SEPA ENVIRONMENTAL CHECKLIST
Purpose of checklist:
Governmental agencies use this checklist to help determine whether the environmental impacts of your
proposal are significant. This information is also helpful to determine if available avoidance, minimization
or compensatory mitigation measures will address the probable significant impacts or if an environmental
impact statement will be prepared to further analyze the proposal.
Instructions for applicants:
This environmental checklist asks you to describe some basic information about your proposal. Please
answer each question accurately and carefully, to the best of your knowledge. You may need to consult
with an agency specialist or private consultant for some questions. You may use "not applicable" or
"does not apply" only when you can explain why it does not apply and not when the answer is unknown.
You may also attach or incorporate by reference additional studies reports. Complete and accurate
answers to these questions often avoid delays with the SEPA process as well as later in the decision-
making process.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of
time or on different parcels of land. Attach any additional information that will help describe your proposal
or its environmental effects. The agency to which you submit this checklist may ask you to explain your
answers or provide additional information reasonably related to determining if there may be significant

This proposal is for the design of a sewer collection system area. A construction phase
project would occur after design is completed. There are additional Belfair collection
system areas anticipated for the future but they are not part of this project.
8. List any environmental information you know about that has been prepared, or will be

An environmental assessment was completed in 2009 for the Water Reclamation Facility
and initial collection system area which the Old Belfair Collection System would connect
with. It was approved by EPA on 10/14/09 with a Finding of No Significant Impact.
9. Do you know whether applications are pending for governmental approvals of other

No permits are needed for us to complete the design of this collection system. For construction
Department of Ecology will need to approve the design of the collection system before
construction could begin, an HPA Permit will be needed from Washington Department of Fish

and Wildlife (F&W), a right-of-way permit will be needed from Mason County Public Works, land
use approval will be needed from Mason County Community Development, and the Department
of Ecology will need to issue a construction stormwater permit. In addition the County will need
to consult with local tribes and the Washington Department of Historical Preservation (DAHP)
and address any of their concerns prior to the start of construction.

The Old Belfair Highway Collection System would eliminate 171 septic systems within the Belfair Urban
Growth Area by connecting 187 properties to the Belfair Sewer System. The department of Health has
identified septic systems as contributing to the declaration of a portion of the Lower Hood Canal as a
severe public health hazard. In 2012 the Belfair Water Reclamation Facility and Phase 1 of the collection
system went into service. The funding application to the Department of Ecology is to complete the
engineering design and permitting for the Old Belfair Highway Collection System Phase.
12. Location of the proposal. Give sufficient information for a person to understand the precise
location of your proposed project, including a street address, if any, and section, township, and
range, if known. If a proposal would occur over a range of area, provide the range or
boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic
map, if reasonably available. While you should submit any plans required by the agency, you
are not required to duplicate maps or detailed plans submitted with any permit applications

The collection system area is generally the area within the Belfair Urban Growth Area that is north of NE
Roy Boad Road, State Route 3, and west of the railroad tracks. The collection system would connect
with the existing Belfair System System on Old Belfair Highway about 500' north of the intersection of Old
Belfair Highway and State Route 300. The general legal description of the area would be parts of
sections 20, 21, 28, and 29 of Township 23N, Range 1 W. A site plan is attached with this checklist.
B. ENVIRONMENTAL ELEMENTS hf eM

The soils in the area are generally sandy loams with some gravel here and there. For the construction
phase of the project some soils would be removed to install piping, manholes, and lift stations.
Construction would occur within existing right-of-way so existing agricultural areas would not be disturbed.

d. Are there surface indications or history of unstable soils in the immediate vicinity? If so,

There are some slopes in the project area which could have landslide or erosion
potential. The steepest slopes are on the north and east edge of the proposed collection
system. The existing roadway system is generally on the western side of the proposed
area with parcels on the east side served by roads running west and south to Old Belfair
Highway. Construction would occur within existing roadways. The collection system
design would take into account any steep slopes that the sewer mains go through to
mitigate any potential soil issues.
e. Describe the purpose, type, total area, and approximate quantities and total affected area of
any filling, excavation, and grading proposed. Indicate source of fill. 1hel
A 2011 quantity estimate projected 25,000 cubic yards of trenching for the sewer pipe.
Three lift stations are proposed which would add another 1,000 cubic yards for a total of
around 26,000 cubic yards of excavation. Backfilling in these areas would be crushed
rock or native material, depending on the location and depth of excavation. The crushed
rock would meet Washington State Department of Transportation Specifications.
f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.

