapter 29 Washington Amendment to IBC): Using IBC Chapter 10, determine occupant load. The number of plumbing fixtures is determined based upon the occupant load. Plumbing fixtures need not be provided for unoccupied buildings. Permitted building shall comply. On plans, include design calculations for the following: water closets (M/F), Lavatories, Drinking Fountains, etc. Referencing IBC/WAC 2902.2 separate plumbing fixtures shall be required for each sex, except when the calculated occupancy load is 15 or less, then unisex fixtures are allowed. • NON-RESIDENTIAL ENERGY CODE: ALL enclosed spaces require Non-Residential Energy Conservation Code (IECCMISEC). Provide completed compliance forms (envelope & mechanical). Forms are available at: http://www.neec.net/resources/resources.html • LIGHTING: All non-residential structures shall comply with IECCM/SEC lighting requirements. Complete compliance forms and provide a lighting plan that includes switching locations. WSEC forms and information can be accessed at: http://www.neec.net/resources/resources.html. NO unless required by planning department • OIL SEPARATOR: REQUIRED when vehicle repair work is performed. Identify location and provide construction details. • PROVIDE A SPACE FOR STORAGE OF RECYCLED MATERIAL & SOLID WASTE (WAC51-50-009): Identify the location. • SPECIAL INSPECTION: Referencing IBC Chapter 17, Section 1704.1.1. Statement of special inspections prepared by registered design professional in responsible charge. Complete a Special Inspection authorization form. • INTERIOR FINISHES: Include information demonstrating compliance to Interior finishes required in IBC Chapter 8. • STORAGE SPACES: Identify material stored, anticipated quantities, height, and if hazardous, include MSDS sheets for each product. • STORAGE RACKS greater than 5'9" shall be permitted either with the proposed project or separate building permit. Where required documents shall include design information demonstrating stability for seismic conditions. Special inspection may be necessary, reference IBC Section 1707.6 and 1705.3 (4.5), storage racks, provide compliance information. • MECHANICAL EQUIPMENT: Identify the location and type of mechanical equipment located within, and outside the structure. Address foundation and support systems for equipment. Where new equipment will be placed on site provide UL listing information and/or construction details stamped by a Washington State licensed design professional. Where applicable include duct information and duct support compliance information. • FIRE MARSHAL REQUIREMENTS: Carefully review Fire Marshal comments requirements including fire protection requirements and identify compliance information on the proposed building plans. Show the location of fire extinguishers and identify type. • SPRINKLER SYSTEM: Verify that design calculations include additional load attributed to required fire sprinkler system. • SUSPENDED CEILING SYSTEMS: Provide details and specifications relating to suspended ceilings where applicable. Details shall be designed and approved for seismic loading in accordance to IBC Chapter 16. Williams, Foster&Williams Architects.14�I� PROJECT DESCRIPTION & SIZE: Construct a 12,186 sq. ft. church with a fire sprinkler system The following information is essential to perform a plan review by the Fire Marshal's office. Proposed construction plans and documents should include all information listed below. Please note that the Fire Marshal representative has made every attempt to identify all critical information that will be needed based upon the information provided in the pre-application documents. Additional information may be necessary when the Fire Marshal is presented with proposed plans for the project. The information provided below references the current adopted codes. A complete list is provided at the end of this document. • OCCUPANCY CLASSIFICATION & USE: Identify the occupancy classification(s) and specify use as defined and specified in accordance to the current International Building Code (IBC), Chapter 3 and International Fire Code (IFC), Chapter 2. • CONSTRUCTION TYPE: Referencing IBC, Chapter 6 clearly identify the type of construction. • WATER SUPPLY& FIRE HYDRANT: Referencing IFC, Section 508; clearly identify intended code compliance, including type of water supply. • FIRE FLOW: A copy of the approved method for determining fire flow is enclosed. Please provide a copy of the completed worksheet with proposed construction documents. • EMERGENCY VEHICLE ACCESS: A copy of the "Standards for Fire Apparatus Access Roads" adopted through Mason County Building Code, Section 14.17 is attached. Verify that documents clearly identify code compliance. • ADDRESSING: Referencing IFC, Section 505 and Mason County Code Chapter 14.28, all new buildings shall have an approved address. Applications for an approved address can be obtained on the Mason County website at: www.co.mason.wa.us, Forms and Brochures, Community Development, the address to the referenced web page is: http://www.co.mason.wa.us/forms/Community_Dev/index.php. Each building within the facility shall be distinguished with a separate identification so that emergency personnel can find the building in the event of an emergency. i • EXITS: Verify that construction plans comply with IBC and IFC Chapter 10. Provide a code evaluation that includes calculations demonstrating compliance to Section 1004. Construction plans must clearly identify all exits, exit paths, length, signage information, etc. • AUTOMATIC FIRE ALARM: Referencing IFC, Section 907 and NFPA 72, provide information demonstrating compliance. Note that automatic fire alarm systems shall require a separate "Mason County Fire Protection System Permit Application". The application can be obtaired by going to same website and page referenced above. • SPRINKLER SYSTEM: Referencing IFC, Section 903 and NFPA 13, provide information demonstrating compliance. Note that automatic fire sprinkler systems shall require a separate "Mason County Fire Protection System