This work was requested to determine the extent of regulated wetland vegetation zones located within the parcel owned by Rich Moore. All field work and reporting associated with this project was performed by Lee Boad and Joe Gilbert. The following is a summary of i methodology and findings. Technical data is attached. i Methods i Field Review A field review of the above referenced parcel was performed on July 9,2005. A wetland was identified and flagged on site. Wetland Delineatio n Wetland delineation followed a routine methodology based upon the Washington State h - Wetland Identification and Delineation Manual(1997)requiring positive indicators for wetland soil,hydrology,and plants. Wettand hydrology was determined through observation of field indicators and r conditions dug in pits within the study area. Presence of hydric soil was determined by soil conditions in several pits dug around and within the suspected wetland. Soil inspection included comparison with the Munsell Color Charts(1992). General soil characteristics were derived from information contained within the Soil Survey of Mason County,Washington(1960). Occurrence of wetland vegetation was determined through species identification, estimation of dominance and then assignment of wetland indicator status. Indicator 1 status was assigned based on the National List of Plant Species That Occur in Wetlands (1996). Wetland Category Rating Procedures set forth in the Washington State Wetlands Rating System— Western Washington Second Edition were used to establish a category rating for the wetland. Results Site Description Bordered to the east by the Belfair Valley Road,the parcel consists of a 45-foot strip of land that extends 660 feet east/west. Wetland conditions exist within a natural drainage swale located in the western half of the site while the eastern portion consists of modified uplands with a man induced wetland component. The undisturbed upland is comprised of red alder(Alnus rubra), sword fern(Polystichum munitum), scotch broom ( Cytisus scoparia), and Himalayan blackberry(Rubus discolor). Wetland sample plots are dominated by red alder(Alnus rubra),reed cannarygrass(Phalaris arundinaceae), field horsetail(Equisetum arvense),and Himalayan blackberry(Rubus discolor). Soil mapped and identified within the eastern portion of the site is Saxon silt loam which l� , is a well-drained upland soil. The western portion of the site is underlain by soil mapped and identified as Norma silt loam, which is poorly drained and a common wetland soil. Category III Scrub Shrub Wetland With the exception of the man-induced components, identified wetland qualifies as a regulated Category III Wetland in Mason County. Positive indicators of soil, hydrology, and vegetation are present within the suspected wetland. Several landscape and vegetation characteristics indicate that under normal circumstances the identified wetland is and has been capable of containing water long enough during the growing season to support wetland conditions. Hydrological indicators within the wetland include water stained leaves,positive FAC- neutral vegetation,and drift lines. These are sufficient indicators to qualify wetland hydrology according to the Washington State Wetland Identification and Delineation Manual. The wetland scores less than 22-paints on the DOE Wetlands Rating Form. This is largely due to the limited size,hydrological isolation,and lack of fish and wildlife habitat features within the identified wetland. Jurisdictional Status The eastern portion of the natural wetland was flagged in the field. The identified wetland is part of a larger wetland swale that eventually ties into a tributary of the Union River. The overall surface area of the wetland is greater than 2,500 square feet. 2 I Category III wetlands greater than 2,500 square feet are considered jurisdictional in Mason County according to chapter 17.01.070 of the Mason County Resource Ordinance. The jurisdictional wetland requires a vegetation buffer of 50 feet and a building setback of 65 feet. Special setbacks for this wetland include 100� feet for any on site sewage g disposal drainfield,and 200 feet for a livestock fe edlot. ot. Wetland Boundary Description Portions of the wetland boundary consist of an abrupt change in vegetation, while other portions of the boundary exist within a gradual vegetation community transition. Several sample soil pits and analysis of hydrological indicators were necessary to confirm the gradual transition zones as the wetland boundary. Soil and landscape characteristics were used as the primary rational for distinguishing man-induced wetlands from natural wetlands. Man-Induced Wetland A culvert originally installed by the Mason County Department of Public Works extended from the Belfair Valley Road and terminated 180-feet west,discharging seasonal drainage from the roadside ditch. This drainage system was installed in 1992, and since its placement,the culvert has created wetlands east of the natural wetlands. Restoration Recent Disturbance The eastern portion of the ownership including the man-induced wetlands has been cleared and filled. The culvert originally installed by the county has been extended further west where it now discharges highway runoff approximately 5-10 feet from the natural wetlands. On the day of the field review, it was noted that discharge from the culvert was flowing directly into the natural wetlands. As the recent modification of the culvert system has removed the hydrological parameter from the man-induced wetland portion of the site,it is not expected that wetland conditions will persist under the new normal circumstances. Because of the man-induced nature of the displaced wetland, it should be regulated as a Wetland Vegetation Area. Restoration of Regulated Vegetation Area It is recommended that supplemental native plantings be installed within the Wetland Vegetation Area to achieve the following densities: Trees- 10' on center Shrubs-5' on center Ferns-3' on center Species to be used in vegetation area restoration include the following: Trees: western red cedar(Thuja plicata) 3 Douglas fir(Pseudotsuga menziesii) big leaf maple(Ater macrophyllum) Shrubs salmonberry(Rubus spectabdis) Oregon grape (Mahonia nervosa) Saial (Gaultheria shallon) Ferns: sword fern(Polystichum munitum) Groundcover: kinnikinnik(Arcostaphylus uva-ursi) Coastal strawberry(Fragaria chiloensis) These densities have been selected to provide a moderately dense, structurally diverse plant community in the restoration area. All planting should occur during winter dormancy. The optimum time for planting is during February and March. Planting need only occur exclusively within the impacted section of the Wetland Vegetation Zone. Congruent with supplemental planting,exotic species should be eradicated from the Wetland Vegetation Zone. Species observed and most likely to invade this area are Himalayan Blackberry and scotch broom. Although none were observed on the day of the inspection, it is recommended that an exotic species control effort be completed quarterly throughout the year for at least three years. Stormwater Management It is recommended that the landowner work with the Mason County Department of Public Works to develop a plan that avoids,minimizes,and/or mitigates the discharge of untreated highway runnoff into regulated wetlands. Lee Boad Habitat Management Planning and Wetland Services would be willing to assist with such work upon further review of land use objectives and permit requirements. Conclusion = Wetland delineation has been completed applying a standardized methodology required by the Mason County Wetland Ordinance. The identified wetland upholds positive wetland indicators and meet DOE rating criteria for Category III Wetlands. The wetland, due to its size and rating, is considered jurisdictional in Mason County. No other area within the study site supports all three parameters under normal circumstances(indicators of wetland vegetation, soil or hydrology). A plot map is enclosed showing the regulated wetland boundary location, with associated setbacks required by Mason County as they occur on the property. 4 I trust this information is sufficient for your needs at this time.