Construction of the lift stations will result in some clearing and excavation that could lead
to erosion. The pipe trenching could cause erosion but the contractor would be required
to backfill every day so large lengths of exposed trenches would not occur.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)? hf e
The sewer piping will not increase impervious surface areas as it will be covered with whatever
material existed prior to installation of the pipe. For most of the existing roadways this would be
pavement or gravel. Service laterals running to individual parcels would be covered with existing
landscaping of the property. The proposed lift stations are expected to increase the impervious
area. Total increase of impervious area is less than 5,000 square feet.
h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: 1LgjpJ
County will obtain an Ecology Stormwater NPDES Permit for project construction. Contractor will
be required to comply with NPDES Permit and implement erosion control BMP's according to
approved erosion control plans.

a. What types of emissions to the air would result from the proposal during construction,
operation, and maintenance when the project is completed? If any, generally describe and
give approximate quantities if known. 1hel
Construction vehicles would exhaust combustion engine emissions. Upon completion of
the project electricity would be used operate pumps within the system. Emissions may
be created in the creation of the electricity. Vehicles would be used by employees for
maintenance and repair of the system.
b. Are there any off-site sources of emissions or odor that may affect your proposal? If so,
generally describe. 1hel
Carbon dioxide and nitrous oxide are emitted from wastewater by organisms consuming
wastewater nutrients during the biological process of wastewater treatment.

c. Proposed measures to reduce or control emissions or other impacts to air, if any: hf elpl
Currently the septic systems used by property owners in Belfair are pumped out and land applied.
Septage when land applied releases methane in the air as part of its decomposition. Converting this
area to sewer from septic will eliminate this release of emissions. The elimination of 171 septic tanks
will also eliminate the need for septic pumping trucks to visit the area reducing vehicle emissions.
3. Water 1hel
a. Surface Water:
1) Is there any surface water body on or in the immediate vicinity of the site (including
year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe
type and provide names. If appropriate, state what stream or river it flows into. 1hel
Irene Creek and Viola Creek travel through the proposed Old Belfair Highway Collection System
Area. They empty into Union River which generally runs north to south just west of the proposed
collection system area. There are some ponds in the area as well.
2)Will the project require any work over, in, or adjacent to (within 200 feet)the described
waters? If yes, please describe and attach available plans. hf e
New sewer mains will need to be installed within existing roadways that cross these
creeks. Work may be done by typical pipe excavation or boring using trenchless
technologies. A draft plan of the collection system is included with this application which
shows the creek crossings. Any excavated material would be existing roadbed material.
3) Estimate the amount of fill and dredge material that would be placed in or removed
from surface water or wetlands and indicate the area of the site that would be affected.

No fill or dredge material would be used in surface water or wetland areas. If a creek crossing
isn't bored then the pipe would be placed within existing roadway prism already crossing the
creek.
4)Will the proposal require surface water withdrawals or diversions? Give general

Effluent is land applied and infiltrated into the ground from a storage pond.

area by sending sewage to the Belfair WRF.
c. Water runoff(including stormwater):
1) Describe the source of runoff(including storm water) and method of collection
and disposal, if any(include quantities, if known). Where will this water flow?

No additional runoff will be created by the underground sewer mains. The new
impervious area created by the lift stations will create a minimal amount of new
stormwater runoff that will be treated on-site and infiltrated.

of Ecology regulations before being infiltrated into groundwater.

Roadside vegetation and landscaping will be removed for installation of the sewer mains
and the sewer laterals for the individual parcels. These areas will be replanted upon
completion of the sewer mains with grass and shrubs.

The 2009 Environmental Assessment lists two state-listes plant species. The Adder's tongue
(Ophioglossum pusillum)and few-flowered sedge (Carex pauciflora) have been observed in
the project vicinity.
d. Proposed landscaping, use of native plants, or other measures to preserve or enhance
vegetation on the site, if any: hf e
Any disturbed vegetation in roadway areas due to sewer main installation would be
replaced with grass and/or shrubs as appropriate. Property owners will repair
landscaping damaged from service lateral installation according to their tastes. Some
landscaping of lift stations may occur depending on the site.
e. List all noxious weeds and invasive species known to be on or near the site. lbpjpj
The typical invasive weeds found in Mason County are prevalent within the proposed
project area. This includes Himalayan Blackberry, Scotchbroom, etc. Any invasive
weeds in the way of construction will be removed.

