A "Special Use" is one that possesses unique characteristics due to size, nature, intensity of use,
technological processes involved, demands upon public services, relationship to surrounding lands, or other
factors. The purpose of this application is to provide for adequate oversight and review of such development
proposals, in order to assure that such uses are developed in harmony with surrounding land uses, and in a
manner consistent with the intent of the Development Regulations for Mason County; Ordinance No. 82-96.
Acceptance of this application by Mason County does not guarantee approval of request.

Special Use Permit Application
Project Description:
North Mason Regional Fire Authority(NMRFA) is seeking a Special Use Permit (SUP)to construct a new
fire response and administration facility at 490 NE Old Belfair Hwy, Belfair, WA. The new facility will
replace the existing station (built in 1971)to improve emergency response capacity and efficiency, while
providing an energy efficient, durable public asset that reduces operational costs and reflects positive
stewardship of community resources.
The property in question consists of two adjacent parcels (123291190060, 123291100030) currently
zoned R-4, sitting within the Belfair Urban Growth Area (UGA).The two parcels are north of and
immediately adjacent to the existing NMRFA station,which is located in the same zoning classification.
The subject parcels will be joined into a single property using Mason County's Boundary adjustment.
Emergency response facilities are allowed in the R-4 zone with a Special Use Permit under current
zoning guidelines.
1. Will the proposed use be detrimental to public health, safety, and welfare?
To the contrary, the project will enhance all three by improving the NMRFA's ability to effectively
respond to emergencies in the region. NMRFA is an essential service whose coverage area is 132 square
miles of northeast Mason County. With such a large geographic response area, expanded capacity and
efficiency of operations is critical to the health,safety and welfare of the approximately 22,000
community residents served. Granting the SUP will allow the Authority to modernize and expand
operations to better serve the community that overwhelmingly supported the bond effort to fund the
new project at this location.
2. Will the proposed use be consistent and compatible with the intent of the Comprehensive
Plan?
The existing NMRFA station location predates the Comprehensive Plan by a substantial margin and is an
asset around which population growth and community development are necessarily planned. In the
most basic sense,the SUP is clearly compatible with and supports the Comprehensive Plan approach to
smart growth management, since the service already exists at the location under consideration. From a
more meaningful long-term standpoint,the improvement of emergency response within the UGA will
promote the plan objectives for urban growth and density by providing additional emergency response
capacity in an area where significant population growth is expected.
3. Will the proposed use introduce hazardous conditions, at the site,that cannot be mitigated
through appropriate measures to protect adjacent properties and the community at large?
The proposed use does not introduce hazardous conditions but does serve to mitigate existing potential
risk exposure that can result over time from changing best management practices.The existing NMRFA
Station 21 has operated at the immediately adjacent location to the subject property for almost 50
years. Emergency response necessarily involves impacts to traffic, stormwater, and utilities. The
proposed SUP to relocate the facility improves the situation in the following ways:

0 The existing response egress apron is integrated directly with public parking and apparatus
return routing.The arrangement creates a very large, loosely defined frontage onto Old Belfair
Hwy where the public and emergency vehicles may be exiting or returning at any given time.
The proposed new location and layout will separate public parking and maneuvering completely
from emergency response vehicle routing on site,while providing improved wayfinding.This
improves safety and efficiency for both the public and fire personnel.
• The existing station sits at a low point in the topography on the highway frontage, along an
incline that rises toward the north.The building itself is further set below the adjacent highway
grade. Responding vehicles must climb away from the station and approach the highway
shoulder to have a clear view of oncoming traffic.The new station location and arrangement is
at an elevated portion of the natural incline, positioned six feet higher in elevation than the
existing station, and will allow apparatus to have a clearer view immediately upon exiting the
bays, as well as being more visible to approaching traffic.
• With approval of the SUP,the new facility and vehicular routing will be located further from
sensitive wetlands areas. The topography of the proposed site lends itself to containment of
stormwater on site,with adequate space to accommodate storm events and allow for very slow
rates of infiltration without overflowing or discharging storm water offsite in excess of what
would naturally occur.
• New development automatically triggers the need for full compliance with current technology
and best practices for treatment of domestic waste. New on-site septic disposal designed for the
appropriate staff count and fixture loading will mitigate potential for failure of aging systems.
Septic drain field and tank to be located where potential impact to wetlands and neighbors, or
interference with storm water management, is minimized.
4. Is the proposed use served by adequate public facilities,where they are in place, planned as a
condition of approval or as an identified item in the County's Capital Facilities Plan?
The proposed use exists in virtually the same location within the Belfair UGA as the exiting fire station.
The current fire station is currently served by the available public facilities and services.These services
include water, power, internet from public service providers and sewer capacity is nearby on the Old
Belfair Highway.The new fire station would be served by the exact same services.
S. Will the proposed use have a significant impact upon existing uses on adjacent lands?
The proposed use will not have significant impact upon existing uses on adjacent lands. Current uses on
the lands surrounding the location of the existing fire station are primarily mixed use and residential.
The locating of a new fire station to the immediate north of the existing fire station will not impact
surrounding land uses.
6. If located outside of an Urban Growth Area,will the proposal result in the need to extend
urban services?
N/A—the proposal is within the Belfair Urban Growth Area.
