The site curently has a pond for the existing structure and impervious gravel parking. Stormwater runoff control will have to meet the requirements of Mason County Code Section 14.48 Stormwater Management. Currently the County uses the 1992 version of the Department of Ecology Stormwater Manual for the Belfair UGA. The County may pass an ordinance this summer to use the 2005 Manual in this UGA. Triggers we duscussed that would require an engineered stormwater plan under the 1992 Manual are: if the project creates 5000 or more square feet of impervious area or over 50 percent of the parcel will be impervious. An automatic fire alarm system meeting NFPA 72 and Mason County standards and monitored by an UL certificated monitoring company shall be installed in this building.Separate plans and permit is required.The alarm system may utilize the existiing primary buildings fire alarm control panel if expansion is available. The proposed development location lies within the Mixed Use(MU)District of the Belfair UGA.The proposed use(construction of a 4000 sq.ft.pre-engineered metal or engineered pole building -warehouse)is one of the allowed uses within the Mixed Use District(see Section 17.23.220-wholesale trade uses/retail store). ZONING:The proposed development location(parcels 12329-12-90081&12329-12-90082)are in the Mixed Use District(MU)of the Belfair UGA and the proposed land use(wholesale trade uses/retail store)fits with the allowed land uses as stated in the Mixed Use District Section 17.23.220 of the Belfair UGA Planning and Development Regulations. BULK AND DIMENSIONAL STANDARDS:See Sections 17.23.250(bulk and dimensional standards)of the Belfair UGA Planning and Development Regulations. SETBACKS:See Subsections 17.23.255(C), 17.23.265(B and C),and 17.31.020(G)of the Belfair UGA Planning and Development Regulations for required setbacks,otherwise no setbacks are required. LANDSCAPING BUFFERS: See Chapter 17.31 of the Belfair UGA Planning and Development Regulations(Landscaping in the Belfair UGA). PARKING:According to site plan submitted applicant has sufficient pre-existing parking for existing retail building(existing 10 plus 1 handicap)but will need four additional parking spaces for proposed building according to Belfair UGA off street parking(Chapter 17.28). CRITICAL AREAS:There is a recognized existing wetland area to the SE of the property but the proposed development lies outside both the buffer and building setback(Wetland is across Old Belfair Highway and over 400 ft+from the proposed development. No other critical area issues steep slopes,streams,etc. *CRITICAL RECHARGE ACQUIFER AREAS:The proposed lies within a class II critical recharge area.There are restricted uses in this area.The proposed development does not fit into either the Prohibited Uses Category or the Uses Requiring an Environmental Permit Category. SEPA:SEPA may be required depending upon the amount of grading required and upon the gross floor area of the proposed storage building.See WAC 197-11-800 for categorical exemptions.
