The Department of Ecology (Ecology)reviewed the environmental checklist and has the following comment(s): SEPA REVIEWER: Sonia Mendoza WATER QUALITY CONTACT: Deborah Cornett(360) 407-7269 Erosion control measures must be in place prior to any clearing, grading, or construction. These control measures must be effective to prevent stormwater runoff from carrying soil and other pollutants into surface water or stormdrains that lead to waters of the state. Sand, silt, clay particles, and soil will damage aquatic habitat and are considered to be pollutants. Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48 RCW,Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface Waters of the State of Washington, and is subject to enforcement action. After completion of this project, there is likelihood that stormwater runoff will contain increased levels of grease, oils, sediment, and other debris. It is recommended that stormwater treatment devices be installed so that any discharge will be appropriately treated to remove these substances. Clearing limits and/or any easements or required buffers should be identified and marked in the field,prior to the start of any clearing, grading, or construction. Some suggested methods are staking and flagging or high visibility fencing. A permanent vegetative cover should be established on denuded areas at final grade if they are not otherwise permanently stabilized. Properties adjacent to the site of a land disturbance should be protected from sediment deposition through the use of buffers or other perimeter controls, such as filter fence or sediment basins. r 1a August 15, 2013 Page 2 All temporary erosion control systems should be designed to contain the runoff from the developed two year,24-hour design storm without eroding. Provision should be made to minimize the tracking of sediment by construction vehicles onto paved public roads. If sediment is deposited, it should be cleaned every day by shoveling or sweeping. Water cleaning should only be done after the area has been shoveled out or swept. Wash water from paint and wall finishing equipment should be disposed of in a way which will not adversely impact waters of the state. Untreated disposal of this wastewater is a violation of State Water Quality laws and statutes and, as such,would be subject to enforcement action. This project may require a construction stormwater permit(also known as National Pollutant Discharge Elimination System(NPDES) and State Waste Discharge General Permit for Stormwater Discharges Associated with Construction). This permit is required for projects which meet both of the following conditions: 1. One or more acres of soil surface area will be disturbed by construction activities. 2. The site already has offsite discharge to waters of the state or stormdrains or will have offsite discharge during construction. An application with instructions can be downloaded from Ecology's website at: hllp://www.ecy.wa.woy/programs/wa/stormwater/construction/-Application. Construction site operators must apply for a permit at least 60 days prior to discharging stormwater. Our records show that ground water application for change No. CG2- 25124 was withdrawn from processing in November 2010. Any ground water withdrawals in excess of 5,000 gallons per day or for the irrigation of more than one-half acre of lawn or noncommercial garden, requires a water right permit from Ecology. An environmental impact statement(EIS)must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. Sand Hill County Park Northeast Sand Hill Road Belfair,WA 98528 B. ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site(circle one):Solling,hilly,steep slopes,mountainous, other. . . . . . b. What is the steepest slope on the site(approximate percent slope)? Approximately 33%slopes located as road embankment c. What general types of soils are found on the site(for example,clay,sand,gravel,peat, muck)? If you know the classification of agricultural soils,specify them and note any prime farmland. Fine To medium Sand. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. There are no unstable soils. e. Describe the purpose,type,and approximate quantities of any filling or grading proposed. Indicate source of fill. Earthwork consist of fine grading the infield and outfield mixes. The export of 400 cubic yards of material and import of 400 cubic yards of infield mixes and crush surfacing base course. f. Could erosion occur as a result of clearing,construction,or use? If so,generally describe. Erosion during construction is unlikely as construction will occur in the late Summer, early Fall,the sand soil has an infiltration rate of 20 inches and the work area is flat(less than 1%). There is currently no runoff as the soils are extremely well-drained. g. About what percent of the site will be covered with impervious surfaces after project construction(for example,asphalt or buildings)? Presently there is 7330 square feet (sf) of impervious surfaces and 97,400 sf of pervious surfaces. When the project is complete there will be 14,850 sf of impervious surfaces and 89,900 square feet of pervious surfaces. The parcel is 30 acres in size. Net increase of impervious surfaces for the parcel by the proposed improvements is 0.6%. h. Proposed measures to reduce or control erosion,or other impacts to the earth,if any: See Temporary Erosion Control Plans. Silt fence will be installed at the downhill perimeter of the project. Given the late Summer/early Fall construction timing and the sand composition of the native soils,no runoff is expected. 2. Air a. What types of emissions to the air would result from the proposal(i.e.,dust,automobile, odors,industrial wood smoke)during construction and when the project is completed? If any,generally describe and give approximate quantities if known. Minor dust emissions during construction may occur during excavation but will be controlled by the Contractor. Long term dust emissions will be eliminated because the outfield will be in turf and the infield will be moistened and maintained. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. No current conditions. c. Proposed measures to reduce or control emissions or other impacts to air,if any: Does not apply. 3. Water a. Surface: 1)Is there any surface water body on or in the immediate vicinity of the site(including year-round and seasonal streams,saltwater,lakes,ponds,wetlands)? If yes,describe type and provide names. If appropriate,state what stream or river it flows into. There are no wetlands located on the park site. 2)Will the project require any work over,in,or adjacent to(within 200 feet)the described waters? If yes,please describe and attach available plans. The existing irrigation system will be removed and a more efficient irrigation system will be installed. The same area presently being irrigated will be irrigated by the new irrigation system so there will be no increase in irrigation water withdrawal from the well. 2)Describe waste material that will be discharged into the ground from septic tanks or other sources,if any(for example: Domestic sewage;industrial,containing the following chemicals... ;agricultural;etc.).