The 2009 environmental assessment listed the following threatened or endangered
species in the Belfair Area: Puget Sound Chinook, Hood Canal Summer Chum, Puget
Sound Steelhead, Marbled Murrelet, and Bald Eagle.

The area is part of the Pacific Flyway.

Electricity will be used to power the lift stations and grinder pumps needed to run the
collection system. Lift stations will have emergency generators that would most likely be
powered by diesel.

The design of the collection system will use gravity to the greatest extent possible. This
reduces the need for more lift stations which minimizes electrical usage of the system.
The Belfair Water Reclamation Facility where the sewage will end up is a LEED certified
facility that incorporates many energy saving features in its design.
7. Environmental Health [hel
a. Are there any environmental health hazards, including exposure to toxic chemicals, risk
of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal?
If so, describe. h� e
Lift station or grinder pump failure could result in overflow of untreated sewage onto the ground.
Lift stations will have redundant pumps and emergency generators to prevent overflows.
1) Describe any known or possible contamination at the site from present or past uses.

2) Describe existing hazardous chemicals/conditions that might affect project development
and design. This includes underground hazardous liquid and gas transmission pipelines
located within the project area and in the vicinity. hf elpl
Cascade Natural Cas provides natural gas service to the area. The collection system
will be designed to avoid any conflicts with natural gas mains and services.
3) Describe any toxic or hazardous chemicals that might be stored, used, or produced
during the project's development or construction, or at any time during the operating

Emergency generators located at lift stations will be powered by diesel fuel that will be
housed in generator fuel tanks.
4) Describe special emergency services that might be required. hf e
No special emergency services are expected.
5) Proposed measures to reduce or control environmental health hazards, if any: hf e
Project will reduce environmental health hazards by eliminating septic tanks and
drainfields in the area that are contributing to water quality degradation of Union River
and Lynch Cove.

1)What types of noise exist in the area which may affect your project (for example:

During construction typical noise from work trucks, excavators, dump trucks, etc. will
occur. Once construction is done the project will create almost no noise except for
when emergency generators at the lift stations are operated.

2)What types and levels of noise would be created by or associated with the project on a
short-term or a long-term basis (for example: traffic, construction, operation, other)? Indi-

Construction noise would occur during the day on workdays with hours limited from 7 AM
—8 PM. Exercising of emergency generators would occur during the day but during an
emergency the generators could operate any time of the day.

Lift stations and grinder pumps will be located underground which minimizes noise from
operations. Generators will have sound attenuating enclosures.
8. Land and Shoreline Use hf elpl
a. What is the current use of the site and adjacent properties?Will the proposal affect current

The current use of the area is a mixture of residential, commercial, and agricultural
lands. The proposal will not alter any of these uses.
b. Has the project site been used as working farmlands or working forest lands? If so, describe.
How much agricultural or forest land of long-term commercial significance will be converted to
other uses as a result of the proposal, if any? If resource lands have not been designated,
how many acres in farmland or forest land tax status will be converted to nonfarm or

Some of the properties to be served by sewer have been used as farmland but almost all
of the project area is zoned residential. One parcel is zoned as Long Term Agricultural.
Completion of the collection system would allow some undeveloped parcels to develop
according to the zoning regulations in place for the Belfair UGA.

business operations, such as oversize equipment access, the application of pesticides,

Current structures within the roadway are existing utility lines and the roadway prism.
The parcels to be served by the collection system have homes and outbuildings on them

The proposed collection system area includes R-4, R-5, LTA, GC-BI, and MU zoning

The vast majority of the area is designated as residential.

The proposed collection system area contains streams and potential wetlands. It is
unknown at this time whether construction would impact any wetlands. Any stream
crossings would occur within existing roadway prisms.

The collection system area would serve 187 parcels, 171 of them with existing septic
systems in place. Based on 171 septic systems, approximately 350 people live in the
area. Upon maximum development of the area 500—600 people could live in the area.

None. This project will not create impacts on significant agricultural or forest lands.

