Structural Engineers
We would like to request a pre-application meeting to discuss the development of a new Fire
Station for North Mason Fire District. Attached is a conceptual site plan for staff review and Landscape Architects
feedback. A project description and specific questions are provided below.
Project Description Community Planners
The proposed new Fire Station would be located to the north of and adjacent to the existing fire Land Surveyors
station located at 460 NE Old Belfair Hwy. The new station would be located on Tax Parcel
123291100030 at 490 NE Old Belfair Hwy. The property is 2.5 acres and currently contains a
single-family residence with accessory structures. The existing fire station may be re-used for Neighbors
government offices and the District may continue to share use of the existing building for
community use/special events. The properties are located in the Mason County Belfair UGA.
Both parcels are located in the Low Density Residential (R-4)zoning district.
As depicted on the conceptual plan, the site has the potential to provide a 2 story, 4-bay,
approximately 18,000 square foot fire station. The intent is for the existing residence to remain
with access shared through the north side of the property. 19 new parking spaces would be
provided for the new fire station and parking may be reconfigured on the existing
building/future government office building. We anticipate that there would be shared use of
parking on the two parcels and have therefore configured the site to accommodate vehicle
circulation. The proposal would create three distinct driveways instead of the current
continuous driveway that is located at the existing fire station.
We are evaluating the potential to connect to the existing sewer located approximately 1,200
feet south in Old Belfair Hwy. If that proves unfeasible, another option may be to construct an
onsite septic system in the east end of either of the two properties.
Stormwater will likely be treated on site and conveyed to the existing storm system located in
Old Belfair Hwy. Water is also available in Old Belfair Hwy.
Questions for Staff
At the meeting, we would like to discuss County staff comments on the proposal. Specifically,
we have the following questions:

1. According to the Matrix of Permitted Uses provided in Figure 17.03.020 of Mason
County Code, Fire Stations are listed as permitted uses in Urban Growth Areas. Please
confirm. Fire Stations are not listed in Chapter 17.22.020—040.
2. The Matrix also lists public utility offices and professional offices as being allowed uses.
Please confirm the existing fire station could be re-used for government offices.
3. Fire Stations require wide driveway aprons to accommodate truck access and
circulation. Are the three driveways and the proposed access acceptable?
4. Are road frontage improvements required for the proposed project? If yes, please
provide a roadway section or description of the required improvements.
5. We have not determined if we would retain the existing parcel lines, move parcel lines or
consolidate the two parcels into one parcel. Please explain the issues the proposed site
plan would have under either scenario. Would a septic drainfield be allowed to serve a
use located on a different parcel? Would the shared access and driveway connections
be allowed to cross a property line? Would there be relief from the landscape buffer
requirements between the two uses?
6. In order to assess the potential to connect the project to sewer, please provide record
drawings for the nearest sewer connection. Are there any private or public proposals to
extend the sewer closer to the project site?
7. Please confirm that we have the option of following the Low Impact Development
requirements for the Belfair UGA found in Chapter 17.80, or the most recent Ecology
Stormwater Manual.
8. Please provide a definition for Lot Coverage. We understand there is a 35 percent
maximum in the R-4 zoning district. What does that include? We may need to use
pervious surface in the standard vehicular parking areas, will that be an acceptable
method to reduce lot coverage?
9. What is the likely schedule for processing the SEPA, site development and building
permit applications?

The purpose of the pre-submission conference is to identify and/or eliminate as many potential pro ems regarding a
proposal. Representatives from the Fire Marshal's Office, Building Department, Environmental Health, Planning, and
Public Works Departments may attend the meeting to discuss rules and regulations applicable to the proposed project.
Topics covered during the meeting may include the comprehensive plan, land divisions, shoreline program, zoning,
availability of sewer and potable water, development concepts, building construction, fire protection and life safety
concerns of the proposed project. The pre-submission conference is intended as an informative meeting. The intent is to
provide detailed information'to the applicant in regards to codes and process.
Incomplete applications will not be accepted. If application is deemed incomplete it will be returned.
All Conferences are on Mondays (except holidays)
To schedule a meeting,you must complete the requirements for submittal including the required eight(8)copies of
detailed site plan(max. size 11"xl7"), as well as eight(8)copies of all other accompanied documents.