Permit Application". The application can be obtained by going to same website and page referenced above. • FIXED FIRE SUPPRESSION SYSTEM: Referencing IFC, Sections 904 and 905, provide information as needed on construction plans demonstrating compliance. Note that fire suppression systems shall require a separate "Mason County Fire Protection System Permit Application". The application can be obtained by going to same website and page referenced above. Standpipe systems, where required, need to be clearly identified on construction plans. • KNOX BOX: Referencing IFC, Section 506, access shall be required, typically through use of a knox box. Provide compliance information with construction documents. Contact the local fire district to make arrangements for an approved key box, location, etc. The local fire district for your project is Fire District Number: 2 and can be reached as follows (360)275-6711: • GAS METERS/TANKS: Referencing The International Fuel Gas Code (IFGC) and NFPA 58 provide compliance information as required within the referenced codes. • STORAGE (TYPE, HEIGHT, ETC.) Referencing IFC, Chapter 19 (Lumber yards and wood working facilities), Chapter 23 (High-piled combustible storage), Chapter 27 (Hazardous Materials), etc. o Identify all materials to be stored, including commodity classification (see IFC2303 and Table 2306.2), and type of plastics when applicable. Include anticipated quantities, loose or baled, anticipated height, o Identify hazardous materials classified as a physical or health hazard, include MSDS sheets as specified in IFC Section 2703.4. Referencing Table 2703.1.1(1), identify proposed control areas and method of protection. Referencing IFC Section 2704, identify spill control and proposed secondary containment, see also IFC Table 2704.2.2 o Identify method of storage (i.e. racks, shelves, pallets and what storage method is constructed of such as plastic, wood, metal, etc.) If pallets will be used , identify location of unused pallets and anticipated quantity o Identify flammable and combustible liquids, flammable gases, and flammable solids regulated under IFC Chapters 34, 35 and 36. PARCEL NUMBER: 12331-32-00040 SITE ADDRESS: 2221 NE State Route 300, Belfair WA PROJECT DESCRIPTION: New 12,186 sq. ft. church and 8,100 sq. ft. basement; fire suppression system, parking area and associated stormwater system. Property is zoned in Rural Area Rural Residential 5 zone. Property has some site preparation but no improvements. Applicants received approval of Special Use Permit (DDR2013-00016) by the County Hearing Examiner on June 20, 2013 for a church building of 8,000 sq. ft. in size. Approval included eight added conditions: a) access approval from State Route 300 by WA Dept. of Transportation; b) frontage improvements to Gladwin Rd. when deemed by Mason Co. Public Works; c) address potential trespassing issue to Lynch Cove Community Park if problems arise from users of church property; d) stormwater site plan to control and treat runoff during rainfall events; e) water main extension agreement with Aquarius Utilities LLC; f) vegetation and fence provided to screen land use from adjacent properties; g) adequate parking provided; and h) assessment of water quality impacts to nearby aquifer recharge areas by stormwater treatment system and ponds. Narrative for current proposal calls for potential expansion to 12, 200 sq. ft. building, and the site plan drawings call for an 8,705 sq. ft. potential expansion. Both of these proposals were not addressed in the 2013 Special Use Permit review approved by the County Hearing Examiner. Those new proposals will need the public hearing review by Special Use Permit. Setbacks for non-residential land use: Front yard setback. 25 feet. Side and rear yard setbacks. 25 feet. Buffer plantings recommended in the first 10 feet of this setback. Building Size. 3,000 sq. feet maximum; larger building of 8,000 sq. ft. size has been approved by June 2013 Special Use Permit. Critical Areas: no wetland and type F stream areas present; Hood Canal shoreline is more than 200 feet to the southeast. Parking for church follows condition of Special Use Permit: 1 stall per 4 seats or per 50 sq. ft. of floor area for assembly not having fixed seats; applicant shall describe and portray at time of building application. Stormwater: For the proposed buildings and parking or use areas represented, the applicant must provide concise engineered review plans and submittal checklist following the 2005 Stormwater Manual that clearly states how the MCC 14.48 stormwater standards are met, with some review by Mason Co. Public Works stormwater coordinator [Loretta Swanson (360) 427-9670 ext. 769]. A current O&M plan will be needed for the pond modification; and a source control plan (along with a pre-treatment schedule) will needed for the new building. l< 1 PAR Tj 5 DATE PRE-APPLICATION CONFERENCE REQUEST FORM The purpose of the pre-submission conference is to identify and/or eliminate as many potential problems as possible in order for the project to be processed without delay. Representatives for the Fire Marshal's Office, Building Department, Environmental Health, Planning, and Public Works Departments may attend the meeting to discuss rules and regulations applicable to the proposed project. Topics covered during the meeting will include the comprehensive plan, shoreline program, zoning, availability of sewer and potable water, development concepts, building construction, fire protection and life safety concerns of the proposed project. The pre-submission conference will be most informative when you provide accurate and detailed information on the Pre-Application Conference Application Form and the site plan. Applications will be accepted when all information is received and deemed complete. Pre-Application Conferences are held every Wednesday and last up to one hour. To schedule a meeting complete the applications and return with 10 copies of the detailed site plan, by 3:00 PM on the Wednesday two weeks prior to the proposed meeting. 1.