Project Title Belfair Sewer Old Belfair Highway Collection System 615 W. Alder Street
Project Short Description This funding application is to complete the engineering design and permitting for the Old Belfair
Highway Collection System. Building this collection system will eliminate 171 septic systems in the
Belfair Urban Growth Area. In 2012 the Belfair Water Reclamation Facility and the Initial Connection
Collection System went into service. The Old Belfair Highway Collection System would send sewage
to the Belfair Water Reclamation Facility (WRF).
Project Long Description The Old Belfair Highway Connection Project will improve water quality and public health by replacing
existing on-site residential septic systems with a wastewater collection system that will transport
wastewater to the Belfair Water Reclamation Facility. It will also provide economic benefits by
allowing for development within the Belfair UGA and providing a source of reclaimed water to use
for non-potable water uses.
Water quality benefits
The project will reduce anthropogenic sources of nitrogen, other nutrients, and fecal coliform
bacteria to Union River and Hood Canal. Many of the septic systems that serve the Old Belfair
Highway area are more than 20 years old and do not meet current on-site wastewater system
design regulations. Under the proposed project around 171 septic systems would be
decommissioned, and the wastewater would instead be treated at the Belfair Water Reclamation
Facility and applied to forested land. This project would reduce fecal coliform and nitrogen loading in
the lower Hood Canal and help reduce the anoxic conditions that contribute to Hood Canal fish kills
and threats to listed chinook, chum, steelhead, and coho. The proposed project is consistent with
priority C3 of the Puget Sound Partnership Action Agenda, Prioritize and complete upgrades to
wastewater treatment facilities to reduce pollutant loading, as it facilitates the use of advanced
wastewater treatment in nutrient-sensitive Hood Canal.
Public health benefits
Failing on-site septic systems were the main reason DOH declared the Lynch Cove portion of Hood
Canal a severe public health hazard in 2002 (see Exhibit A). By improving water quality in the Lower
Hood Canal, this project will decrease the risk to human health and allow continued, safer
recreational use of the canal. The risks to human health, and the opportunities for human exposure,
are high given the numerous recreational opportunities Hood Canal provides. As shown in Exhibit B,
prohibited shellfish beds are concentrated in an area affected by discharge from the Belfair UGA. As
distance increases from the project area, the 303(d) water quality category in Hood Canal improves,
a direct result of the distance from Belfair. Exhibit C shows a map of 303d listings near the Old

General Information
Belfair Highway Project Area. Eliminating the point-source discharges from the 171 existing septic
systems will help prevent any further restrictions on existing shellfish beds and support an upgrade
of the remaining "Prohibited" shellfish beds in Lynch Cove to "Approved."
Economic Benefits
The reclaimed water generated by the Belfair Water Reclamation Project will support the backbone
for infrastructure in Belfair as mandated by the Growth Management Act. The availability of low-cost
reclaimed water source will eliminate the amount of water taken from local water resources to
support industry and economic development in Mason County. The proposed laterals will utilize the
existing Belfair Water Reclamation Project. This wastewater collection and treatment system is
substantially more reliable than inspecting, repairing, and replacing as necessary the individual
on-site septic systems in the Belfair UGA.
Table L-1 of the Funding Guidelines lists the MHI of Mason County as $49,538. Table L-1 also says
the County is not eligible for Preconstruction Hardship funding. But the Belfair Sewer System area
has a lower MHI than the overall County. Exhibit I shows the MHI's of the Belfair Sewer two census
blocks. Estimating that half the residents live in each census block, the MHI for the Belfair Sewer
System would be $37,873 which would qualify for hardship funding.
Financial Benefits
Adding more users to the Belfair Sewer System will increase utilization of the Belfair WRF facilities
and provide a broader financial base for the utility. Increasing the size of sewer systems provides an
economy of scale which can benefit users by helping to stabilize system user rates.

Overall Goal The goal of the project is to construct the Old Belfair Highway Collection System portion of the
Belfair Sewer System. The benefits for this project are:
1) Eliminate 171 septic systems which will reduce nutrient loading in the Union River and Hood
Canal. This is a goal of the Union River TMDL.
2) Connection of these properties to the Belfair Sewer System will generate reclaimed water that

this sub-task.

