Representatives from the Building Department, Fire Marshal's office, Environmental Health, Planning, and Public Works departments may attend the meeting to discuss rules and regulations applicable to the proposed project. Topics covered during the meeting will include the comprehensive plan, shoreline program, zoning, availability of sewer and potable water, development concepts, building construction, fire protection and life safety of the proposed project. By providing the most accurate and detailed information on the application and site plan your pre-submission conference will be more informative. Pre-Submission conferences are held every Wednesday and last approximately one hour. Attached is a proposal for the existing site at NE 11 Old Belfair Hwy. the brick building at the four way stop. Existing business in the north half of the building is Seabeck Pizza. There have been many questions regarding the septic system at this facility.To date the records are sketchy to say the least,but here is what I have found and what I propose. The system was evaluated in 1990 by Frank Demeiro(it was supposedly installed by Mr.Demeiro but no records can prove this.)The system was found to be in good working order.(see attached) In 2000 a new 1500 gal septic tank was installed. In the prior year problems were reported by a prior lessee of the property.After inspection by the landowner the drain lines were cleared of unapproved debris(flower stems and materials). Since then,there has been no reported problems with the system. I have contacted two independent septic system installers/designers and have been advised that in order to obtain strength waste information we will have to be in service and have the system analyzed while the waste is combined with that of Seabeck Pizza.Bacterial overgrowth, if present,can be managed through pumping of the system and/or chemical methods. Both companies provide a contracted monthly service of inspection and quarterly pumping if required. Review of Canal Coffee Co. current waste receipts leads us to believe that usage will fall well below capacity of the current system and providing maintenance should keep the system free from overload even if we see a significant increase.Use of either of these companies will establish and make available to the county operation and maintenance records for this facility.No other records were available for comparison from like companies from neighboring counties. The parking is sufficient for both business as their"busy"times are at the opposite times of the day. Cana! Coffee 5AM- I IAM Seabeck Pizza 5PM-8 PM. There is designated handicap parking and entrance to the facility(including hallway to restroom and restroom facilities). The kitchen is in need of upgrading and we propose to install a three station sink to meet county health standards.