Task Costs and Budget
Describe the process used to estimate the cost of the project.
When Mason County applied for funding in 2011, ESA, Inc. was hired to complete the application and as part of that created a design
and construction cost estimate that included material quantities based on a preliminary site plan created by ESA, Inc. The current cost
estimate was created by taking the quantities from that estimate and applying current material costs to come up with a construction
cost. Unit costs were based on a review of the WSDOT bid analysis webpage, recent cost estimates, and engineering experience.
The pipe bedding, pipe trenching, and pipe backfill bid items from the 2011 cost estimate were eliminated because the WSDOT bid
costs for piping includes bedding, trenching, and backfill.
Using the new construction cost, a design phase cost was estimated based on a percentage of the construction cost. Design was
20%, permits 2%, soil studies 1%, survey and easements 3%, county administration 2%, and community outreach 1% of construction.
When you add 6% for construction administration and material testing you arrive at a total design and administration cost of 34% of
construction cost for design and construction phases. This is a reasonable percentage given the large area and scope of the project.
There are several known creek crossings and wetland areas that will need to be dealt with as part of this project. Mitigation and/or
permitting for these crossings could cause substantial costs for a project.
This approach is appropriate to determine the design phase cost of the project. The construction cost estimate, however, is in 2016
dollars. As the project schedule anticipates construction in 2020, the 2020 construction cost estimate is higher. If you assume average
inflation of 2.5% over the next 4 years and add in a 10% contingency at this planning level cost estimate, the 2020 construction cost
estimate is $6.56 Million instead of the $5.46 Million in our 2016 cost estimate.
Describe the process used to determine that this project is the lowest cost solution to the problem.
If the proposed project is not the lowest cost, describe the other benefits or considerations such as feasibility, community acceptance, or
coordination with other projects that influenced the decision making process.
In 2007, due to water quality issues in the Hood Canal and the amount of on-site septic systems in the Belfair Area, Mason County
amended their sewer regulations regarding the use of on-site septic systems in the Belfair UGA (Exhibit D, attached as upload). This
ordinance eliminated the creation of new lots using on-site sewage disposal systems, required existing on-site systems to connect to sewer
if the system was within 500 feet, and required any new subdivisions to install community drainfields with sewer systems that would connect
to the Belfair System once it is within 500 feet.
In 2012 the Belfair Sewer System which consisted of the Belfair Water Reclamation Facility and the initial connection collection system was
put into operation. The proposed Old Belfair Highway Connection System would pump into the initial connection system. Creating a larger
system will help build an economy of scale that will help pay for the Belfair Sewer System.
The only other option to eliminate the on-site septic systems would be to install holding tanks at each property, eliminate the drainfields, and
require property owners to haul out the sewage through pumping trucks. While this would have a lower initial construction cost, the long term
cost of continuous hauling of sewage makes this a costlier solution to centralized sewage treatment.

Water Quality and Public Health Improvements
Name the water body(ies) the project will improve or protect and describe the current regulatory requirements and available
planning documents for the water body. Include a description of any NPDES permitting requirements, TMDLs, or local watershed
plans.
The project area is located within the Union River watershed which empties into Lynch Cove in the Hood Canal. Union River has 303D
listings for temperature and bacteria. Lynch Cove has multiple 303D listings for bacteria. The east portion of Lynch Cove where the Union
River empties into was closed to shellfish harvesting in 1987 due to nonpoint source pollution. Completion of the Old Belfair Highway
Connection Project would eliminate 171 on-site septic systems which are contributing to the non-point source pollution problems in the
Union River and Lynch Cove thereby improving water quality in those waterbodies.
The Union River has a TMDL for bacteria. The TMDL study was completed in October of 2001. The detailed implementation plan for the
TMDL was completed in August of 2003. The executive summary of the implementation plan stated the Union River would meet water
quality requirements by 2007 but this has not happened. An effectiveness study was undertaken in 2008 and 2009 to evaluate TMDL
effectiveness and published in 2010. The effectiveness study took samples at five TMDL monitoring sites along Union River, three additional
sites on Union River, an additional site at Little Mission Creek, and one additional site at Big Mission Creek. The results of the study showed
seven of the eight Union River sample sites did not meet annual water quality standards. When the critical period of May - December was
looked at all eight sample sites did not meet water quality standards. The sites at Little Mission and Big Mission Creek did meet water quality
standards.
Describe how the project area is connected to this water body and how implementation of the project will meet regulatory
requirements or support the water quality planning efforts listed above. Reference the specific requirements or recommendations
that the project will address and discuss how the project will reduce or prevent the pollutants listed from entering the waterbody.
All projects in the Puget Sound Region must include the elements of the Puget Sound Action Agenda that will be supported by the
proposed project.
The water quality problem addressed by the proposed project is severe enough to contribute to a public health hazard, shellfish harvesting
closures, degradation of threatened salmonid habitat, and fish kills.
Public Health Hazards
The on-site wastewater (septic) systems in the Belfair Urban Growth Area (UGA) are sources of fecal coliform bacteria and increased
nutrient loads in Hood Canal, contributing to shellfish harvesting closures and Hood Canal's listing as an impaired water body on the state's
303(d) list. Union River is also an impaired water body due to fecal coliform bacteria and has a TMDL. The Washington State Department of
Health (DOH) has identified these on-site wastewater systems, many poorly functioning or failing, as contributing to the declaration of a
portion of the Lower Hood Canal as a severe public health hazard. (Exhibit F, Seattle Times, People Helping Suffocate Hood Canal
Scientists Say, 2008). The existing on-site septic systems transmit bacteria and viruses from insufficiently treated wastewater into Lower
Hood Canal. These contaminants can be spread to humans via ingestion or direct water contact from swimming and wading. Bacterial or
viral illnesses caused by wastewater-contaminated groundwater and surface water include gastrointestinal problems and other illnesses,
such as hepatitis A and cholera (ESA Adolfson, MSA, and O'Neal and Associates, 2007).

Degradation of Threatened Salmonid Habitat
Salmonids and other threatened fish resources are present in Hood Canal nearly year-round and are at risk due to poor water quality
conditions, particularly low levels of dissolved oxygen. There are three salmonid stocks that are listed as threatened in accordance with the
federal endangered Species Act in the Lower Hood Canal basin: Hood Canal summer run chum salmon, Puget Sound Chinook, and Puget
Sound steelhead. The Hood Canal summer-run chum salmon evolutionarily significant unit (ESU) occurs within the project vicinity in the
Union River and was listed by NOAA Fisheries as threatened in March 1999. They enter the canal from early August through late
September and spawn in the lower 3 miles of Union River.
Fish Kills
Anthropogenic sources of nitrogen contribute to algal blooms in Hood Canal, causing low dissolved oxygen conditions that have been linked
to significant fish kills in 2002, 2003, and 2006 (ESA Adolfson, MSA, and O'Neal and Associates, 2007). Poorly functioning on-site septic
systems are a known source of nitrogen in Hood Canal. One estimate states human sewage accounts for 60 percent of the total
anthropogenic nitrogen load to Hood Canal (Puget Sound Action Team, 2007).
The project will substantially improve water quality and public health benefits by replacing existing on-site residential septic systems with a
wastewater collection system that will transport wastewater to the Belfair Water Reclamation Facility.
Water quality benefits
The project will reduce anthropogenic sources of nitrogen, other nutrients, and fecal coliform bacteria to Union River and Hood Canal. Many
of the septic systems that serve the Old Belfair Highway area are more than 20 years old and do not meet current on-site wastewater
system design regulations. The proposed project would decommission around 171 septic systems within the Belfair UGA. The wastewater
would be treated to Class A standards at the Belfair WRF and applied to forested land. This project would reduce fecal coliform and nitrogen
loading in the lower Hood Canal and help reduce the anoxic conditions that contribute to Hood Canal fish kills and threats to listed Chinook,
chum, steelhead, and coho. The proposed project, in conjunction with the Belfair Water Reclamation Facilities Project, is consistent with
Priority C3 of the Puget Sound Partnership Action Agenda, Prioritize and complete upgrades to wastewater treatment facilities to reduce
pollutant loading, as it facilitates the use of advanced wastewater treatment in nutrient-sensitive Hood Canal.
The project will provide long-term sustainability of water quality benefits by eliminating the need for 171 on-site septic systems in the Belfair
UGA. The reclaimed water generated by the Belfair Water Reclamation Project will support infrastructure in Belfair as mandated by the
Growth Management Act. The availability of low-cost reclaimed water source will reduce the amount of water taken from local water
resources to support industry and economic development. The proposed laterals will utilize the existing Belfair Water Reclamation Facility.
This wastewater collection and treatment system is more reliable than inspecting, repairing, and replacing individual on-site septic systems
in the Belfair UGA.
Describe the measure and method that will be used to determine the water quality benefit and overall success of the project.
Project success will be measured by a fully operational wastewater collection and treatment system and reduced nutrient and bacterial
loading to Lower Hood Canal.

The proposed project supports centralized wastewater treatment and reuse of treated water. The proposed pump stations and lateral sewer
lines improve the likelihood of success of a fully operational wastewater collection and treatment system. The system requires sufficient flow
to operate the collection system pumps, and to provide sufficient loading to the treatment plant's biological treatment process. Therefore,
one aspect of project success will be demonstrated by a fully operational wastewater collection system and satisfaction of Class A reclaimed
water standards. In addition to the technically driven need to have flow/loading for the pumps and treatment plant, it is also necessary for
Mason County to have a sufficient number of customers to sustain the operational costs of the utility.
Another measure of project success will be reduced nutrient loadings to the Union River and Hood Canal. This could be demonstrated by
taking samples in Union River at the same locations as the 2010 study by Ecology and comparing fecal coliform results. As this is just one of
many projects needed to achieve TMDL compliance in the Union River, this project is not expected to result in the Union River meeting
water quality requirements. But the goal would be to see a reduction in fecal coliform counts from the previous results.
Using the method described above, estimate the water quality and public health benefits that will be achieved through
implementing of the proposed project.
The project will provide long-term sustainability of water quality benefits by eliminating the need for 171 on-site septic systems in the Belfair
UGA.
Union River and the Lower Hood Canal will benefit from eliminating the pollutant loads from the existing on-site septic systems. The
elimination of the septic systems will reduce nitrogen in the Hood Canal and fecal coliform in the Union River that cause public health
hazards and threats to wildlife. The new sewer connections from the proposed Old Belfair Highway Connection Project will provide
additional flow and loading necessary for efficient operation of the wastewater collection and treatment system. Without the proposed Old
Belfair Highway Project, delays in water quality benefits will likely occur, as the 171 septic systems would continue to be used by property
owners.
The reclaimed water generated by the proposed Old Belfairy Highway Project and the Belfair wastewater and Water Reclamation Facilities
Project as a whole will support the backbone for infrastructure in Belfair as mandated by the Growth Management Act. The availability of a
low-cost reclaimed water source will eliminate the amount of water taken from local water resources to support industry and economic
development in Mason County. This is consistent with the water efficiency goals outlined in the guidelines for the Green Project Reserve
within the State Revolving Fund program. The proposed Old Belfair Highway project is consistent with the definition of an environmentally
innovative project in the guidelines for the Green Project Reserve, which manages water resources in a more sustainable way than the
existing on-site septic systems. This wastewater collection and treatment system is substantially more reliable than inspecting, repairing, and
replacing as necessary the individual on-site septic systems in the Belfair UGA

Mason County owns and operates the Belfair Sewer System and will be responsible for maintaining this water quality benefit in the future.

The Belfair Water Reclamation Facility completed in 2012 is a LEED certified building that incorporates low energy blowers and many water
saving features. The water saving features include the use of reclaim water for irrigation, flushing of toilets, and for fire flow.
Separate from this project Mason County has contracted with Johnson Controls, an Energy Services Company (ESCO), to identify and
implement energy saving measures at Mason County Facilities. Projects have already been completed on some downtown facilities. In
September 2016 Johnson Controls inspected the North Bay and Belfair WRF's and the Public Works Administration Facilities to determine if
there were energy saving projects available within those facilities. The analysis of those facilities is undergoing. Any energy savings projects
that are financially viable will be completed. Johnson Controls has also been tasked at looking at HVAC improvements for the Jail.

This proposed project is an extension of the Belfair Water Reclamation Facility and Initial Collection System planned and constructed by
Mason County in 2012. That project was funded by a combination of bonds and Department of Ecology Loans. The Department of Ecology
Loans used for that project are L0400005, L0800017, L1000026, L1100013, and L1200025. The total loan amount of all five loans is
$8,971,284.37. The bond amounts total $7,400,000.
The proposed project team of County Staff was not involved with the first Belfair System project but Mr. Stepp and Mr. Hauth have been
involved with numerous projects of similar size and complexity. Mr. Stepp was the project manager for the City of La Center when the
wastewater treatment plant was expanded and converted from a Sequence Batch Reactor plant to a Membrane Bioreactor Plant. That
project had a construction cost greater than $6,000,000 and was funded by a Public Works Trust Fund Loan. Mr. Stepp was also the project
manager for the City of Woodland for a $2,500,000 intersection project on a state highway that included water and sewer system
improvements. Mr. Stepp wrote the grant applications, assisted in design, negotiated all right-of-way acquisitions, and was the main
construction inspector for the project. Mr. Stepp also designed and inspected a $780,000 sewer main relining project for the City of
Woodland that was paid for by a Public Works Trust Fund loan by Department of Commerce.

Describe the process used by your organization to select the project for implementation. In your description please include:
(1)All criteria used to evaluate the value, feasibility and site suitability of the proposed project.
(2) Alternatives to the proposed project that were considered.
(3) A list of project stakeholders, their involvement in the decision-making process, and their level of support for the project.
(4) The plan to ensure long term project success and maintenance of the water quality benefits.
The decision making process that led to the proposed project incorporated extensive coordination with the Belfair community, as well as
regional and statewide leaders.
The Belfair Wastewater and Water Reclamation Facilities Project was developed through an extensive and formal project development
process that received support from local, regional, and statewide interests. Mason County notified each property owner needing to connect
with a letter in early 2008 and summer
2009.
Over the summers of 2010 and 2011, property owners were sent property-specific information, which included a map indicating the location
of the side sewer connection (example materials attached in Exhibit E). Outreach staff fielded nearly 80 calls from residents regarding side
sewer connections. During construction of the initial phase weekly emails were distributed for construction information, and where
appropriate, side sewer connection information is also included. The project has been an ongoing presentation topic at Mason County
Commissioners' meetings, particularly at 5th Tuesday meetings held in Belfair.
The intent of the proposed Old Belfair Highway Connection Project is to provide funding for pump stations and sewer laterals that will extend
to clusters of properties as shown on the conceptual plan that is attached to this application. Installation of these laterals will allow property
owners to build side sewers to connect to the laterals.
Local support and commitment for the project
Mason County is committed to a beneficial reuse program for the Belfair system. As noted above, Mason County worked with Belfair
property owners and residents throughout the planning, design and construction of the initial phase of the Belfair Wastewater and Water
Reclamation Facilities Project to ensure they are aware of the side sewer connection process. The media published several articles and
provided regular press releases through the Public Works Department and online website.
Throughout the project development process, local, regional, and statewide interests have been involved to benefit the success of the
project. At the local level, public meetings were held to update Belfair citizens and the surrounding community on project progress,
summarizes major findings, and solicits feedback and comments. This type of outreach will continue if funding is obtained for the Old Belfair
Highway Connection System.
The Belfair Wastewater and Water Reclamation Facilities Project has inspired several statements of support (provided in Exhibit G).
Mason County is extremely committed to supporting the Belfair community in the transition from septic systems to the sustainable
wastewater management system. Pictures of some key outreach activities are included in Exhibit E.

May 1 - September 1, 2017 - Solicit for RFP from qualified consultants, review RFP's, conduct consultant interviews, negotiate scope and
fee with selected consultant, and complete contract between County and Consultant after funding is approved by Ecology.
September 1, 2017 - June 1, 2018 - Complete surveying and design of the Old Belfair Highway Connection Project. This includes updates
and submittals as needed for SEPA, Facility Plans, and any other permits required.
February 1, 2018 - September 1, 2018 - Obtain all right-of-way and easements necessary for construction of this project.
April 1, 2018 - September 1, 2018 -Approval of the final design and permits by Department of Ecology and other permitting agencies. This
includes approval of SEPA, cultural resource assessment, and hydraulic permit approval.
September 1, 2018 - October 15, 2018 - County submits funding application to Department of Ecology for construction portion of Old Belfair
Highway Project.
July 1, 2019 - October 1, 2019 - Once funding is awarded complete paperwork with Department of Ecology necessary to approve use of
construction funds.
December 1, 2019 - March 1, 2020 -Advertise for bids, award the project to the lowest responsive and responsible bidder, and have
contractor mobilize equipment and materials.
March 1, 2020 - September 15, 2020 - Construction of Old Belfair Highway Connection Project (7.5 months).
Upload a Project Schedule that includes all tasks necessary to complete the project, including tasks that are not part of the
funding request.
